MOORE, Okla. (AP) - Authorities say an elementary school in an Oklahoma City suburb took a direct hit from a mile-wide tornado.

Gary Knight with the Oklahoma City Police Department says there is no word of injuries from the elementary school. Knight says the school suffered "extensive damage" on Monday afternoon.

Neighborhoods in Moore, Okla., are flattened and buildings are on fire. Television footage on Monday afternoon showed homes and buildings that had been reduced to rubble in the city south of Oklahoma City. Footage also showed vehicles littering roadways south and southwest of Oklahoma City.

There were no immediate reports of injuries.

The suburb of Moore was hit hard by a tornado in 1999. The storm had the highest winds ever recorded near the earth's surface.

BALTIMORE (AP) - President Barack Obama says Washington lawmakers should spend every single day focused on the economy and helping people get back to work.

Obama cited several signs of positive growth in the economy. But he said there's still more work to do and, in his words, "our focus cannot drift."

Obama commented during a visit to a Baltimore company that makes digging and pumping equipment for the mining industry. The visit is part of a new effort by the president to focus on his ideas for growing the middle class.

The trip also came at the end of a week that found Obama consumed by a trio of political controversies, including the targeting of conservative political groups by the Internal Revenue Service.

LOUISVILLE, Ky. (AP) - Military officials say a Humvee carrying six Navy SEALs and two other sailors overturned during a training exercise at Fort Knox in Kentucky, killing one of the SEALs and injuring the others on board.

Lt. David Lloyd, a spokesman for the Naval Special Warfare Group Two in Virginia Beach, Va., says the Humvee was part of a convoy on the post when it overturned Wednesday night. What caused it to flip remains under investigation.

The Navy says the SEAL who died was Special Warfare Operator Third Class Jonathan H. Kaloust, who was based in Virginia. He was from Massapequa, N.Y.

Lloyd says the seven survivors were treated for minor injuries and released from a hospital.

The sailors had been conducting tactical training, but Lloyd would not release further details about the exercise because it was considered sensitive.

DES MOINES, Iowa (AP) - The Powerball jackpot has jumped to $550 million, a major climb less than a day after the latest drawing produced no winning ticket.

The announcement Thursday by the Multi-State Lottery Association means ticket sales have soared as the frenzy grows for a chance to win the big prize.

Mary Neubauer, spokeswoman for the Iowa Lottery, says the latest jackpot number has the potential to break the record for largest jump between drawings. That still belongs to a Powerball jackpot in November 2012, when the jackpot jumped $260 million to reach the all-time Powerball jackpot record of $587.5 million.

The latest jackpot has climbed nearly $200 million since Wednesday's drawing, which was an estimated $360 million.

The new jackpot has a $350.1 million cash option. The next drawing is scheduled for Saturday.

GRANBURY, Texas (AP) - Officials awaited daybreak to fully assess the scope of the destruction left in the wake of a deadly tornado in Granbury.

Hood County Sheriff Roger Deeds said he hoped the death toll from the tornado would hold at six, with about 50 people injured and 250 people left homeless.

The twister was part of a swarm of tornadoes unleashed on North Texas, devastating two neighborhoods in southern Granbury and a neighborhood in nearby Cleburne.

MIAMI (AP) - Forecasters say the first tropical storm of the eastern Pacific hurricane season has formed off the coast of Mexico.

The U.S. National Hurricane Center in Miami says Tropical Storm Alvin formed Wednesday. It had maximum sustained winds of about 40 mph (64 kph) and was moving west at 13 mph (21 kph). It was centered about 665 miles (1070 km) southwest of Acapulco, Mexico.

Alvin could become a hurricane in several days. It isn't currently a threat to land.

The eastern and north Pacific season began Wednesday and runs through Nov. 30.

The National Hurricane Center says there is typically an average of 15 named storms each season, with four of those considered major hurricanes reaching at least Category 3 strength with top sustained winds of 111 mph (179 kph).

