Fredericksburg Police Incident Reports
FRIDAY, NOVEMBER 30, 2012
WEAPON OFFENSE:
600 block Caroline St, 11/30 4:00 a.m. An employee of a downtown business reported that he
was walking on Caroline Street towards Lafayette Boulevard when a male subject suddenly
approached him from behind and placed a gun against his head. The unknown subject did not
demand anything from the victim, but did threaten to shoot him. The suspect then picked up a
brick and threw it through the window of Picket Post located at 602 Caroline Street, setting off
the alarm. The suspect reportedly ran from the scene in the direction of Sophia Street. The
suspect was described as a Hispanic male wearing a hoodie, shorts, and knee-high white socks;
he also had a mustache and short dark hair mixed with gray. The investigation is ongoing.
LARCENY:
700 block Caroline St, 11/28 3:00 p.m. – 3:45 p.m. A supervisor reported that a commercial
backpack-style blower was stolen from the construction site. No suspects or witnesses at this
time.
800 block Cobblestone Blvd, 11/28 – 11/29 9:45 a.m. A visitor reported that the license plates
were stolen from her vehicle. No suspects or witnesses at this time.
VANDALISM:
100 block Wellington Lakes Dr, 11/28 7:00 p.m. A resident reported that one of his apartment
windows was broken, apparently by BB shot. No suspects or witnesses at this time.
DUI ARRESTS:
Robert Scott, 27, of Stafford was arrested for DUI in the 1300 block of Princess Anne Street.
ARRESTS:
Deirdre Axt, 32, of Fredericksburg was arrested on a warrant from Spotsylvania charging her
with assault and battery.
Joseph Johnson, 45, of no fixed address was arrested for drinking in public.
Pennie Wolfe-Rose, 48, of Fredericksburg was arrested for public intoxication.
Brenda Ramos, 49, of Fredericksburg was arrested for public intoxication.
Esther Medina, 46, of Fredericksburg was arrested for public intoxication.

Charles County Sheriff’s Office K-9 Team and Patrol Officers Apprehend Burglar

Charles County Sheriff Rex W. Coffey said a call from a citizen - combined with excellent patrol work and a determined police K-9 team - helped lead to the arrest of two suspects who had just burglarized a house.  
On November 19 at 12 noon, officers were dispatched to a residence in the area of Beechwood Drive in Waldorf after a witness called police to report a burglary in progress at a neighbor’s house.
Pfc. K. Lerch and Officer K. Makle - who were off duty but in the area - responded along with Cpl. J. Murphy, Officer R. Gass and Officer V. Warker who were dispatched to the call. Pfc. Lerch, who was the first officer to arrive on the scene, observed a dark blue Cadillac Escalade parked in the driveway. As Pfc. Lerch exited his car to investigate, the driver of the Cadillac drove off, running over the grass and down Beechwood Drive. The burglary was confirmed, a lookout was broadcast and officers set up perimeters.
Text Box: Pfc. C. Clevenger and his K-9 partner, Eno, tracked a burglary suspect nearly one mile and helped locate the suspect who was hiding under a deck.   The Cadillac continued to Pineview Court where a passenger jumped out of the car and fled on foot. The driver of the getaway car fled to Farmington Woods in Prince George’s County where he bailed out of the car. Officers canvassed both neighborhoods: the Beechwood area for the first suspect and Farmington Woods for
the second suspect. Prince George’s County police officers and Maryland Park police officers responded and assisted with the search as well.  
Two police K-9 teams responded to Farmington Woods to search for the suspect. Cpl. J. Freeman of the CCSO K-9 Unit assisted Pfc. C. Clevenger and his partner, Eno, in the initial track. Then Pfc. Clevenger and Eno picked up a track that took them to points down south, up steep hills, through numerous ravines, and back north.
After pursuing the scent for nearly a mile, Eno eventually tracked the suspect to the rear of a house on Beechdale Court in Accokeek. As officers approached, they observed the suspect attempting to conceal himself under a small deck. He was arrested without incident by Sgt. J. Elliott and Lt. C. Becker who were assisting in the search.
Pfc. J. Foster, who remained in the area where the burglary occurred, spotted the other suspect on Pineview Court and placed him under arrest without incident.
Evidence linking both suspects to the burglary was recovered from the suspects’ car. Steven Thomas Williams, 24, of Brandywine (the driver) and Theodore Emmanuel Logan, 23, of District Heights (the passenger) were charged with burglary and theft. Other charges are pending. The Criminal Investigations Division is continuing the investigation.

