SEARCH WARRANTS:
Otter House, 1005 Princess Anne St, 7/27 2:00 am. Detectives executed a search warrant this
morning at the Otter House and recovered a quantity of marijuana and Oxycodone from inside
the business. Four patrons were present during the search, as well as band members and
employees. The patrons and band members were detained briefly and released without
charges. Charges are expected to be filed against one or more employees of the business as the
investigation continues.
A search warrant was also executed at an apartment located above Otter House, where some
drug paraphernalia was recovered along with a controlled substance. Charges are expected to
be filed against the occupants of the apartment as the investigation continues.
Three additional individuals were detained in the vicinity while the searches were being
conducted. Shelby Pinlac Barker, 19, of Stafford was arrested for possession of schedule II
narcotics and Jamaal Hines, 20, of Fredericksburg was arrested for possession of marijuana.
The third subject was released without charges.
BURGLARY:
Virginia Dental, 1420 Central Park Blvd, 7/25 – 7/26 7:30 am. An employee reported that an
unknown person entered the business, rummaged through desk drawers, and damaged the safe.
It was unclear if anything was stolen. A neighboring business also had pry marks around the
exterior doors, but no apparent entry was made to the premises. The investigation is ongoing.
VANDALISM:
300 block Riverside Manor Blvd, 7/26 11:15 pm. A resident reported that a brick was thrown
through her kitchen window. No suspects or witnesses at this time.
ARRESTS:
Divan Smit, 21, of Leesburg, Florida was arrested for drinking in public.
David Ruffner, 36, of no fixed address was arrested for possession of marijuana and drinking
in public.
Darryl Gibson, 37, of no fixed address was arrested for possession of marijuana and drinking in
public.
Jessica Deleon, 24, of Woodbridge was arrested for possession of alcohol on the riverbank.
Seth Mazza, 24, of Woodbridge was arrested for possession of alcohol on the riverbank.
Christine Fitzgerald, 22, of Manassas was arrested for possession of alcohol on the riverbank.
BURGLARY: On July 23 at 9:40 p.m., an unknown suspect broke into a car wash in the 3900 block of St. Charles Parkway in Waldorf and stole a small amount of money from the office. A surveillance photo showed the suspect was dressed in all black clothing. Officer P. Morgan, III is investigating.
THEFT: Between July 20 – July 21, during the overnight hours, unknown suspect(s) stole the wheels and rims from a car parked in the 4200 block of Quigley Court in Waldorf. The vehicle was left sitting on cinder blocks. PFC. S. Duley is investigating.
JUVENILE CHARGED WITH CONCEALED WEAPON: On July 20 at 10:50 a.m., a Charles County Sheriff’s school resource officer at Westlake High School, 3300 Middleton Road in Waldorf, was advised by a school staff member that a summer school student was possibly in possession of a handgun. The officer was familiar with the student and located him in the parking lot, hiding behind the seat of a car which was occupied by three other people. The officer ordered the subject out of the car but as he exited, he broke from the officer’s grip and fled. The subject was subsequently apprehended and the officer found a black pellet gun in the suspect’s book bag. The suspect, 14, was charged with possession of a concealed deadly weapon. Officer R. Anderson made the arrest.

LARCENY:
1200 block Littlepage St, 7/18 – 7/25 9:00 am. A resident reported that approximately eight
DVDs were stolen from his wife’s vehicle. No suspects or witnesses at this time.
McDonalds, 1212 Jefferson Davis Hwy, 7/25 10:40 pm. A resident reported that his bicycle
was stolen while he was inside the restaurant. The victim further reported that he saw two
males also with bicycles outside the restaurant. When he returned to the outside seating area
where he had left his own bicycle, one of the other male’s bicycles was left behind but the
victim’s bike was gone. The investigation is ongoing.
Home Depot, 1201 Gateway Blvd, 7/25 5:00 am – 5:30 pm. A commuter reported that the
tires and wheels were stolen from his vehicle in the parking lot. No suspects or witnesses at
this time.

Robert Felker, 30, of Fredericksburg was arrested for domestic assault and battery and credit
card fraud.
Rakim Pettus, 21, of Fredericksburg was arrested for probation violation.
Gene Callaway, 48, of no fixed address was arrested for aggressive solicitation.

