Charles County Incident Reports
BURGLARY: On May 30 between 1 a.m. – 2:30 p.m., unknown suspect(s) broke into a house in the 10600 block of Village Drive in La Plata and stole a long gun and jewelry. 
PFC W. Dennin is investigating.
 
THEFT FROM MOTOR VEHICLES: Between May 29 – May 30, unknown suspect (s) broke into cars in the parking lot of several businesses along the 2700 block of Crain Highway in Waldorf and stole wheels, stereos and other items. Officers canvassed the area for witnesses and recovered evidence from the scene. Pfc. R. Bagley is investigating.
 
BURGLARY: On May 30 at 8:35 a.m., a homeowner reported unknown suspect(s) broke into a shed in the 7900 block of Mason Springs Road in La Plata and stole farm tools. Officers canvassed the area for witnesses and processed the scene for evidence. Officer P. McDonald is investigating.
 
MAN CHARGED WITH POSSESSION WITH INTENT TO DISTRIBUTE HEROIN: On May 29 at 11:05 p.m., officers responded to the 3200 block of Crain Highway in Waldorf for the report of a suspicious subject. Upon arrival, officers observed Eugene Raymond Dahlstedt, 50, of White Plains, throw several packages of suspected heroin and drug paraphernalia on the ground. Dahlstedt was arrested and charged with possession with intent to distribute drugs. Officer R. Forbes made the arrest.
 
TEENS CHARGED WITH FIRING BB GUN AT PEOPLE: On May 29 at 2:58 p.m., officers responded to Hampshire Recreation Center in Waldorf for the report of several teenagers driving through the area firing a BB gun; two people reported being struck.  Officers obtained a description of the suspect’s car and located the vehicle on Stanford Place. The suspects, ages 12, 15, 16, and 18, were identified as being involved. The 16-year-old and 18-year-old were arrested and charged with first-degree assault and second-degree assault. Charges are pending against the other suspects. Neither victim needed medical treatment. Cpl. J. Murphy is investigating.

Fredericksburg Police Incident Reports
THURSDAY, MAY 31, 2012
 
 
LARCENY/POCKET PICKING:
500 block Jefferson Davis Hwy, 5/30 1:25 pm. A 66-year-old City resident reported that he
was walking back to his home from the Fredericksburg Shopping Center where he had just
withdrawn cash from an ATM and made some small purchases. The victim was on foot behind
the Rent-A-Center when a young male approached him from behind and stole the wallet out of
his back pocket. Another young male was in front of the victim on a scooter when the theft
occurred, and the victim remembered that he had seen the two males together inside the store
where he withdrew his money. The victim and other witnesses then saw the two young men
fleeing from the vicinity in opposite directions. Shortly after officers arrived on the scene, one
of the young men was located at the intersection of Normandy Avenue and Fall Hill Avenue;
he was detained and later positively identified by the victim as the subject who was on the
scooter. The images of the two young males were also captured on a store’s video
surveillance, and the second suspect has been identified but has not yet been located. Both
suspects are 17-year-old Fredericksburg residents. The investigation is ongoing.
 
 
ASSAULT:
400 block Bragg Hill Dr, 5/30 4:00 pm. Several juveniles, ranging in age from ten to twelve,
reported that they were shot by what they believed to be a BB gun while they were walking on
Bragg Hill Drive. The seven victims reported that the weapon was in the possession of two
other juvenile males. None of the children were injured significantly. The two offenders, age
ten and eleven, were located and detained by officers who responded to the scene. The
offenders were turned over to the custody of their parents with referrals to juvenile intake
authorities for charges of assault and battery. The weapon, an air pistol, was located and
placed in evidence.
 
 
LARCENY:
Leonard Truck Caps, 1401 Jefferson Davis Hwy, 5/30 9:00 pm. A manager reported that two
sets of truck step bars were stolen from the business by a young white male driving a red
Toyota Tacoma pickup. The investigation is ongoing.
 
 
VANDALISM:
100 block Hickock Cir, 5/30 11:00 am – 3:00 pm. A resident reported that she heard a loud
noise outside at 11 a.m. and later discovered a bullet hole in her vehicle. The investigating
officer recovered a bullet fragment from the driver’s seat of the vehicle and placed it in
evidence. No suspects or witnesses at this time.
 
 
DUI ARRESTS:
Mauricio Lopez Ceron, 51, of Germantown, Maryland was arrested for DUI and refusal to
submit to a blood or breath test in the 2900 block of the Blue Gray Parkway.
 
 
ARRESTS:
Brittany Strader, 21, of Fredericksburg was arrested on a warrant from Stafford charging her
with destruction of property.
Antoine Tillman, 36, of Ruther Glen was arrested on warrants from Caroline County charging
him with distribution of cocaine.
Scott Butts, 46, of Triangle was arrested for public intoxication.
Mordecai Schneggenburger, 39, of Fredericksburg was arrested for possession/consumption of
alcohol on City property.
James Bonsall, 57, of no fixed address was arrested for possession/consumption of alcohol on
City property.
Lashell Johnson, 21, of Washington D.C. was arrested for malicious wounding.
Lavell Johnson, 23, of Fredericksburg was arrested for disorderly conduct.
William Payne, 23, of Chesapeake was arrested for public intoxication.

FREDERICKSBURG POLICE INCIDENTS
WEDNESDAY, MAY 30, 2012
ATTEMPTED BURGLARY:
300 block Hunter St, 5/29 6:30 am – 6:30 pm. A resident reported that she found damage and
pry marks around the door frame of her back door. There was no apparent entry made to the
residence. The investigation is ongoing.
LARCENY:
600 block Cobblestone Blvd, 5/29 – 5/30 6:30 am. A resident reported that a quantity of loose
change was stolen from her unsecured vehicle. No suspects or witnesses at this time.
ARRESTS:
Frank Harzold, 40, of no fixed address was arrested for violation of a protective order.
Stephanie Hall, 34, of Stafford was arrested for possession of a schedule I,II narcotic and
shoplifting from Burlington Coat Factory.
Debra Price, 18, of Stafford was arrested for contributing to the delinquency of a minor and
shoplifting from Target.
Monet Green, 18, of Stafford was arrested for contributing to the delinquency of a minor and
shoplifting from Target.
Juvenile female, 17, was arrested for shoplifting from Target.