THURSDAY, NOVEMBER 29, 2012 
UPDATE TO ROBBERY: 
It has been determined that the robbery that was reported on the canal path on November 20 did NOT occur. Investigators are no longer seeking information concerning the three described suspects in this incident. Due to mitigating circumstances involving the alleged victim, and after consultation with the Commonwealth's Attorney, investigators will not be seeking charges against the individual who reported this event. 
LARCENY: 
1300 block Willow Ln, 11/20 - 11/28 7:40 a.m. A construction superintendent reported that roofing materials were stolen the site. No suspects or witnesses at this time. 
600 block Pitt St, 11/28 11:55 p.m. A resident reported that his laptop and cell phone were stolen from his vehicle as he was in the process of unloading gifts from the car into the house. No suspects or witnesses at this time. 
ARRESTS: 
Daniel Pettit, 35, of Alexandria was arrested for grand larceny and conspiracy to commit larceny from Home Depot. 
Christopher Gardner, 36, of Alexandria was arrested for grand larceny and conspiracy to commit larceny from Home Depot. 
Lance Durante, 23, of Spotsylvania was arrested for possession of marijuana. 
Clifford Savee, 74, of Madison was arrested for public intoxication.

WEDNESDAY, NOVEMBER 28, 2012
ATTEMPTED BURGLARY:
1000 block Sophia St, 11/27 9:30 p.m. A resident reported that she heard noises on her second
story back deck and looked out the door to see two figures climbing over the deck railing. The
victim shouted at the subjects, and the intruders jumped off the deck and fled from the area. The
suspects were described as both white males in their early 20s; one suspect was wearing a white
long-sleeved pullover and dark pants and the second suspect was wearing a dark-colored peacoat
jacket and pants. Both suspects were wearing beanie hats. The investigation is ongoing.
LARCENY:
1200 block Parcell St, 11/23 – 11/24 12:00 a.m. A resident reported that her cell phone was
stolen from her unlocked vehicle. No suspects or witnesses at this time.
VANDALISM:
Free Lance-Star, 616 Amelia St, 11/23 – 11/26 8:00 a.m. An employee reported that a tire was
slashed on a company-owned vehicle. No suspects or witnesses at this time.
FRAUD:
Home Depot, 1201 Gateway Blvd, 11/26 3:00 p.m. An employee reported that a male subject
picked up several items from the garden center and then presented the items at the customer
service desk for a gift card refund. A suspect has been identified and the investigation is
ongoing.
ARRESTS:
Joseph Johnson, 45, of no fixed address was arrested for aggressive solicitation.

Charles County, Maryland, Sheriff's Office Incident Reports
THEFT: Between Nov. 25 – Nov. 26, unknown suspect(s) stole stock wheels and tires from a Nissan Maxima parked in the 11000 block of Golden Eagle Place in Waldorf. PFC J. Kelly is investigating.
 
WOMAN CHARGED WITH ASSAULTING A POLICE OFFICER AND DESTRUCTION OF PROPERTY: On Nov. 25 at 9:30 a.m., officers responded to the 2500 block of Lisa Drive in Waldorf for the report of a disorderly person. Upon arrival, officers observed a woman acting in a disorderly manner. The woman, Kyley Marie McConnell, 32, of Waldorf, refused to cooperate and struck one of the officers; she was immediately arrested. Afterwards, witnesses told officers McConnell had earlier thrown a newspaper at someone, striking that person in the face and had damaged a car by throwing a bicycle on the front fender. In addition, witnesses observed McConnell rummaging through a nearby vehicle. McConnell was charged with assaulting a police officer, assault, and destruction of property. PFC B. Kunz made the arrest.
 
THEFT:  Between Nov. 22 - Nov. 23, unknown suspect(s) entered a house under construction in the 6500 block of Naylors Pond Place in Hughesville and stole doors and plywood. PFC M. Hancock is investigating.

that the battery was stolen from a vehicle belonging to his shop. No suspects or witnesses at this

700 block Cobblestone Blvd, 11/20 – 11/21 11:30 a.m. A resident reported that a new baby
stroller was stolen from the trunk of her vehicle. No suspects or witnesses at this time.
200 block Ivanhoe Ct, 11/23 – 11/24 1:00 a.m. A resident reported that her computer and tablet
were stolen from her apartment. A suspect has been identified and the investigation is ongoing.