VANDALISM:
Old Mill Park, 2200 Caroline St, 7/20 – 7/23 7:20 am. An employee reported that a window on
the maintenance shed was broken. No suspects or witnesses at this time.
ARRESTS:
Jessal Comford, 50, of Fredericksburg was arrested for domestic assault and battery.
Christopher Harmon, 24, of Spotsylvania was arrested for possession of marijuana.
THEFT: On July 24 at 1 a.m., unknown suspect(s) stole four wheels and rims from a car parked in the 2500 block of Bolinbrook Court in Bryans Road. Officer M. O'Shields is investigating.
OFFICERS RECOVER STOLEN CAR AND LINK CASE TO BURGLARY: On July 22 at approximately 2:40 a.m., officers responded to the 8100 block of Ironsides Road in Nanjemoy for the report of an abandoned vehicle. The caller said someone left a car parked in his driveway and that he did not know the owner. Officers checked the registration and made contact with the owner who said he was out of town on vacation and the car must have been stolen from his house. Officers went to the victim’s nearby house and discovered a burglary had indeed occurred. It appeared the suspect(s) gained entry into the residence by using a garage door opener that was left inside the victim’s car. They took property and loaded it in the victim’s car, then stole the car but left it abandoned several blocks away. The area was canvassed and the scene processed. PFC K. Newman is investigating.
BURGLARY: Between July 21-July 23, unknown suspect(s) broke into a house in the
11800 block of Woodbury Road in Indian Head and stole electronics and other items. The homeowner had been away and when he returned, he noticed the doors to his house were open. There were no signs of forced entry. PFC D. Graham is investigating.
THEFT OF LAWN MOWER: Between July 19 - July 21, unknown suspects stole a lawn mower from a house in the 8500 block of Spur Court in Waldorf. Investigation showed the suspect(s) cut a hole in the fence surrounding the property to gain access to the equipment. The mower is a green John Deere zero-turn, mini-frame, Z-trak model 717A with a black roll bar. The bag was not attached. PFC B. Moore is investigating.
ROBBERY: On July 21 at 9:30 a.m., officers responded to Mall Circle Drive in Waldorf for the report of a robbery. The victims - two 15-year-old males - said they were in the parking lot when they were approached by two male suspects who were in a car. The suspects asked the victims if they wanted to purchase a pair of tennis shoes. When the victims agreed to buy the shoes, the driver got out of the car, reached into his jacket and demanded the victims’ money. Both victims said they did not see a weapon but believe they heard the suspect cock the hammer of a gun. The victims gave the suspects their money and the suspects fled in a white passenger car. Officer K. Makle is investigating.
DRUG ARREST: On July 21 at 11:36 p.m., officers responded to the 4600 block of Prestancia Place in Waldorf after receiving a call for a suspicious vehicle. Upon approaching the car, officers smelled the strong odor of marijuana. The occupants were asked to exit the vehicle at which time officers observed marijuana and drug paraphernalia. Darius Jamaal Hemby, 21 of Waldorf; Davon'e Antonio Farrar, 18 of Waldorf; and a 15-year-old male from Waldorf were arrested and charged with possession of a controlled dangerous substance. PFC R. CCSO Seeks Information in Suspicious Activity Investigation
As part of its investigation of a report that a man approached two young girls in a suspicious manner in Cobb Island on July 12, the Charles County Sheriff’s Office has released a composite sketch and is asking for the public’s help in identifying the man.
Officers responded to Cobb Island Road near High Avenue at 4:30 p.m. July 12. Two 11-year-old girls reported they had been riding their bikes near the Cobb Island Baptist Church earlier in the afternoon when a white van approached them. The driver of the van slowed down, asked the girls if they would help him find his dog and offered to put their bicycles in the back of the van. The girls said “no,” rode their bicycles home and told a parent. The girls’ parents checked with neighbors to see if anyone knew the man and, after no one could verify his identity, reported the incident to the Sheriff’s Office.
The Sheriff’s Office issued information about the incident and a description of the man. The man had been described as white and older and had gray hair that fell over his eyes and a gray moustache that curled up on the ends. He had been wearing a green T-shirt with black lettering and his van was white with no windows or markings. Later, the CCSO’s Forensic Artist completed a sketch, which the CCSO is distributing to media sources and posting on its website, Facebook page and Twitter feed in an effort to identify the man.