Charles County, Maryland, Sheriff's Office Incident Reports
MAN CHARGED WITH THEFT: On May 29 at 2:20 a.m., officers responded to the area of Gallery Place in Waldorf for a trespassing call. When officers arrived, they spoke with neighborhood security officers who were detaining a man who was in possession of a back pack that contained several stolen items including cell phones and GPS units. Officers traced one of the phones back to its owner who indicated his phone had been stolen from his truck on Justice Court earlier in the week. Tramell Vandell Dorsey, 19, of Waldorf, was arrested and charged with theft. Officers are in the process of trying to locate the owners of the other recovered items. PFC M. Sokoloff is investigating.
 
TRAFFIC OPERATIONS UNIT CONDUCTS TWO DUI CHECK POINTS: The CCSO Traffic Operations Unit, along with the Tactical Response Unit, the COPS Unit and Patrol Unit, recently conducted two sobriety check points. The first check point was on May 27 on Indian Head Highway at Downs Drive. During the operation, 924 vehicles passed through the check point. A total of 20 citations, 8 warnings and 1 equipment repair order were issued for various violations.
 
On May 25, a sobriety check point was conducted near Billingsley Road and Dutton’s Bridge in Bryans Road. During the operation, a total of 339 vehicles passed through the check point. Officers issued 7 traffic citations and arrested Daryl Thomas Smith, 38, of Accokeek, who was driving on a suspended license and had open warrants.

Fredericksburg Police Incident Reports
TUESDAY, MAY 29, 2012
 
 
ROBBERY:
PetSmart, 1421 Carl D Silver Pkwy, 5/28 12:30 pm. A customer reported that she was robbed
in the parking lot by a male subject who brandished a handgun. The 42-year-old Locust Grove
resident reported that she had just exited her vehicle when a male subject approached her and
demanded that she hand over her money. When the victim refused, the suspect punched her in
the stomach and pulled a handgun out of his pants. The victim reported that she removed the
cash from her wallet and handed it to the suspect, who ran from the scene in the direction of
Carl D Silver Parkway and Central Park Boulevard. The suspect is described as a white male
in his early 20’s with brown hair, approximately 6’ and 160 pounds, and wearing a white Tshirt
and jeans. The investigation is ongoing.
 
 
AGGRAVATED ASSAULT:
Otter House, 1005 Princess Anne St, 5/26 2:30 am. Police responded to reports of a male
subject who was injured and lying in the road in front of the business. A female reported that
she was sitting in her vehicle waiting to pick up her boyfriend at the Otter House when an
unknown male subject opened her passenger door and got in her car. The male subject
demanded that she give him a ride home. The female got out of the car and asked for help
from others who were hanging around outside the business and she also called and texted her
boyfriend who was still inside. When the boyfriend, who works as a bouncer, ran out to the
street, the male subject had gotten out of the car and was standing near the open passenger
door. The boyfriend grabbed the male subject and took him to the ground, causing a head
injury and also a laceration to the man’s elbow. The boyfriend then left the scene with his
girlfriend, but he returned when police arrived and rescue personnel were treating the injured
man. Brandon Boyd, 21, of King George was arrested for malicious wounding and
incarcerated at the Rappahannock Regional Jail under no bond. The injured man, a 35-yearold
Spotsylvania resident and regular customer of the Otter House, was transported to Mary
Washington Hospital and remained there until Monday for treatment of his injuries. The
investigation is ongoing.
Paul’s Bakery, 2008 Lafayette Blvd, 5/26 3:00 am. A 45-year-old Fredericksburg resident
reported that he was assaulted by three men for no apparent reason. The victim stated that he
was hanging around outside of Paul’s Bakery with three other males when the three attacked
him and knocked him to the ground. The men continued to kick and punch him on the ground
until he passed out. The victim called 911 when he regained consciousness; he was transported
by ambulance to Mary Washington Hospital with head and facial injuries and possible internal
trauma. The investigation is ongoing.
 
 
INDECENT EXPOSURE:
1600 block Washington Ave, 5/26 6:00 pm. An Alexandria resident reported that a male
subject exposed himself to her while she was walking alone on the canal path at the
intersection with Washington Avenue. The suspect was described as a black male in his early
20’s, approximately 5’10” and 180 pounds, with his hair styled in twists. He was wearing a
white shirt with black sleeves, jeans, and white tennis shoes. The investigation is ongoing.
 
 
PEEPING TOM:
1700 block Augustine Ave, 5/19 and 5/26 11:15 pm. A resident reported that she saw a male
subject looking into the windows of her home. On the first occasion, a guest at the home went
outside to confront the male and the suspect walked away claiming to be a neighbor. On the
second occasion, the suspect was shining a flashlight into the window and he ran away through
the back yard after the victim stepped out of the house to challenge him. The suspect is
described as a white male in his late 30’s with short dark hair. The investigation is ongoing.
 
 
LARCENY:
Central Rappahannock Regional Library, 1201 Caroline St, 5/25 10:30 am – 11:15 am. A
librarian reported that her purse was stolen from her desk. No suspects or witnesses at this
time.
2300 block Cowan Blvd, 5/25 5:30 pm. A resident reported that her son’s bicycle was stolen
from in front of their apartment building. No suspects or witnesses at this time.
3300 block Fall Hill Ave, 5/26 11:00 am – 12:15 pm. A Stafford resident reported that a
window on his vehicle was broken and two wallets and a cell phone were stolen from inside
while he was walking on the canal path. No suspects or witnesses at this time.
3300 block Fall Hill Ave, 5/28 10:00 am – 10:30 am. Two Spotsylvania residents reported that
windows were broken on each of their vehicles and items of value were stolen from inside
while they were walking on the canal path. No suspects or witnesses at this time.
HH Gregg, 1731 Carl D Silver Pkwy, 5/27 1:20 pm - 3:20 pm. A customer reported that his
cell phone was stolen after he inadvertently left it in the restroom. No suspects or witnesses at
this time.
7-11, 3333 Fall Hill Ave, 5/27 6:00 pm. A customer reported that his keys and cell phone were
stolen after he inadvertently left them on the cashier’s counter. No suspects or witnesses at this
time.
Dixon Park Pool, 1300 Dixon St, 5/27 2:00 pm – 5:30 pm. A resident reported that her son’s
bicycle was stolen from the rack outside the pool. No suspects or witnesses at this time.
 