NEW YORK (AP) - U.S. airlines collected more than $6 billion in baggage and reservation change fees from passengers last year - the highest amount since the fees became common five years ago.

These fees - along with charges for boarding early or picking prime seats - have helped return the industry to profitability.

Airlines started charging for a first checked suitcase in 2008 and the fees have climbed since. Airlines typically charge $25 each way for the first checked bag, $35 for the second bag and then various extra amounts for overweight or oversized bags.

The nation's 15 largest carriers collected a combined $3.5 billion in bag fees in 2012, up 3.8 percent from 2011, according to the Bureau of Transportation Statistics. Reservation change fees totaled $2.6 billion, up 7.3 percent.

CAMP LEJEUNE, N.C. (AP) - A Marine officer in charge of snipers shown in a 2011 video urinating on the corpses of Taliban fighters Afghanistan will be court-martialed.

The U.S. Marine Corps announced Monday that Capt. James V. Clement will be tried for dereliction of duty, conduct unbecoming an officer and failure to stop misconduct by those under his command. The charges were referred for trial following an evidentiary hearing held last month at Camp Lejeune, N.C.

A date for the upcoming court-martial has not been set. Two Marine sergeants have already been convicted in the case with another enlisted soldier still awaiting trial.

CLEVELAND (AP) - An Ohio prosecutor says he may seek the death penalty against the man accused of imprisoning three women at his home for about a decade for forcing them to suffer miscarriages.

Cuyahoga County prosecutor Timothy McGinty says Ohio law calls for the death penalty for the "most depraved criminals who commit aggravated murder during the course of a kidnapping." He says aggravated murder charges could be filed related to pregnancies terminated by force.

Ariel Castro is being held on $8 million bail. The 52-year-old former school bus driver was under a suicide watch in jail, where he was being held on kidnapping and rape charges.

Authorities say he held three women inside his home for about a decade.

McGinty suggests the charges could number in the hundreds, if not thousands.

WASHINGTON (AP) - The bipartisan group of senators supporting a plan to overhaul immigration laws has been sticking together today, amid a critical series of early test votes.

The coalition turned back challenges from conservative critics as the Senate Judiciary Committee worked to refine the legislation. It would secure the nation's borders and offer eventual citizenship to millions who are currently living illegally in the United States.

The panel today rejected three efforts by opponents of the bill to toughen the improvements that must be made to border security before unauthorized immigrants can apply for legal status.

Republicans Lindsey Graham and Jeff Flake -- part of the bipartisan group that helped draft the measure -- joined all 10 Democrats on the panel in blocking each of the changes.

If the political alignment remains intact, the committee is expected to approve the measure within two weeks. That would clear the way for a showdown on the Senate floor in June.

President Barack Obama has made the bill a top priority in the opening months of his second term.

CLEVELAND (AP) - A Cleveland man arrested after three women missing for a decade were found alive at his run-down home was charged Wednesday with kidnapping and raping them. Prosecutors brought no charges against his brothers, saying there was no evidence they had any part in the crime.

Ariel Castro, 52, was charged with four counts of kidnapping - covering all three captives and the daughter born to one of them while she was held - and three counts of rape against the three women.

The former school bus driver owns the peeling home where the women were rescued on Monday, after one of them broke through a screen door while Castro apparently was away.

At a news conference, authorities gave few details on the women's ordeal. But police said earlier in the day that they were apparently bound with ropes and chains, and a city councilman briefed on the case, Brian Cummins, said that they were subjected to prolonged sexual and psychological abuse and suffered miscarriages.

"We know that the victims have confirmed miscarriages, but with who, how many and what conditions we don't know," Cummins said. He added: "It sounds pretty gruesome."

Deputy Police Chief Ed Tomba said the women could remember being outside only twice during their entire time in captivity. "We were told they left the house and went into the garage in disguise," he said.