DUI ARRESTS:
Michael Estes, 63, of Fredericksburg was arrested for DUI, refusal to submit to a blood or breath
test, possession of marijuana, and consuming alcohol while driving in the 1300 block of Charles
Street.
Nathaniel Hammonds, 23, of Spotsylvania was arrested for DUI in the 300 block of Caroline
Street.
Juan Carlos Davila Marquez, 30, of Stafford was arrested for DUI and refusal to submit to a
blood or breath test in the 500 block of Jefferson Davis Highway.
Colby Dorman, 42, of Spotsylvania was arrested for DUI and refusal to submit to a blood or
breath test in the 800 block of Lafayette Boulevard.

Fredericksburg Police Incident Reports
WEDNESDAY, NOVEMBER 21, 2012
ROBBERY/HOME INVASION:
200 block Goldenleaf Ct, 11/20 9:00 p.m. Police responded to Spotsylvania Regional Medical
Center for a 20-year-old male who had severe injuries from an assault. The victim reported that
he was home at Crestview Apartments with his 66-year-old father when he answered a knock at
the door. As soon as he opened the door, three or four male subjects pushed their way into the
residence. One of the subjects ordered the father to the floor and held him there at gunpoint; the
two or three remaining offenders pushed the son into his bedroom and struck him repeatedly on
the head while demanding money and drugs. The younger victim was also held on the floor at
gunpoint.
After an unknown period of time, the assailants left the apartment and the father drove his son to
the hospital. The victim required staples to close the lacerations on his head, sutures to repair a
wound on his finger, and also has a broken nose. The father was not injured.
When officers arrived at the crime scene, they found the apartment ransacked and a large amount
of blood throughout the residence.
The suspects were described as black males, late teens to early 20s; one was reportedly darkskinned
with short hair and wearing a stocking cap and another was reportedly light-skinned with
shoulder length dreadlocks.
The investigation is ongoing. Anyone with information about this case should contact Detective

SHOTS FIRED:
800 block Railroad Ave, 11/20 11:00 p.m. A resident reported that he was inside his home and
heard multiple gunshots coming from somewhere outside. Responding officers recovered a
number of shell casings in the roadway and received information that two vehicles were parked
in the area just prior to the shooting. The investigation is ongoing.
LARCENY:
Mill Park Terrace, 2216 Caroline St, 11/20 11:45 a.m. Two employees of Julian Bly Company
reported that their truck was stolen while they were inside the building completing a delivery.
Shortly after the theft was discovered and while he was responding to pick up his employees, the
company owner located the stolen truck in the parking lot of Olde Town Steak and Seafood at
1612 Caroline Street. The truck was unoccupied. The safe located inside the vehicle had been
damaged and the cash contents were missing. The investigation is ongoing.
East Coast Distributors, 300 Central Rd, 10/28 – 11/20 10:00 a.m. A contractor reported that a
license plate was stolen from his work van. No suspects or witnesses at this time.

Fredericksburg Police Incident Reports
TUESDAY, NOVEMBER 20, 2012
ROBBERY:
Old Cossey Pond, 11/19 5:30 p.m. A 44-year-old homeless man reported that he was walking on
the canal path when he encountered two males and a female near the pump station at Old Cossey
Pond. The victim exchanged some words with the group. Immediately after walking past the
three unknown individuals, the victim was forcefully struck on the back of the head with a blunt
object. The assault rendered the victim unconscious. When he awoke hours later, the victim’s
cash was gone and his cell phone was shattered.
The victim walked to an as yet undetermined location on Princess Anne Street and around 5 a.m.
this morning, someone called the victim a cab and had him taken to the hospital. The victim
suffered a concussion, two lacerations to his head, and multiple abrasions.
The suspects were described as two white males in their 40s or 50s, both with scruffy beards,
graying hair, and wearing faded and dirty jeans. One of the males was wearing a flannel shirt.
The female was described as white, approximately 16 years old with blond, jaw-length hair in a
blunt cut, piercings in her nose and eyebrow, and a tattoo in a braided design on one wrist. The
victim also described a white Corolla hatchback that was parked on the gravel near the pump
station during the incident. It is unknown if this vehicle belonged to the suspects or potentially a
witness who could provide additional information.
The investigation is ongoing. Anyone with information about this incident should contact