 
DUI ARRESTS:
Michael Coleman, 56, of Stafford was arrested for DUI and urinating in public in the 2000
block of Augustine Avenue.
Brandon McBeath, 27, of Spotsylvania was arrested for DUI and hit and run in the 1800 block
of William Street.
Dustin Pare, 28, of Spotsylvania was arrested for DUI and refusal to submit to a blood or
breath test in the 200 block of William Street.
ARRESTS:
Oliver Oberly, 28, of no fixed address was arrested for assault on law enforcement, obstruction
of justice, resisting arrest, and destruction of property.
Windy Lou Rogers, 35, of no fixed address was arrested on a warrant from Spotsylvania
charging her with failure to appear in court.
Taurean Hansley, 30, of Fredericksburg was arrested for possession of marijuana and failure to
appear in court.
Dalontae Lewis, 19, of Fredericksburg was arrested for shoplifting from Giant.

Charles County, Maryland, Sheriff's Office Incident Reports
FIRST-DEGREE ASSAULT: On May 24 at 12:01 a.m., officers responded to the Master Suites Hotel at 2228 Old Washington Road in Waldorf for the report of a shooting. When officers arrived, they found a 27-year-old male with gunshot wounds inside one of the rooms.  The victim was transported to a nearby hospital and admitted with serious injuries. A preliminary investigation shows the shooting is drug-related. Detectives assigned to the Criminal Investigations Division are pursuing leads.
 
DESTRUCTION OF PROPERTY/RRE:  Between May 23 - May 24, unknown suspect(s) spray painted profanity and a racial slur on the side door of a building in the 200 block of Gentry Court in Bryans Road. THEFT OF DIRT BIKES: Between May 22-May 23, during the overnight hours, unknown suspect(s) stole two dirt bikes from a trailer parked in the driveway of a residence in the 6100 block of Bicknell Road in Indian Head. One of the dirt bikes is a 2006 KTM 250 XC-W racing model and the other is a 2007 KTM 125 SX racing model. Both dirt bikes are orange and had the number 318 on the sides and front. LARCENY:
R&R Antiques, 1001 Caroline St, 5/16 – 5/18 2:00 pm. A dealer reported that an antique
figure was stolen from her booth. The figure is described as a kneeling Rastafarian man made of wood, holding a cane and with a pipe in his mouth. The figure is about 2’ tall. No suspects or witnesses at this time.
Walmart, 1800 Carl D Silver Pkwy, 5/22 9:40 pm – 10:00 pm. A patron reported that her
purse was stolen from her shopping cart. No suspects or witnesses at this time.
WaWa, 2390 Plank Rd, 5/23 5:15 pm. A Woodford resident reported that a quantity of cash
was stolen from him when he laid it on the counter while making a purchase. The suspect has
been identified and the investigation is ongoing.
1400 block Payne St, 5/22 – 5/23 10:40 am. A resident reported that a quantity of loose
change was stolen from the console of her unsecured vehicle. No suspects or witnesses at this
time.
 
 
ARRESTS:
Rodney Jones, 42, of Fredericksburg was arrested on a warrant from Virginia Beach charging
him with probation violation.
Mark Tuten, 47, of Fredericksburg was arrested for driving after being declared a habitual
offender.
Bryce Griffith, 20, of Spotsylvania was arrested for public intoxication and underage
possession of alcohol.

Culpeper County Sheriff's Office Incident Reports

Patrick Reynolds

A Richardsville man is being held in the Culpeper County Jail after resisting arrest for sexual battery charges.

Yesterday afternoon  Det. Kiline Madison and Det. Maria Rodriguez visited a residence on Eleys Ford Road in Richardsville to serve two aggravated sexual battery warrants on Patrick S. Reynolds, 50.

The detectives located the suspect traveling in a Dodge Stratus and attempted to stop the vehicle on the 27000 block of Eleys Ford Road.  The vehicle continued to travel about half of a mile before stopping at Reynolds’ home on Eleys Ford Road. (Reynolds was a passenger in the vehicle.)

At the house, Reynolds resisted arrest and began a physical altercation with the detectives. Det. Madison subdued Reynolds and took him into custody at the scene. Neither detective was hurt during the altercation. Medics checked Reynolds at the scene; he was released and transported to the Culpeper County Jail.

The original charges on Reynolds for aggravated sexual battery stem from an assault on a juvenile girl in 2009; warrants for those charges were obtained by detectives yesterday. The case is still under active investigation by Det. Rodriguez.

As a result of yesterday’s incident, Reynolds is charged with two felony counts of assault on a police officer, one count of obstruction of justice and one count of resisting arrest.

Reynolds is being held at the Culpeper County Jail on no bond.

jewelry was stolen while she was moving from one apartment into another. No suspects or
witnesses at this time.
400 block Canal St, 5/21 7:00 am – 4:00 pm. A resident reported that two bicycles were stolen
from his yard. No suspects or witnesses at this time.
Boys and Girls Club, 200 Gunnery Rd, 5/22 3:00 pm – 5:45 pm. A juvenile reported that her
cell phone was stolen from her backpack. No suspects or witnesses at this time.
 
 
VANDALISM:
1100 block Forest Village, 5/21 – 5/22 3:00 pm. A resident reported that one of the tires on her
vehicle was slashed. No suspects or witnesses at this time.
Rosner Mercedes, 1000 Noble Way, 5/18 – 5/21 1:00 pm. A manager reported that two
vehicles on the lot were dented and one had a headlight damaged. No suspects or witnesses at
this time.
 
ARRESTS:
Daymion Green, 18, of Fredericksburg was arrested for domestic assault and battery.

THEFT FROM VEHICLES: Between May 20 - May 21, during the overnight hours, unknown suspect(s) stole wheels and rims from a pick-up truck in the 4700 block of Jay Bird Court in Waldorf. In addition, the suspect(s) attempted to steal the wheels and rims from a truck in the 2900 block of Marsh Hawk Drive but fled the area before completing the theft. Cpl. J. Murphy is investigating.
 
HATE CRIME/ DESTRUCTION OF PROPERTY: Between May 18 - May 21, unknown suspect (s) wrote ethnic slurs on the side of a house under construction in the 5500 block of Fish Hawk Court in Waldorf. Officers canvassed the area for witnesses and processed the scene for evidence. Anyone with information is asked to call the Charles County Sheriff’s Office at (301) 932-2222. DESTRUCTION OF PROPERTY:  On May 17 at 12:17 a.m., unknown suspect(s) threw a brick through the front window of a business in the 2200 block of Crain Highway in Waldorf. According to the business owners, nothing appeared to have been stolen. Officer A. Fenlon is investigating.
 