THEFTS OF BATTERIES FROM CAMPERS: Between July 17-July 18, during the overnight hours, unknown suspect(s) stole a battery from a camper and a power cord from another camper parked in the 10400 block of Mark Drive. The suspects also stole a battery from a camper parked in the 2100 block of Briarwood Drive in Waldorf. PFC J. Morales is investigating.
THEFT OF FISHING POLES: On July 17 at 7:30 p.m., officers responded to the 6700 block of Colonel Beall Court in Hughesville for the report of a burglary. Investigation showed unknown suspects broke into a garage and stole several fishing poles. Officer A. Fenlon is investigating.
PATROL OFFICERS APREHEND THEFT SUSPECTS: On July 13 at 12:43 p.m., officers responded to Wal-Mart in the 11900 block of Acton Lane in Waldorf for the report of a theft in progress. Upon arrival, officers were alerted by store security that two suspects - previously suspected of stealing a cart full of merchandise including air conditioners, generators, a glass table, chairs, gas trimmers, cell phones, safes and various other items - were back in the store loading up a shopping cart full of merchandise. The suspects left the store without paying and were apprehended by officers who were waiting outside for them. A cart full of items was recovered. David Chance McDonald, 28, of Lothian and Linda Joanne Garner, 27, of Lothian, were charged with theft over $1,000. They were remanded to the Charles County Detention Center. PFC. D. HOMICIDE/CHARLES COUNTY CRIME SOLVERS OFFERING REWARD: On July 15 at 11:34 a.m., Charles County Sheriff’s officers located a vehicle several yards off the roadway near Piney Church Road and St. Linus Drive in Waldorf. Upon inspection, officers found Michael Eugene Milstead, Jr., 32, of Oxon Hill, deceased inside the car; the apparent victim of a homicide. Forensic investigators processed the scene and the victim was transported to the Office of the Chief Medical Examiner in Baltimore where the exact cause of death will be determined. Detectives are pursuing leads and the investigation is continuing.

ROBBERY:
1500 block Prince Edward St, 7/13 11:40 pm. A 56-year-old visitor from Maryland reported
that she was walking her dog around downtown and approached a young man to ask him for a
hotel recommendation. The victim walked with the male subject for a short distance, when
suddenly the subject reached into the victim’s back pocket and grabbed her wallet and keys,
tearing the victim’s clothing in the process. The suspect ran from the area and a resident called
911 after hearing the victim yell for help. The suspect was described as a black male in his
20’s, approximately 5’8” with a thin build, and wearing all dark clothing. The investigation is
ongoing.
UNLAWFUL ENTRY:
400 block Hanover St, 7/15 2:30 am. A 50-year-old resident reported that he was awakened by
a noise coming from the first floor so he picked up his shotgun and proceeded to check the
house. The resident encountered an unknown male subject walking up the stairs inside the
home and he ordered the subject to go back down the steps and get down on the floor in the
entrance hallway. The subject complied and was still on the floor when officers arrived. The
subject was extremely intoxicated. Daniel Veit, 27, of Fredericksburg was arrested for public
intoxication and unlawful entry. Veit was incarcerated at the Rappahannock Regional Jail
under a $1500 bond. Veit was able to get into the house because the occupants inadvertently
left the front door unsecured.

200 block Keavy Ct, 7/14 – 7/15 2:50 pm. A resident reported that her vehicle was stolen from
the parking lot of her apartment complex. The vehicle is a black 2004 Chevrolet Impala with
Virginia license plates. The investigation is ongoing.
1900 block Washington Ave, 7/6 (reported 7/13) A resident reported that her laptop computer
was stolen from her bedroom. No suspects or witnesses at this time.
800 block Charlotte St, 7/13 – 7/15 3:20 pm. A resident reported that an unknown person
entered his locked vehicle and stole a quantity of guns and magazines that are used for training
simulations. The investigation is ongoing.
500 block Lewis St, 7/14 – 7/15 8:00 am. A resident reported that a section of her fence was
disassembled and some of the fence materials were stolen. No suspects or witnesses at this
time.
100 block Hillcrest Dr, 7/10 – 7/15 1:15 pm. A resident reported that some household items
were stolen from her apartment. A suspect has been identified and the investigation is
ongoing.
1000 block Great Oaks Ln, 7/12 – 7/15 12:00 pm. A resident reported that jewelry was stolen
from her bedroom. The investigation is ongoing.