VANDALISM:
1400 block Preserve Ln, 11/19 6:30 p.m. – 7:10 p.m. A resident reported that he heard loud
banging and when he checked his front door, he found the door and jamb were damaged.
Evidence at the scene indicated that someone kicked the door hard enough to prevent if from
opening. The investigation is ongoing.
DUI ARRESTS:
Chay Riblet, 35, of Fredericksburg was arrested for DUI and refusal to submit to a blood or
breath test in the 2700 block of Charles Street.
ARRESTS:
Ashley Clark, 22, of Fredericksburg was arrested for domestic assault and battery.
Chanta Wormley, 31, of Fredericksburg was arrested for felony child neglect.
Ashley Ohr, 21, of Spotsylvania was arrested for possession of marijuana and possession of a
schedule IV narcotic.
Thomas Sandler, 40, of Fredericksburg was arrested on a warrant from King George charging
him with probation violation.
Parker Gay, 60, of no fixed address was arrested for public intoxication.

Fredericksburg Incident Report
FREDERICKSBURG POLICE INCIDENTS
MONDAY, NOVEMBER 19, 2012
ARMED ROBBERY:
Sheetz, 2001, Carl D Silver Pkwy, 11/15 3:10 a.m. A Spotsylvania resident reported that a
female friend picked him up at his home and drove to the Sheetz in order to put gas in her car.
The victim gave the female money for the fuel and after paying the clerk, the female started
talking to two male subjects who were standing outside the doors of the business. The two males
then got into the back seat of the car with the victim in the passenger seat and the female driving.
After driving around for a few minutes, one of the males in the back seat placed an object that
the victim believed was a gun against the back of the victim’s head and demanded his cash and
cell phone. The victim turned over the phone and a small amount of cash. The female then
drove to an ATM in Central Park where the victim was told to withdraw more money. Instead,
the victim ran to the nearby Wawa on Carl D. Silver Parkway and called police.
Investigators were able to identify the female from surveillance video obtained from the Sheetz,
and Shaina Ramirez, 25, of Stafford was arrested that afternoon in the Four Mile Fork area of
Spotsylvania County. Additional information was received regarding the identity of the two
male subjects, and Christopher Fox, 21, and Mark Reynolds, 22, both of Spotsylvania, were
arrested by Spotsylvania County deputies a short time later. Ramirez, Fox, and Reynolds were
all charged with armed robbery and conspiracy to commit armed robbery and were incarcerated
at the Rappahannock Regional Jail under no bond.
UNLAWFUL ENTRY:
1200 block Brent St, 11/16 5:50 p.m. A resident reported that she and a friend were in her room
upstairs and heard the sound of someone walking up the stairs. When the resident called out to
find out who was there, the unknown person walked back down the stairs and out through a side
door. A check of the victim’s housemates and friends indicated that none of them had entered
the house. The investigation is ongoing.
LARCENY:
600 block Mary Ball St, 11/17 2:30 p.m. – 3:30 p.m. A Spotsylvania resident reported that an
unknown person broke the driver’s side window on her vehicle and stole her purse from inside.
No suspects or witnesses at this time.
THROWING MISSILE AT A VEHICLE:
5000 block River Rd, 11/17 9:50 p.m. A City resident reported that he was driving on River
Road when an unknown person threw a rock from the direction of the Riverside Manor
townhomes and shattered the rear passenger window of his vehicle. The victim’s three-monthold
child was in a car seat in the back of the vehicle at the time of the incident, but he was not
injured. The investigation is ongoing.
DUI ARRESTS:
Lisa Cooper, 53, of Partlow was arrested for DUI and child endangerment in the 3400 block of
Jefferson Davis Highway.
ARRESTS:
Louisa Bridges, 53, of Colonial Beach was arrested on a warrant from Colonial Beach charging
her with misdemeanor bad check.
Zack Delgrosso, 20, of Fredericksburg was arrested for urinating in public.
John Mulcahy, 19, of Fredericksburg was arrested for underage possession of alcohol.
Najee Barakah, 22, of Spotsylvania was arrested for urinating in public.
Elena Cooper, 26, of Spotsylvania was arrested on a warrant from Madison County charging her
with failure to pay child support.
Lauren Daney, 18, of Fredericksburg was arrested for underage possession of alcohol.
Antonio Jett, 29, of Spotsylvania was arrested for possession of marijuana.
Abimbola Dare, 22, of Fredericksburg was arrested for shoplifting from Walmart.
Gordon Bruce, 47, of Linden was arrested on a warrant from Fauquier County charging him with
violation of a court order.
James Brown, 61, of no fixed address was arrested for public intoxication, possession of alcohol
after being interdicted, and on a warrant from Spotsylvania charging him with failure to appear
in court.
Sean Dacey, 22, of Fredericksburg was arrested for public intoxication.
Emily Atkinson, 19, of Fredericksburg was arrested for public intoxication.
James King, 71, of Fredericksburg was arrested for probation violation.