BURGLARY: Between May 16 – May 17, unknown suspect(s) broke into a tire shop in the 100 block of St. Patrick’s Drive in Waldorf and stole a small amount of money. Officers processed the scene for evidence. PFC J. Williams is investigating.

TUESDAY, MAY 22, 2012
 
 
ASSAULT ON LAW ENFORCEMENT:
600 block Denton Cir, 5/21 9:55 pm. Police responded for reports of a male subject who
appeared to be extremely intoxicated and was cursing, screaming, and pounding on the door of
a resident’s home. The male subject was reportedly trying to make contact with a female who
had been inside the residence, but was no longer there. When officers arrived and attempted to
take the subject into custody, he immediately became combative and refused the officers’
commands. The subject was very aggressive and at one point during the ensuing struggle he
grabbed the firearm of one of the arresting officers, requiring her to deploy her taser to gain his
compliance. After the subject was secured inside a patrol vehicle, it was learned that he had
also caused a disturbance at the nearby 7-11 prior to arriving on Denton Circle; the 7-11
employee later barred him from coming onto the premises again. Antonio Parker, 29, of
Fredericksburg was arrested for attempting to disarm law enforcement, disorderly conduct,
obstruction of justice, and assault on law enforcement. Parker was incarcerated at the
Rappahannock Regional Jail under no bond.

UPDATE TO RAPE SUSPECT:
The suspect sought for the rape of a juvenile (Press Release) has been arrested. Jonathan Rodriguez Arzuaga turned himself in at Fredericksburg Police headquarters on Saturday, May 19. He was arrested on charges of rape, forcible sodomy, and abduction, and he is incarcerated at the Rappahannock Regional Jail under no bond.
LARCENY:
Idlewild Management Office, 2280 Idlewild Blvd, 5/12 – 5/18 11:00 am. The manager reported that a brass irrigation meter was stolen from the complex. No suspects or witnesses at this time.
200 block Charles St, 5/18 – 5/19 3:10 pm. A resident reported that her purse was stolen from her vehicle. No suspects or witnesses at this time.
2300 block Carl D Silver Pkwy, 5/19 6:30 pm - 9:00 pm. A Spotsylvania resident reported that a quantity of cash and a set of keys were stolen from his unlocked vehicle at the concert. No suspects or witnesses at this time.
The Laundry Mat, 2014 Plank Rd, 5/20 3:00 pm – 4:00 pm. A resident reported that his cell phone was stolen while he was inside the business. No suspects or witnesses at this time.
VANDALISM:
Mary Washington Hospital, 1001 Sam Perry Blvd, 5/18 5:00 pm. An employee reported that the rear windshield on her vehicle was damaged with an unknown object. No suspects or witnesses at this time.
DUI ARRESTS:
Tyler Bingaman, 24, of Waynesboro, Pennsylvania was arrested for DUI in the 2900 block of Blue Grey Parkway.
Jose Jurado-Guevara, 35, of Fredericksburg was arrested for DUI in the 2300 block of Plank Road.
Matthew Shaffer, 30, of Spotsylvania was arrested for DUI in the 200 block of Lafayette Blvd.

John Pratt, 60, of no fixed address was arrested for possession of alcohol in Hurkamp Park.

FRIDAY, MAY 18, 2012
 
 
CHILD PORNOGRAPHY:
3100 block Normandy Ave, 4/28 – 5/17 4:00 pm. A City resident reported that an
acquaintance asked him to repair a laptop computer and while doing so, the complainant found
files that contained pornographic images of young children. The complainant contacted police
on May 13 and after the initial investigation, warrants were obtained to seize and search the
computer. Based on the findings of a preliminary forensic examination of the computer, a
warrant was issued against its owner. On May 17 at 4:30 p.m. Zachary Harding, 21, of
Fredericksburg was arrested while leaving his residence and charged with possession of child
pornography. A search warrant was executed at Harding’s home on Normandy Avenue and
several items of evidence were recovered, including additional computers and electronic
equipment. Harding is incarcerated at the Rappahannock Regional Jail. The investigation is
ongoing.

BURGLARY:
HGP Inc, 401 Charles St, 5/16 – 5/17 7:30 am. The owner reported that he arrived at work and
found that the exterior doors to the business had been forced open. A number of items of value
were placed as if they were meant to be removed from the premises, and several file drawers
showed evidence of tampering, but ultimately the only items stolen were 6-10 bottles of liquor.
The investigation is ongoing.
 
 
VANDALISM:
100 block Farrell Ln, 5/17 3:00 am – 3:00 pm. A resident reported that the exterior screen on a
window was damaged and bent. No suspects or witnesses at this time.
 
 
ARRESTS:
Dennis Asturias Bonilla, 37, of Fredericksburg was arrested on four warrants from Prince
William County charging him with aggravated sexual battery, rape, and object sexual
penetration.
James Hodge, 20, of Stafford was arrested for trespassing.
Keenan Morgan, 31, of Spotsylvania was arrested for urinating in public.
Taylor Silver, 19, of Fredericksburg was arrested for possession of marijuana.

THURSDAY, MAY 17, 2012
 
 
ROBBERY:
700 block Lafayette Blvd, 5/16 5:45 pm. A 53-year-old resident reported that she found an
iPhone beside the 7-11 on Lafayette Blvd, and she was able to make contact with the owner of
the phone and arrange to turn it over. The owner of the phone reportedly offered a reward for
the return of the property. The victim later met the phone’s owners, a male and female subject,
beside Mr. Dee’s Restaurant and the female gave the victim a small sum of cash for the lost
iPhone. The victim was walking away when the male grabbed her from behind and threw her
to the ground. The male suspect took the cash back from the victim and kicked her while she
was still on the ground. The two suspects then left the area in a gold Honda Accord. The
investigation is ongoing.
 
 
LARCENY:
900 block Hanover St, 5/15 – 5/16 6:00 am. A resident reported that the GPS was stolen from
his wife’s unsecured vehicle. No suspects or witnesses at this time.
1400 block Brent St, 5/15 – 5/16 7:40 am. A resident reported that a quantity of loose change
was stolen from her unsecured vehicle. No suspects or witnesses at this time.
700 block Jackson St, 5/15 – 5/16 6:30 am. A Maryland resident reported that an iPod charger
was stolen from her unsecured vehicle. The unknown offender also rummaged through the
glove box and center console. No suspects or witnesses at this time.