1100 block Hearthstone Dr, 7/13 11:00 am – 4:00 pm. A resident reported that his portable
basketball goal was damaged. No suspects or witnesses at this time.
2000 block Fall Hill Ave, 7/13 8:00 pm. A resident reported that the side mirror on her vehicle
was shattered. No suspects or witnesses at this time.
600 block Pelham St, 7/14 – 7/15 6:35 am. Two residents reported that the tires on their
vehicles were punctured and flattened. No suspects or witnesses at this time.

1900-block Woodlyn Dr, 7/10 10:10 am. The victim reported that on July 6, a black male wearing only a t-shirt knocked on her door. The male was described as young with short hair and a dark complexion. She stated the male seemed disoriented and has not been seen in the area since the incident.
BREAKING AND ENTERING:
300-block Caroline St, 7/10 7:30 pm. The victim reported that the rear doors to his residence had been tampered with. The victim stated there was nothing missing from the residence. No suspects or witnesses at this time.

Vivian Deshazo, 64, of Spotsylvania was arrested for shoplifting from Wegman's.
Melvin Saunders, Jr., 24, of King George was arrested for shoplifting from Bottom Dollar.
Latisha Smith, 19, of Stafford was arrested for shoplifting from Bottom Dollar.
Michael Ferguson, 26, of Fredericksburg was arrested for domestic assault and battery.
Derrick Singletary, 29, of no fixed address was arrested for trespassing.
PATROL OFFICER APPREHENDS THEFT SUSPECT: On Jul 9 at 9:10 p.m., officers received a report for a theft in progress at a construction site in the 12200 block of Goldstone Court in La Plata. The caller advised a truck was backed up to a house under construction and the suspect was loading lumber into the truck. Officer R. Bagley was in the area and responded. Upon arrival, Officer Bagley observed a burgundy colored Dodge Ram backed up to the house with several sheets of plywood in the bed of the truck. The officer also found a suspect hiding on the passenger side of the truck. The suspect, Miguel Angel Abundez, 35, of Temple Hills, was linked to the theft and arrested. He was charged with theft and remanded to the Charles County Detention Center.
OFFICERS APPREHENED ASSAULT SUSPECT: On July 8 at 7:20 p.m., officers were called to the 3900 block of Bullitt Neck Road in Marbury for the report of an assault with a weapon. According to the victims, the suspect, William Grinder, 46, of Marbury, walked out to his front yard, pointed a shotgun towards his neighbors across the street, and fired at least one round towards the four victims. Grinder then put the gun on the ground and charged toward the four victims who were able to fight him off until police arrived. Grinder was arrested and transported to the Charles County Detention Center where he was charged with reckless endangerment and assault. PFC M. Mellott is investigating.
OFFICERS RECOVER EVIDENCE IN BURGLARY: Between July 6 and July 7, unknown suspect(s) broke into a house in the 3200 block of Westdale Court in Waldorf and stole a flat screen TV. Officers responded, processed the scene and recovered evidence. PFC J. Feldman is investigating.
SHOOTING: On July 7 at 1:40 a.m., officers responded to a residence in the 4900 block of Derryfield Court in Waldorf for the report of a shooting. Upon arrival, officers learned there had been a large party at the house and groups of people showed up without being invited. Several arguments broke out and an unknown suspect pulled a gun and fired multiple shots. One of the rounds struck a 19-year-old male in the face. The suspect fled and the victim was transported to a hospital where he was admitted in stable condition. OFFICERS WORKING LEADS IN ROBBERY CASE: On July 5 at 2:50 p.m., officers responded to the call for a citizen robbery that occurred near the railroad tracks just north of Mattawoman Beantown Road in Waldorf. Investigation showed the victim had just withdrawn money from an ATM at a store in Pinefield and was walking home when he was approached by two suspects armed with a gun. They put him in a headlock and stole his money and cell phone. The suspects are described as a large white male wearing a dark, short-sleeved shirt and jeans, and a large black male with a beard wearing a dark green, short-sleeved shirt and light colored pants. Happy Endings, 1315 Princess Anne St, 7/9 8:15 pm. The victim reported that an unknown white male struck him in the face and stole his cell phone. The suspect was last seen heading downtown on foot. The suspect was described as a white male, approximately 5’8”, 185-200 pounds and 45 years old. The suspect was last seen wearing a white t-shirt, blue jean shorts, sneakers and carrying a red button down shirt. The investigation is ongoing.
BREAKING AND ENTERING:
300-block Princess Anne St, 7/9 11:00 am. The victim reported that the window to his residence had been removed and he was missing his Playstation 3 and a jar of change. The investigation is ongoing.
FRAUD:
Target, 1180 Carl D. Silver Pkwy, 7/1 3:30 pm (reported 7/9). A loss prevention employee reported that white male purchased two hard drives and later returned them. It was found that the hard drive had been removed from its casing when returned to the store. The investigation is ongoing.