And their first opportunity to escape didn't come until Monday, he said. The women were not kept in the same room, but knew they were not alone, he said.

He also said a paternity test on Castro was being done to establish who fathered the now 6-year-old child of captive Amanda Berry.

Castro was in custody and couldn't be reached for comment. A brother-in-law has said the family was "shocked" after hearing about the women at the home.

Castro's brothers, Pedro, 54, and Onil, 50, were also arrested after the women were rescued, but there was no evidence they had any part in the crime, Cleveland Prosecutor Victor Perez said.

Earlier in the day, Berry and former captive Gina DeJesus were welcomed home by jubilant crowds of loved ones and neighbors with balloons and banners Wednesday. Family members protectively took them inside, past hundreds of reporters and onlookers.

Neither woman spoke, and their families pleaded for patience and time alone.

"Give us time and privacy to heal," said Sandra Ruiz, DeJesus' aunt. Ruiz thanked police for rescuing the women and urged the public not to retaliate against the suspects or their families.

The third captive, Michelle Knight, 32, was reported in good condition at Metro Health Medical Center, which a day earlier had reported that all three victims had been released. There was no immediate explanation from the hospital.

The Associated Press does not usually identify people who may be victims of sexual assault, but the names of the women were widely circulated by their families, friends and law enforcement authorities for years during their disappearance.

In a development that astonished and exhilarated much of Cleveland, the three women were rescued after Berry, 27, broke through a screen door at the Castro house and told a 911 dispatcher: "Help me. I'm Amanda Berry. I've been kidnapped, and I've been missing for 10 years and I'm, I'm here, I'm free now."

Law enforcement officials left many questions unanswered, including how the women were taken captive.

Neighbors said that Ariel Castro took part in the search for one of the missing women, helped pass out fliers, performed music at a fundraiser for her and attended a candlelight vigil, where her comforted her mother. As recently as 2005, Castro was accused of repeated acts of violence against his children's mother.

On NBC's "Today" show, Police Chief Michael McGrath said he was "absolutely" sure police did everything they could to find the women over the years. He disputed claims by neighbors that officers had been called to the house before for suspicious circumstances.

"We have no record of those calls coming in over the past 10 years," McGrath said. On Tuesday, some neighbors said that they had told police years ago about hearing pounding on the doors of the home and seeing a naked woman crawling in the yard.

DeJesus, who disappeared in 2004 and is in her early 20s, arrived home in the afternoon Wednesday to chants of "Gina! Gina!" Wearing a bright yellow hooded sweatshirt, she was led through the crowd and into the house by a woman who put her arm around the young woman's shoulders and held her tight.

Her father pumped his fist after arriving home with his daughter, and he urged people across the country to watch over the children in their neighborhoods - including other people's kids.

"Too many kids these days come up missing, and we always ask this question: How come I didn't see what happened to that kid? Why? Because we chose not to," he said

Berry arrived at her sister's home, which was similarly festooned with dozens of colorful balloons and signs, one reading "We Never Lost Hope Mandy." Hundreds cheered wildly but weren't able to get a glimpse of Berry as she went in through the back.

A 2005 domestic-violence filing in Cuyahoga County Domestic Relations Court accused Ariel Castro of twice breaking the nose of his children's mother, knocking out a tooth, dislocating each shoulder and threatening to kill her and her daughters three or four times in a year.

The filing for a protective order by Grimilda Figueroa also said that Castro frequently abducted her daughters and kept them from her.

In 1993, Castro was arrested on a domestic-violence charge and spent three days in jail before he was released on bail. A grand jury did not return an indictment against him, according to court documents, which don't detail the allegations. It was unclear who brought the charge.

Police said Castro was also questioned about the 2007 disappearance of 14-year-old Ashley Summers, who vanished near the Castro house. But Tomba said there was no new information linking that case to Castro.

"We're hoping for our miracle, too," said Ashley's aunt, Debra Summers.