700 block Cobblestone Blvd, 5/15 – 5/16 6:30 am. A resident reported that an unknown
person entered his unsecured vehicle and rummaged through the contents of the glove box and
center console. No suspects or witnesses at this time.
 
 
VANDALISM:
VRE Lot F, 400 Charles St, 5/14 – 5/16 5:25 pm. A commuter reported that the windshield on
his vehicle was damaged, apparently by a hammer or similar instrument. No suspects or

On May 13 2012, at approximately 1756 hours, Trooper K. Burroughs was on routine patrol in the area of Route 925 and Holly Lane., when he observed a silver Eclipse cross over the solid white line by half a car width.  Trooper Burroughs initiated a traffic stop and made contact with the driver, Tony Oshea Hicks, 43 years of Annapolis, MD.  A check through MVA revealed that Hicks’ license was suspended for child support non compliance.  Hicks’ was arrested, and TFC W. Posey arrived on the scene to assist.  Hicks was charged with possession of marijuana, phencyclidine and paraphernalia

BURGLARY: Between May 13 and May 14, a homeowner reported someone broke into his house in the 1200 block of Adams Court in Waldorf and stole cash, clothing, jewelry and electronics. Officer R. Horrocks is investigating.
 
CAR REPORTED STOLEN: On May 13 between 8 p.m. – 10:50 p.m., a woman reported unknown suspect(s) stole her car –a 2003, black, Cadillac Deville with Maryland tags 6AL1006 - from the 3000 block of Heathcote Road in Waldorf. The victim said she may have left her keys in the ignition by mistake. Anyone with information is asked to call the CCSO at (301) 932-2222. PFC L. Sershen is investigating.
 
THEFT FROM AUTO: Between May 12 – May 13, unknown suspect(s) broke into a car in the 13000 block of Hillmeade Court in Charlotte Hall and stole money which was left in the car overnight. Officers canvassed the area and did not find any others cars broken into. PFC K. Syvertsen is investigating.
 
BURGLARY: On May 15 at 2:35 a.m., officers responded to the Burchmart at 10195 Berry Road in Waldorf for the report of an alarm. Officers arrived and discovered the rear door open. A search was conducted but no one was found inside. The suspects stole money and fled. Evidence was collected and processed. Officer P. Morgan, III, is investigating.
 
OFFICER APPREHENDS THEFT SUSPECTS:  On May 11 at 2:35 a.m., an off-duty officer observed a suspicious vehicle behind the Goodyear Tire Center in the 2500 block of Crain Highway in Waldorf. He watched two males remove tires from the lot and place them in the back of a trailer which was attached to their truck. The officer initiated a traffic stop and recovered 16 tires. Charges are pending against the two suspects. PFC. W. Saunders is investigating.
 
MOTOR VEHICLE CRASH: On May 11 at 12:02 p.m., officers responded to the area of Young Road and Prescott Court in Waldorf for the report of a motor vehicle crash. A preliminary investigation revealed the driver of a Dodge van – a 36-year-old woman from Waldorf - lost control of her vehicle and struck a tree. She was flown to a hospital and treated for serious injuries. The Traffic Operations Unit is continuing the investigation.
 
ATTEMPT ROBBERY: On May 10 at 7:55 p.m., officers responded to the area of Kingsway Drive in White Plains for the report of an attempt robbery. The victim, 16, said he was walking home when two masked suspects approached and demanded his tennis shoes. The victim refused and ran home. PFC K. Sylvestre is investigating.

TUESDAY, MAY 15, 2012


INDECENT EXPOSURE:
Canal Path/Fall Hill Ave, 5/14 7:40 pm. A resident reported that a male subject exposed
himself to her while she was jogging on the canal path near the area of the Outdoor Center on
Fall Hill Avenue. The victim further reported that the subject followed her for a short distance
after she passed him on the path and until she met up with another woman who was also
exercising alone. The two females continued running toward Rt.1 and the first female exited
the path and stopped at a business to call police. After notifying police, the victim continued
running up Mary Washington Boulevard and she saw the same male subject again on the steps
leading down to the canal path at the Snowden wetlands. The victim flagged down a Virginia
State Police trooper who searched the area along with Fredericksburg officers, but the suspect
was not located. The suspect was described as a black male in his 20’s with medium
complexion, approximately 6’ and 160 pounds, with a short afro hair style. He was wearing a
white tank top and blue jeans. The suspect did not say anything to the victim. The
investigation is ongoing.


LARCENY:
Radley Cadillac, 3421 Jefferson Davis Hwy, 5/12 – 5/14 7:00 am. A manager reported that all
four tires and the stereo were stolen from a customer’s vehicle which had been left at the
business for repair. The investigation is ongoing.


ARRESTS:
Dominique Thomas, 24, of Spotsylvania was arrested for possession of marijuana.
Nickolas Baldwin, 30, of Spotsylvania was arrested for possession of schedule I, II narcotics
and possession of drug paraphernalia, as well as on a warrant from Spotsylvania charging him
with failure to pay child support and a warrant from Stafford charging him with probation
violation.

MONDAY, MAY 14, 2012
 
 
ASSAULT:
1100 block Lafayette Blvd, 5/13 10:10 am. A homeless female reported that she was walking
through the parking lot of a business on Lafayette Blvd and saw a male subject sitting in a car.
The female continued walking. The man got out of the vehicle and approached the victim,
grabbed her by the arm, and demanded that she perform a sex act. The victim was able to
break free and ran from the scene unharmed. The suspect was described as a white male in his
50’s, approximately 5’9” and 260 pounds, wearing a blue T-shirt, blue ball cap, and black
pants. The suspect’s vehicle was described as a newer model four-door sedan, silver in color.
The investigation is ongoing.
 
BURGLARY:
800 block Cobblestone Blvd, 5/14 4:45 am. A resident reported that he was awakened by a
loud noise in his apartment. He walked into his living room and found an unknown male
standing in the room. The resident yelled at the intruder, who then ran out the back door,
jumped the balcony railing, and fled on foot toward Lafayette Boulevard. The victim did not
report anything stolen. The suspect was described as a white male in his 20’s, approximately
5’ 8” and 185 pounds, with short dark hair and no facial hair. The suspect was wearing a black
zip-up jacket and black pants. The investigation is ongoing.
 