Best Western, 3000 Plank Rd, 7/9 12:00 am. The victim reported that the rear license plate from his vehicle had been removed. No suspects or witnesses at this time.
W.E. Klotz, 1127 Summit St, 7/6 5:00 am. The owner reported that the window to his vehicle had been broken out and copper wiring had been stolen from the interior of the vehicle. No suspects or witnesses at this time.
Ruby Tuesday, 2951 Plank Rd, 7/6 8:00 pm. The victim reported that he misplaced his phone while at the restaurant. Sometime later an unidentified male contacted a friend of the victim from the victim's cell phone and advised he had the phone. When the male went to retrieve the phone, the unidentified male could not be located. No suspects or witnesses at this time.
1000-block Dorthea Ct, 7/7 12:00 pm. The victim reported that she noticed several change jars and various pieces of jewelry were missing from the residence. There are no signs of forced entry. The investigation is ongoing.
Quaker Steak and Lube, 1300 Central Park Blvd, 7/8 8:30 pm. The victim reported that the front bumper to his vehicle had been stolen while it was in the parking lot.
VANDALISM:
Richard Johnston Inn, 711 Caroline St, 7/6 8:00 am. The victim reported that someone slashed the soft convertible top to her vehicle while it was parked behind the business. No suspects or witnesses at this time.
Home Team Grill, 1109 Jefferson Davis Hwy, 7/7 11:30 pm. An employee reported that the front sliding glass door had been pried open and was slightly ajar. Nothing appeared to be missing from the interior of the business. No suspects or witnesses at this time.
FRAUD:
TGI Fridays, 1160 Carl D. Silver Pkwy, 7/7 1:30 am. The manager reported that three males left the restaurant without paying their bill after ordering liquor from the bar. No suspects or witnesses at this time.
HIT AND RUN:
Wal-Mart, 1800 Carl D. Silver Pkwy, 7/6 5:00 pm. The victim reported that his vehicle had been struck and damaged while in the parking lot. No suspects or witnesses at this time.
Greenbrier Shopping Center, 2000 Plank Rd, 7/8 2:00 am. The victim reported that while she travelling parallel to the businesses, a grey Volkswagen struck her vehicle in a t-bone manner, quickly backed up and left the scene. No suspects or witnesses at this time.
DUI ARRESTS:
Max Weaver, 34, of Salt Lake City, Utah was arrested in the 400-block of William St.
Charles Smith, 55, of King George was arrested in the 1100-block of Carl D. Silver Pkwy.
Kenneth Bower, Jr., 39, of Partlow was arrested in the 1900-block of Princess Anne St.
ARRESTS:
Daniel Taylor, 24, of Fredericksburg was arrested for public intoxication.