FRIDAY, NOVEMBER 16, 2012 
SHOPLIFTING: 
Radio Shack, 1287 Carl D. Silver Pkwy, 11/15 3:05 pm. The manager reported that a male subject came into the store and left with an HDMI cable without paying. The suspect was described only as a young black male and he left the area in a blue or gray Acura. The investigation is ongoing. 
LARCENY: 
Shank's Towing, 1313 Alum Spring Rd, 11/16 12:00 am. An employee reported that a red Volkswagen had been towed to their lot and at approximately midnight, he observed the vehicle being driven off the lot. The employee also stated that he noticed a white Scion parked on Alum Spring Road with its lights off and that vehicle left with the Volkswagen. The investigation is ongoing. 
DUI ARRESTS: 
Kyle Bartee, 43, of Spotsylvania was arrested in the 1800-block of Carl D. Silver Pkwy. 
Stephen Campbell, 20, of Fredericksburg was arrested in the 1500-block of Washington Ave. Campbell was additionally charged with underage possession of alcohol, reckless driving and leaving the scene of an accident.

Charles County Incident Reports
OFFICERS APPREHEND BURGLARY SUSPECTS: On Nov. 14 at 1:30 p.m., officers were called to the 2600 hundred block of Hamilton Place in Waldorf for the report of a burglary in progress. The suspects were trying to kick down a rear door of a house. Officers arrived and spotted the suspects walking down the street. After confirming a burglary occurred, the suspects, both 16-year-old males, were arrested and charged with burglary. They were released to their parents. PFC D. Walker is investigating.
 
MAN CHARGED WITH FILING FALSE POLICE REPORT: On Nov. 13, detectives assigned to the Criminal Investigations Division charged Jason John Weil, 38, of La Plata, with filing a false report after Weil claimed his expensive motorcycle had been stolen weeks earlier. Officers found the motorcycle hidden in a trailer at Weil’s neighbor's house. Det. D. Savoy investigated.
 
MAN CHARGED WITH FLEEING FROM OFFICERS AND DWI: On Nov. 13 at 12:56 a.m., officers attempted to stop a speeding vehicle in the area of Budds Creek Road and Trinity Church Road. The driver refused to pull over but eventually stopped in the 36000 block of Army Navy Drive in St. Mary’s County. The driver attempted to run away on foot but was apprehended. Anthony Russell Thomas, 50, of La Plata, was subsequently charged with driving while impaired. Cpl D. Garino made the arrest.
 
BURGLARY SUSPECTS LOCATED/SUSPECTS IN POSSESSION OF PCP: On Nov. 10 at 7:28 p.m., officers responded to the Waldorf Hotel at 2125 Crain Highway for the report of a man, possibly armed with a weapon, inside one of the rooms. Officers were able to make entry to the room and discovered two men inside. A computer check revealed the men, William David Harper, 22, and Jonathan Jamel Warren, 23, were wanted in connection with multiple open warrants relating to burglaries in the White Oak area of Waldorf. In addition, officers found a bottle of suspected PCP. Both suspects were arrested and charged with possession of a controlled dangerous substance with intent to distribute, possession of drug paraphernalia and multiple counts of burglary. Officers J. Morales, R. Kimble and A. Fenlon made the arrests.
 
BURGLARY: On Nov. 12 at 12:04 a.m., unknown suspects broke into the Waldorf Elks Lodge in the 2200 block of Old Washington Road in Waldorf and stole money. Officers processed the scene, recovered evidence and are pursuing information. Officer M. Armstrong is investigating.
 
BURGLARY: On Nov. 11 between 8:45 a.m. – 3:30 p.m., unknown suspects broke into an apartment in the 2400 block of Lake Drive in Waldorf and stole money. Officer J. Fenlon is investigating.
 