LARCENY:
Charlotte International, 1609 Dixon St, 5/10 8:40 pm – 5/11 9:00 am. The owner reported that
the tires and rims were stolen from a vehicle on the lot. No suspects or witnesses at this time.
Quarles Petroleum, 1701 Fall Hill Ave, 5/1 – 5/12 8:00 am. A resident reported that the
catalytic converter was stolen from his vehicle. No suspects or witnesses at this time.
400 block Pelham St, 5/12 – 5/13 5:30 am. A resident reported that a tree was uprooted and
stolen from the front of her residence. No suspects or witnesses at this time.
 
VANDALISM:
800 block Grove Ave, 5/6 – 5/13 2:20 pm. A resident reported that the glass in her back door
was shattered. No suspects or witnesses at this time.
2500 block Manor Ct, 5/13 8:00 pm. A resident reported that the windshield on his vehicle
was shattered by BB shot. A juvenile suspect has been identified and the investigation is
ongoing.
Cal Ripken Ballpark, 1200 Wicklow Dr, 5/12 – 5/14 6:30 am. An employee reported that
graffiti was found spray painted inside a storage building and on the hood of a lawn tractor
owned by the foundation. No suspects or witnesses at this time.

STUDENT CHARGED WITH POSSESSION OF BB GUN AND BOX CUTTER ON SCHOOL PROPERTY: On May 9 at 8:08 a.m., officers responded to Mattawoman Middle School at 10145 Berry Road, Waldorf, after a school administrator learned a BB gun, box cutter and a pair of boot spikes were in a student’s book bag and locker. A school resource officer charged the student with possession of weapons on school grounds and released him to the custody of a guardian. PFC DePaulo investigated.
 
OFFICERS LOCATE THEFT SUSPECTS: On May 8 at 11:40 a.m., officers observed a pick-up truck parked on the shoulder of the roadway near the CSX tracks on Gallant Green Road near Truman Manor Drive in Waldorf. As the officers checked on the vehicle, they observed Robert Franklin Reick, 37, and Toni Lee Adelman, 46, both of Waldorf, walking toward the truck carrying steel spikes and plates they stole from CSX. In addition, officers found the bed of their truck partially filled with other scrap metals that had been stolen. Further, tools, gloves, and lights were also recovered. Both suspects were charged with theft. Cpl. J. Burroughs and Officer M. Armstrong made the arrests.
 
BURGLARY: On May 6 at 8:54 a.m., officers responded to the 9500 block of Dewberry Drive in Faulkner for the report of a burglary. A preliminary investigation showed unknown suspect(s) broke into a house and stole a jar of coins. Some of the coins were recovered to the rear of the house. Officer K. Syvertsen is investigating.
 
FRAUD/SCAM: On May 7 at 11:30 a.m., a man called an elderly woman’s house in White Plains and said he was the woman’s grandson. He told her he had been arrested in New York and needed $2200 to get out of jail. The man asked the woman to wire him money and he gave her instructions on where to go and how to wire it. The woman responded to a local grocery store and wired $2300 to the caller. Later that day, the woman called her grandson and learned he was living in Texas and he had never been arrested. PFC. D. E. MAN INVOLVED IN BARRICADE IDENTIFIED: The CCSO has identified the man involved in the barricade on Pleasant View Place as Joseph Kendall Fryer, III, 44, of Newburg. Fryer died of a self-inflicted gunshot wound as officers attempted to serve him an arrest warrant at his residence on May 7. The investigation is on-going.  
 
DETECTIVES ARREST SUSPECTS IN BURGLARY: On May 4, detectives arrested two suspects in connection with a burglary that occurred in March. The suspects - a 14-year-old male and a 17-year-old male – broke into a vacant home in the 4800 block of Shugart Valley Place in La Plata and stole copper pipes. They were subsequently identified and charged with second-degree burglary, theft, and destruction of property. Det. D. Savoy investigated. 
 
PATROL OFFICERS ASSIST IN APPREHENSION OF THEFT SUSPECT: On May 6 at 11:27 a.m., officers from the La Plata Town Police Department and the CCSO received a lookout for a vehicle wanted in connection with a theft that occurred at the Safeway on Shining Willow Way in La Plata. Officers observed the suspect’s car on Crain Highway near Willet’s Crossing Road and initiated a traffic stop. The suspect fled on foot and officers pursued but the suspect ran into a wooded area. A perimeter was established and a K-9 team responded. The suspect, Shawn Carnell Stewart, 40, of Hyattsville, was seen emerging from the woods and was subsequently arrested. La Plata Town police charged Stewart with theft.  
 
OFFICERS APPREHEND ROBBERY SUSPECTS: On May 5 at 10:56 p.m., officers responded to the parking lot of the movie theater in the 11000 block of Mall Circle Drive in Waldorf for the report of a robbery. Investigation revealed the victims – a 21-year-old male and an 18-year-old female - were sitting in their car when the suspects approached, assaulted them, stole the female victim’s purse and fled. Officers obtained a lookout and established a perimeter. Some of the suspects were located at a convenience store and a K-9 team tracked the other suspects to a nearby footpath. In all, eight suspects were apprehended. Julien Antonio Fort, 20, of Waldorf, was charged with two counts of robbery and two counts of assault and was remanded to the Charles County Detention Center. The remaining suspects, ages 14-17, were charged as juveniles with two counts of robbery and two counts of assault. The Criminal Investigations Division is investigating.
 
PATROL OFFICERS APPREHEND THEFT SUSPECTS: On May 5 at 1 p.m., officers responded to the CVS at 6260 Crain Highway in La Plata for the report of a theft that just occurred. A witness said the suspects entered the store and stole numerous items and fled in dark pick-up truck. A description of the truck was broadcast and officers observed the vehicle nearby. Upon approaching the truck, officers observed numerous packages of medicines and razors that had been stolen from the store. Jerome Kelvin Rustin, 47, and Ardie Dorsey, Jr., 47, both of Washington, D.C., were arrested and charged with theft over $1,000. Rustin also had an open warrant in Prince George’s County for theft. The stolen property was recovered and the suspects were remanded to the Charles County Detention Center.
 