SALT LAKE CITY (AP) - A Utah prosecutor says he plans to decide within a day or two what charges to file against a teenager whom police say punched a soccer referee who later died after slipping into a coma.

Salt Lake County District Attorney Sim Gill says he and his team are reviewing the evidence and state statutes to determine appropriate charges. Gill says there are strict rules to follow because the suspect is a juvenile.

Police say the 17-year-old, whose name hasn't been released, struck the 46-year-old Ricardo Portillo in the side of the head during a recreational soccer league match after the referee called a penalty.

Portillo died Saturday after a week in a coma.

The teen is in juvenile detention on suspicion of aggravated assault. He may face more severe charges.

The oldest daughter of the Utah soccer referee who died Saturday a week after a teenage player punched him in the head hopes to forgive the young man who did it - but not yet.

"I will, but not today; it's too soon," said Johana Portillo, 26, speaking Sunday night at a vigil to honor her father, Ricardo Portillo. "He was a father, he was a friend, he was a grandfather; he left a whole family behind. They should think before they do something stupid."

Police have accused a 17-year-old player in a recreational soccer league of punching Ricardo Portillo, 46, after he called a foul on him and issued him a yellow card.

Portillo died Saturday night after a week in a coma.

Nearly 100 family and friends gathered at a candlelight vigil Sunday night on the front lawn of the Salt Lake City home of Ricardo Portillo. Wearing white shirts and holding signs that read, "In loving memory of Ricky," family and friends stood around a table that had a picture of Portillo raising his arms in victory, with flowers and candles surrounding it.

The suspect, whose name is withheld because he's a minor, has been booked into juvenile detention on suspicion of aggravated assault. Authorities will consider additional charges since Portillo has passed away. An autopsy is planned. No cause of death was released.

Johana Portillo said Sunday she doesn't care what punishment the teenager gets - saying nothing will bring her father back.

"When he did that, he took a part of me with him," she said, crying. "He took my daddy away from me."

She added: "I feel sorry for him. I feel for his family. But if he was old enough to do what he did, then he's responsible to pay for it."

Pedro Lopez, his brother-in-law and a fellow soccer referee, said the teenager made a mistake and isn't solely to blame. He said he's been involved in soccer his entire life, playing and refereeing, and seen a troubling trend emerge.

"It's not the ignorance of the child, it's the poor manners of the parents," said Lopez in Spanish, who played soccer professionally. "The yells and insults from the sideline from the parents make kids more violent."

Lopez, Johana Portillo and youth soccer coach James Yapias called on athletes around the world to hold their tempers in check so another family doesn't have to suffer - and to bring something positive from Ricardo Portillo's death.

Yapias, a longtime friend of Ricardo Portillo coach in the same league, said coaches and parents need to do a better job teaching children about sportsmanship and being non-violent. He also called for more police presence at games. Portillo's death is a reminder that life can change in a second, he said.

"We all love this sport," Yapias said. "But we all need to respect the rules."

Johana Portillo said she hopes her father's death leads to more security at sporting events and better self-control from players. She said her father had been attacked by players twice before in his eight years refereeing soccer matches - even having his ribs and legs broken.

Lopez said players need to respect referees and remember it's a sport meant to relieve stress - not cause pain.

"Remember that we are human beings, and we make mistakes," Lopez said in Spanish. "Don't take justice into your own hands."

The former professional soccer player said he plans to continue working as a referee. He said leaving it behind would be abandoning his passion. He said he'll do so remembering Ricardo Portillo.

Ricardo Portillo's daughters had begged him to stop refereeing in a soccer league because of the growing risk of violence from angry players. But, like Lopez, Portillo told his daughters he couldn't quit.

"It was his passion," she said. "We could not tell him no."

Now his three daughters are faced with planning his funeral after he succumbed to injuries late Saturday that had put him in a coma for a week since teenager goalie punched him in the head.

Accounts from a police report, Portillo's daughter and others offer further detail what occurred.