Anthony Troiano, 48, of Stafford was arrested for public intoxication and possession of marijuana.
Anthony Turner, 47, of Fredericksburg was arrested for public intoxication.
Willan Alvarez, 36, of Manassas was arrested for possession of alcohol on the riverbank.
Jisifredo Rosales, 35, of Alexandria was arrested for possession of alcohol on the riverbank.
Jamie Schoonover, 32, of Stafford was arrested for felony shoplifting from Wal-Mart.
Gage Bowie, 19, of Stafford was arrested for possession of controlled paraphernalia and possession of schedule I/II substance.
Erin Craig, 27, of Fredericksburg was arrested for shoplifting from Wal-Mart, conspiracy and child endangerment.
Komeshia Washington, 24, of Fredericksburg was arrested for shoplifting from Wal-Mart, conspiracy and child endangerment.
Amanda Beland, 25, of Stafford was arrested for felony assault on a law enforcement officer and simple assault.
Randolph Harris, Jr., 51, of Fredericksburg was arrested for domestic assault and battery.
BURGLARY: Between July 4 – July 5, during the overnight hours, unknown suspect(s) broke into Longwood Gardens at 5450 Leonardtown Road in Waldorf. Officers checked the building but nothing appears to have been stolen. PFC D. W. Walker is investigating.
THEFTS: Sometime during the early morning hours of July 4, unknown suspect(s) stole landscaping bricks from the front yard of a house in the 3200 block of Nobility Court in Waldorf. The suspect(s) then stole the rims and tires from a car in the 9500 block of Coltshire Court and from another vehicle in the 11600 block of Cygnet Drive and left the vehicles resting on the landscaping bricks. PFC J. Williams is investigating.
MOTOR VEHICLE CRASH LEADS TO ARREST: On July 4 at 3:40 a.m., a Charles County Sheriff’s officer observed a vehicle in the area of Indian Head Highway and Fraser Road which had gone off the roadway and had the emergency flashers on. The officer checked on the driver who appeared to be impaired. Gregory Darnell Winborne, 32, of Marbury, failed a field sobriety test and was arrested and charged with driving while impaired. PFC K. THEFT FROM MOTOR VEHICLE: Between July 2 – July 3, unknown suspect(s) broke into two cars in the 12300 block of Washington Square in Waldorf and stole equipment from one vehicle and the tire from another. Officer B. Kunz is investigating.

FATAL CAR CRASH IN BRYANS ROAD, MD: On July 2 at 6:38 p.m., Sgt. R. Kiesel of the Charles County Sheriff’s Office observed a Volvo that crashed near the area of Indian Head Highway and the Prince George’s County line. Sgt. Kiesel quickly accessed the driver - who was trapped inside the car - and notified emergency medical personnel. The driver, Bria Monyae Warren, 19, of Indian Head, was extricated from the vehicle and flown to a hospital where she died on July 3 as a result of her injuries. A preliminary investigation revealed Warren was traveling south on Indian Head Highway when she lost control of her car and struck a brick “Welcome” sign before her vehicle came to a stop. PFC W. Saunders of the Traffic Operations Unit is investigating.
THEFT FROM AUTO: Between June 30 – July 1, unknown suspects stole the wheels from a Dodge Magnum station wagon parked in the 3000 block of Hollins Lane in Waldorf. PFC M. Wagner is investigating.
COMMERCIAL BURGLARY: On June 30 between 1:30 a.m. -7 a.m., unknown suspects broke into Lee’s Market, 4310 Hawthorne Road in La Plata and stole cigarettes.

ROBBERY: On June 30 at 10:50 p.m., two male suspects approached a pizza delivery driver in the 6000 block of Sirenia Place in Waldorf. They displayed a knife and demanded money. The victim complied and the suspects fled. Patrol officers and a police K-9 team canvassed the area. Detective J. Austin is investigating.
PATROL OFFICERS APPREHEND THEFT SUSPECTS: On June 29 at 12:30 p.m., officers responded to the Mattawoman Beantown park and ride for the report of suspicious subjects looking under vehicles. Officer B. Clark and Officer B. Kunz located three subjects fleeing the parking lot in a Ford Focus and initiated a traffic stop. Upon further investigation with detectives assigned to the Criminal Investigations Division, the suspects were linked to the thefts of at least two catalytic converters stolen from cars parked in the lot. The suspects, Michael Anthony Carpenter, 25, of Welcome; Steven Michael Blumenstein, 24, of Hughesville; and Matthew Blair Webb, 26, of Mechanicsville, were arrested and charged with theft and destruction of property.

Summary Information:
On June 23, 2012 Sergeant C.A. Heywood stopped a vehicle for failing to drive on the right side of the
highway. A firearm was found during the investigation that followed and details were uncovered that the
two men were traveling to the State of Florida for the purpose of committing a gang related murder. Both
the driver and the passenger were held without bond and had a preliminary court date of June 27, 2012.