MOTOR VEHICLE CRASH: On May 4 at 7:06 p.m., officers responded to the area of Poplar Hill Road and Forest View Drive in Waldorf for the repot of a motor vehicle crash. A preliminary investigation revealed the driver of a Chevrolet Blazer, 42, crossed the center line and struck a Honda Accord. The driver of the Blazer was transported to a hospital with serious injuries. The five occupants of the Honda – a 54-year-old woman, an 18-year-old female, a 4-year-old male, a 3-year-old male and an 11-month-old child, were transported to various hospitals. The 18-year old passenger was admitted with serious injuries. The cause of the crash is under investigation and charges are pending. Officer S. Stanley of the Traffic Operations Unit is investigating.

Fredericksburg Incident Report
FREDERICKSBURG POLICE INCIDENTS
MONDAY, MAY 7, 2012
ROBBERY/ASSAULT:
Falmouth Bridge, 2700 block Caroline St, 5/5 11:00 pm – 5/6 2:00 am. A Spotsylvania
resident reported that after leaving a party in Stafford County, he walked across the Falmouth
Bridge and waited under the bridge for a friend to give him a ride home. While under the
bridge, the victim reported that three male subjects jumped him from behind and assaulted him
with a broken beer bottle. The victim’s wallet was also stolen. The victim received a severe
laceration to his shoulder during the incident and was taken to the hospital by his friend who
arrived to pick him up shortly after the assault. The victim could not provide any descriptions
of the three assailants. The investigation is ongoing.
OBSTRUCTION OF JUSTICE:
2500 block Plank Rd, 5/5 10:40 pm. An officer patrolling in Central Park observed six
motorcycles operating at a high rate of speed on Central Park Boulevard headed toward Plank
Road. One of the bikes pulled over into the parking lot of Regal Cinemas while the officer
caught up with the remainder of the group at the red light at Central Park Boulevard and Plank
Road. He ordered the five drivers to turn off their ignitions and he began collecting drivers’
licenses and information from the operators. As he was doing so, two of the motorcycle
drivers ignored the officer’s orders and fled from the scene, heading eastbound through traffic
on Plank Road.
While the officer was issuing speeding tickets to the remaining drivers, the 911 Center received
reports that a speeding motorcycle had crashed on the ramp leading to Interstate 95
northbound. Officers responded to that location and found the motorcycle lying well into the
grassy area beside the ramp and the driver on the ground. Witnesses reported that the driver
lost control as he swerved from the travel lane on Plank Rd onto the exit ramp, while the
second fleeing motorcycle continued on without stopping. The driver of the wrecked bike was
checked by rescue squad personnel for minor injuries but he did not require transport to the
hospital. Walter Petrone, 22, of Fredericksburg was arrested for obstruction of justice, reckless
driving, and driving in violation of a restricted license. Petrone was incarcerated at the
Rappahannock Regional Jail under no bond.
ATTEMPTED BURGLARY:
500 block Woodford St, 5/5 8:30 am – 4:00 pm. A resident reported that she and her husband
returned home and found a window screen removed and a window opened that had been closed
when the couple left the house. There was evidence on the sill that an attempt had been made
to gain entry through the window, but the attempt was not successful. The investigation is
ongoing.
FRAUD:
Walmart, 1800 Carl D Silver Pkwy, 5/6 9:30 am. A Maryland resident reported that his credit
card was used to make several purchases at the store, even though the card never left his
possession in Silver Spring. The investigation is ongoing.
VANDALISM:
Dermatology Center, 2216 Princess Anne St, 5/4 10:00 am – 12:00 pm. An employee reported
that a window on her vehicle was broken while the vehicle was parked in the lot. No suspects
or witnesses at this time.
Paragon Gymnastics, 1410 Central Park Blvd, 5/6 5:00 pm – 6:00 pm. An employee reported
that her vehicle was scratched and damaged by a sharp object. No suspects or witnesses at this
time.
DUI ARRESTS:
James Chance, 23, of Stafford was arrested for DUI in the 3100 block of Fall Hill Ave.
Steven Johnson, 38, of Stafford was arrested for DUI in the 2900 block of Plank Rd.
Charles Ayers, 18, of Stafford was arrested for DUI and underage possession of alcohol in the
900 block of Princess Anne St.
Joshua Morris, 29, of Bridgewater was arrested for DUI in the 500 block of Jefferson Davis
Hwy.
Michelle Vasseur, 27, of Woodbridge was arrested for DUI in the 1900 block of Princess Anne
St.
ARRESTS:
Frank Harzold, 40, of no fixed address was arrested for making harassing phone calls.
Chloe Nagy, 20, of Richmond was arrested for shoplifting from Walmart.
Chellina Brown, 22, of Fredericksburg was arrested for domestic assault and battery.

alcohol after being interdicted.

Tammy Williams, 41, of Stafford was arrested on a warrant from Virginia State Police
charging her with conspiracy to distribute schedule I,II narcotics.
Vernon Wilson, 26, of Stafford was arrested for public intoxication and possession of
marijuana.
Travis Connelly, 34, of Fredericksburg was arrested on a warrant from Spotsylvania charging
him with indecent exposure.
Ashley Spellman, 23, of Spotsylvania was arrested for possession of marijuana.
Bryan Wilkerson, 35, of Spotsylvania was arrested on a warrant from Spotsylvania charging
him with larceny.

Latinos Multi Services, 1982 William St, 4/30 5:00 pm – 8:00 pm. The business owner
reported that a cell phone was stolen from the store. No suspects or witnesses at this time.
400 block Pelham St, 5/3 6:00 pm. A resident reported that a 5-gallon gas can was stolen from
his front porch. No suspects or witnesses at this time.
ARRESTS:
Bryan Boettcher, 29, of Purcellville was arrested for possession of drug paraphernalia.
Michael McKinney, 43, of no fixed address was arrested for public intoxication.
Seth Henry, 27, of no fixed address was arrested for felony shoplifting from Kohls and on a
warrant from Spotsylvania charging him with trespassing.
Zayaird Mohammed, 26, of Fredericksburg was arrested for possession with intent to distribute
cocaine and on an indictment for possession of a controlled substance.
Malik Ahmed Saifur-Rehman, 22, of Fredericksburg was arrested for public intoxication and
drinking in public.
Jose Pendleton, 34, of Spotsylvania was arrested for drinking in public.
Shannon Gallant, 29, of Fredericksburg was arrested for possession of marijuana.