The teenager was playing goalie during a game at Eisenhower Junior High School in Taylorsville when Portillo issued him a yellow card for pushing an opposing forward trying to score. In soccer, a yellow card is given as a warning to a player for an egregious violation of the rules. Two yellow cards lead to a red card and expulsion from the game.

The teenager, quite a bit heavier than Portillo, began arguing with the referee, then punched him in the face. Portillo seemed fine at first, then asked to be held because he felt dizzy. He sat down and started vomiting blood, triggering his friend to call an ambulance.

When police arrived around noon, the teenager was gone and Portillo was laying on the ground in the fetal position. Through translators, Portillo told emergency workers that his face and back hurt and he felt nauseous. He had no visible injuries and remained conscious. He was considered to be in fair condition when they took him to the Intermountain Medical Center.

But when Portillo arrived to the hospital, he slipped into a coma with swelling in his brain. Johana Portillo called detectives to let them know his condition had worsened.

That's when detectives intensified their search for the goalie. By Saturday evening, the teenager's father agreed to bring him down to speak with police.

Johana Portillo said she last spoke to him that night before he fell into a coma. She grabbed his hand and told him he was going to be all right. He held her hand tightly and said, "no." Within seconds, doctors ushered her out of the room and he lost consciousness.

She said Sunday night, with tears streaming down her face, that her father will always be in her heart.

"It's going to be very difficult," she said. "But I know he's going to help us from heaven."

BOSTON (AP) - A friend of Boston Marathon bombing suspect Dzhokhar Tsarnaev (joh-HAHR' tsahr-NEYE'-ehv) has been released from federal custody while he awaits trial for allegedly lying to federal investigators probing the April 15 bombings.

Robel Phillipos was charged last week and faces up to eight years in prison if convicted. The 19-year-old was a student at the University of Massachusetts Dartmouth with Tsarnaev.

Prosecutors initially asked that Phillipos be held while he awaits trial, arguing that he poses a serious flight risk.

But prosecutors and Phillipos' lawyers said Monday in a joint motion they now agree that Phillipos can be released under strict conditions, including home confinement, monitoring with an electronic bracelet and a $100,000 secured bond.

Magistrate Judge Marianne Bowler agreed to the request during a hearing Monday afternoon.

WASHINGTON (AP) - Goodbye, No. 2 pencils. Hello, iPads.

Starting as early as spring 2015, the ACT college admissions exam will go digital, reflecting students' tech savvy and the demand for quicker results. The tests will still have the familiar multiple-choice options for college hopefuls but they will also expand to include interactive portions, such as a simulated science lab for students to conduct experiments or space for students to explain concepts in their own words.

"The days of paper-and-pencil admission testing are changing," Jon Erickson, president of ACT's education division, said during an interview ahead of the company's announcement this week that it would shift to iPads, laptops and desktop computers and away from the familiar optical scan bubble sheets.

"We're attempting to meet students where they are today," he said.

Several states already use computers for statewide tests, and Iowa-based ACT works with 22 of them, from Alaska to Florida. But testing in Kentucky was suspended last week after ACT officials discovered glitches.

Problems with other vendors forced Indiana, Minnesota and Oklahoma to delay their high-stakes testing.

In part, that is why ACT is not rushing to start online offerings for the tests, which help determine, in part, if applicants get into their chosen schools and what scholarships they receive.

ACT officials stress that the traditional, 215-question fill-in-the-bubble tests still would be available for those who prefer the paper-and-No. 2 pencil option.

"Access and comfort level of students will continue to be on the top of our mind," Erickson said. "We don't want to measure a student's computer skills or fears. The most important part will be measuring their learning in school and college readiness standards."

The new testing format - still two years away and optional even then - comes as 45 states and the District of Columbia align their classrooms with Common Core standards, which stress students' reasoning skills over rote memorization. The ACT, which is designed to test students' high school learning, naturally follows the shift in classroom instruction.