Charles County, Maryland, Sheriff's Office Incident Reports
MAN ON ROOF CHARGED WITH FOURTH-DEGREE BURGLARY: On May 2 at 2:12 a.m., officers responded to a business in the 3100 block of Leonardtown Road in Waldorf after a witness called to report a possible burglary in progress. The witness indicated they were inside the building and heard footsteps on the roof. When officers arrived, they found the suspect, Andrew Warwick, 22, of Pomfret, on the roof of the building. He was smoking a cigarette and talking on a cell phone. Warrick indicated he had just left a nearby bar and decided he would climb up to the roof of a building for fun. Along the climb, Warrick damaged a water drain. He was arrested and charged with fourth-degree burglary. PFC S. Cartwright made the arrest.
 
BURGLARY: Between April 29 – May 2, unknown suspect(s) broke into a house in the 4400 block of Clayton Road in Waldorf. They stole jewelry and copper piping from the basement. Officer R. Walls is investigating.
 
DETECTIVES ARREST SUSPECT IN FIRST-DEGREE ASSAULT: On May 1 at 9:33 a.m., officers responded to the 3000 block of Gallery Place in Waldorf after a woman called police and reported she had been stabbed by an acquaintance during an argument. Officers located the suspect, Sandra Anthony, 24, of Waldorf, and placed her under arrest. She was charged with first-degree assault. The victim was transported to a hospital and treated for non life-threatening injuries. Det. G. Higgs is investigating.

Fredericksburg Police Incident Reports
THURSDAY, MAY 3, 2012
ASSAULT:
Spirits, 816 Caroline St, 5/3 2:00 am. A resident reported that while he was inside the bar, he
witnessed three male subjects verbally antagonizing another customer. The same party further
reported that when the patrons all left the establishment and walked out onto the sidewalk, he
saw the three males continuing to taunt the other customer. When the witness tried to
intervene, the three males assaulted him, forced him to the ground and kicked him in the face
and back. The three assailants then left the scene. The victim was treated by the Fire
Department’s EMS personnel, but he refused transport to the hospital for his injuries. Officers
interviewed a number of individuals who witnessed the altercation and the three possible
suspects have been identified. The investigation is ongoing.
LARCENY:
1400 block Kenmore Ave, 4/18 – 5/2 2:10 pm. A resident reported that his bicycle was stolen
from the storage area of his apartment building. No suspects or witnesses at this time.
ARRESTS:
Armando Escobar, 43, of Fredericksburg was arrested for shoplifting from Bottom Dollar.
Susan Woolf, 59, of Ruther Glen was arrested for shoplifting from Giant.
Verna McCroskey, 52, of Fredericksburg was arrested for drinking in public.
Jennifer Thomas, 22, of Fredericksburg was arrested for shoplifting from Walmart.
Mark Morris, 49, of no fixed address was arrested for public intoxication.
Juvenile female, 16, was arrested for shoplifting from Old Navy.
Michael Allen, 33, of Spotsylvania was arrested for drinking in public.
Michael Lynch, 44, of Stafford was arrested for possession of marijuana.

Danny Chapman, 43, of no fixed address was arrested for public intoxication.
Allen Hall, 30, of Spotsylvania was arrested on a warrant from Frederick County charging him
with failure to appear in court.
Jaime Juarez Marquez, 42, of Manassas was arrested for conspiracy to commit shoplifting and
felony shoplifting from Kohls.
Rosalia Ugarte Garay, 41, of Stafford was arrested for conspiracy to commit shoplifting and
felony shoplifting from Kohls.

Charles County, Maryland, Sheriff's Office Incident Reports
PATROL OFFICERS FIND DRUGS DURING TRAFFIC STOP/DRIVER ARRESTED: On May 1 at 2:18 a.m., officers were working a radar assignment in the 6100 block of Indian Head Highway in Indian Head when a car sped through going 20 miles over the speed limit. A traffic stop was initiated and upon approaching the car, officers detected the odor of marijuana. Sixty individually packaged baggies of marijuana and other drug paraphernalia were recovered. The driver, Philip Maurice Mitchell, 18, of Washington, D.C., was arrested and charged with possession with intent to distribute drugs. Officer V. Warker made the arrest.
 
OFFICERS APPREHEND THEFT SUSPECTS: On April 30 at 2:34 p.m., officers responded to the 3600 block of Iowa Road in Brandywine for the report of a theft in progress. A witness called police and stated two males were stealing propane tanks from a neighbor’s yard. The witness confronted the suspects but was chased away after one suspect pulled out a hammer and threatened him. Both suspects fled the scene on foot. Officers canvassed the area and located the two suspects nearby. Robert William Dixon, 47, and Dillon Charles Dixon, 19, both of White Plains, were arrested and charged with theft. Further, officers discovered the suspects damaged a heating oil tank and approximately 80lbs of diesel oil had leaked out. Det. J. McKenzie is investigating.
 
BURGLARY: Sometime between April 23 and April 24, unknown suspects broke into a shed in the 1000 block of Dorsett Drive in Waldorf and stole tires and rims. PFC. Alvarez is investigating.

registration stickers were stolen from the vehicle owned by the apartment complex. No
suspects or witnesses at this time.
Walmart, 1800 Carl D Silver Pkwy, 4/30 5:00 pm. A customer reported that she accidentally
left her wallet in her shopping cart after leaving the store. The wallet was later turned in to
customer service, but the cash was missing from it. The investigation is ongoing.
Flowers Bakery, 1527 Olde William St, 4/30 2:30 pm. An employee reported that the license
plates were stolen from his vehicle. No suspects or witnesses at this time.
100 block Wolfe St, 4/24 11:20 pm. A resident reported that a debit card was stolen from an
outgoing letter in the mailbox. The investigation is ongoing.
 
VANDALISM:
500 block Forest Village, 4/30 12:45 pm. A resident reported that the window in his bedroom
was shattered while he was sleeping in the room. No suspects or witnesses at this time.
1400 block Forest Village, 4/28 – 4/29 6:00 pm. A resident reported that two tires on her
vehicle were slashed and the passenger side panels were scratched and damaged. No suspects
or witnesses at this time.
 
ARRESTS:
Adam Perminter, 19, of Fredericksburg was arrested on a warrant from Stafford charging him
with probation violation.
Matthew Leake, 46, of Stafford was arrested for public intoxication.
Maxie Thaniel, 34, of Fredericksburg was arrested for domestic assault and battery and
possession of marijuana.