"Hopefully, this will be more relevant than just sitting down and taking a fill-in-the-bubble test," Erickson said.

The tests will still have the familiar sections to measure students' English, math, reading and science understanding, as well as the optional writing section that some colleges require.

"It will look like an ACT in many ways. Some of it will be multiple choice," Erickson said. "There will be some areas where students will manipulate and write. One item that we've been playing with is in a science experiment where students pour liquids from one beaker into another. ... They will work through an experiment from start to finish."

Erickson acknowledged several details have yet to be finalized. For instance, will students' scores be interchangeable and comparable whether they take the tests on an iPad or with a pencil? Will the tests have difference scales based on the format? Will students be able to bring their own iPads with them? What about testing sites that don't have enough devices for all students? And how can test proctors be sure no one is cheating on devices loaded with the Internet, email and all varieties of applications?

"We've been working on this for a number of years. We'll be continuing some field tests," Erickson said.

The digital option will also help ease students' impatience.

The ACT advises students to expect their results in four to six weeks, but their scores typically arrive in about two weeks. With the shift to digital testing, the results could come within minutes of students clicking the "submit" button on their device, although company officials say some delay to verify and record the scores is likely.

In 2012, almost 1.7 million students took the ACT, which is one of two dominant tests high school students take as part of their college applications. Roughly the same number took rival SAT. Those exams are still administered with pencil and paper.

This time the two foreign nationals were arrested over alleged immigration violations in the Massachusetts town, New Bedford, where police say the surviving suspect, Dzhokhar Tsarnaev, may have once lived.

BOSTON (AP) - Lawyers for two men charged with conspiring to obstruct justice in the Boston bombing case say their clients had no idea the attack was being planned.

The lawyers for Azamat Tazhayakov (AHZ'-maht tuh-ZAYE'-uh-kov) and Dias Kadyrbayev (DYE'-us kad-uhr-BYE-ev) held a brief news conference Wednesday after their clients' initial court appearance.

Attorneys Robert Stahl and Harlan Protass say their clients were just as shocked as everyone else and didn't have anything to do with the attack.

They are accused of removing a backpack containing hollowed-out fireworks from suspect Dzhokhar Tsarnaev's (joh-HAHR' tsahr-NEYE'-ehv) dorm room three days after the attack to keep him from getting into trouble.

A third man, Robel Phillipos, is charged with making false statements to federal investigators. He awaits a court appearance.

BOSTON (AP) - Boston police say three more suspects have been taken into custody in the marathon bombings.

In a tweet Wednesday morning, the police department says only that three more suspects are in custody and more details will follow. Police spokeswoman Cheryl Fiandaca confirmed the tweet but referred all other questions to the FBI.

Three people were killed and more than 260 injured on April 15 when two bombs exploded near the finish line.

Suspect Tamerlan Tsarnaev died after a gunfight with police several days later. His brother, Dzhokhar Tsarnaev, was captured and lies in a hospital prison.

Both are Russian natives who lived for several years in the U.S. They are accused of using a weapon of mass destruction.

The driver who was carjacked by the Boston bombing suspects, just before Tamerlan Tsarnaev was killed in a shootout with police, spoke exclusively Tuesday to CBS News. CBS 2's Jessica Schneider reports.

The government is moving the morning-after pill over the counter but only those 15 and older can buy it -- an attempt to find middle ground just days before a court-imposed deadline to lift all age restrictions on the emergency contraceptive.

Associated Press reporter Matt Lee slammed the State Department today for not giving useful accounts of meetings with top foreign officials by State Department officials. Lee expressed his frustration saying that he didn't want to hear a generic explanation of a meeting without a list of possible topics. "I'm not being factitious," Lee assured the State Department Deputy Spokesman Patrick Ventrell. "I know you're not, Matt," Ventrell replied. "If we could actually get some remnant of scrap of substance," Lee pleaded before being cut off by Ventrell to answer another question.