BURGLARIES: On Nov. 9, officers responded to the 12000 block of Indian Lane in Waldorf for the report of a burglary. A rear glass door had been shattered but the homeowner reported it did not appear anything was stolen. While canvassing the area, officers discovered a back door to a house on the same street had also been shattered. It appeared jewelry and electronics had been stolen from that house. Officer B. Kunz is investigating.
 
THEFT FROM AUTO: Between Nov. 8 – 9, unknown suspects(s) entered a car in the 11000 block of Galla Place in La Plata and stole a hunting bow, a bow case and other hunting equipment. Officers processed the scene for evidence. A neighborhood canvass was conducted but it did not appear any other cars had been broken into. Officer B. Flynn is investigating.
 
MAN CHARGED WITH ASSAULTING POLICE OFFICERS: On Nov. 8 at 2:06 a.m., officers were dispatched to the area of Homette Place in Waldorf for the report of a suspicious person.  Officers arrived and observed the suspect, Joseph Marvin Swann, 31, of Waldorf,  walking in the middle of the roadway and carrying the American flag on a wooden post. Swann was yelling and cursing. As officers attempted to apprehend Swann, he kicked one officer and spat on the other officer. Swann was subdued and placed in a patrol car. A computer check revealed Swann had five open warrants including resisting arrest and assault. As Swann was being transported to the jail, he kicked out a rear window of the police car. He was charged with disorderly conduct, resisting arrest, assault, and destruction of property.

Spotsylvania County Sheriff's Office Incident Reports
On November 13, 2012 at approximately 10:30 a.m. Deputy M. Buccola went to the Econo Lodge Hotel, 5321 Jefferson Davis Hwy. attempting to locate Christopher Perry Paterson a 49 year old white male from Waldorf, MD wanted on a probation violation in Fairfax, VA. Deputy Buccola located a possible room number and made contact with the occupants of that room. Mr. Peterson and a second subject Jerritt Pace, a 31 year old white male from Fort Belvoir, VA were both located in the room. Deputy Buccola also noticed drug paraphernalia in the form of needles and empty prescription bottles lying around the room. Mr. Pace claimed possession of the drug paraphernalia and empty prescription bottle which was filled 4 days ago and is now empty. Further investigation led Deputy Buccola to believe Pace was selling his prescription.
 
Christopher Perry Paterson W/M 49 was arrested on the outstanding arrest warrant from Fairfax.
 
Jerritt Pace W/M 31 was arrested for possession of drug paraphernalia and possession with the intent to distribute narcotics.

WEDNESDAY, NOVEMBER 14, 2012 
LARCENY: 
1000-blk Heritage Park Dr, 11/13 12:15 pm. The victim reported both sets of license plates had been removed from her vehicle while it was parked in the parking lot. No suspects or witnesses at this time. 
100-blk Goodloe Dr, 11/13 2:20 pm. The victim reported that a GPS unit and a utility knife had been removed from his unsecured vehicle. No suspects or witnesses at this time. 
VANDALISM: 
100-blk Princess Anne St, 11/13 12:45 pm. The victim reported her vehicle tire had been damaged while it was parked in the parking lot. No suspects or witnesses at this time. 
DUI ARRESTS:

Fredericksburg Police Incident Reports
TUESDAY, NOVEMBER 13, 2012
ARMED ROBBERY:
Gulf Station, 2120 Plank Rd, 11/11 7:35 p.m. The owner reported that a male subject walked up
to the counter and pulled out a gun, then demanded money from the cash register. The victim
turned over a quantity of cash and the suspect ran from the scene in the direction of the stores
located behind the business. A K-9 from Spotsylvania Sheriff’s Office responded to the area to
run a track but the suspect was not located. The suspect was described as a white male
approximately 6 feet tall, wearing a brown hoodie pulled up to conceal his face and khaki cargo
pants. The investigation is ongoing.
AGGRAVATED ASSAULT:
Aladins, 2052 Plank Rd, 11/10 1:10 a.m. A patron reported that a fight involving 12-15 people
broke out inside the business and when he intervened in defense of a friend, a bouncer struck him
in the head with a tactical baton. The victim had a laceration and large knot on top of his head
but he declined the need to be transported to the hospital. The victim was able to identify the
subject who hit him and Kynn Garrison, 34, of Stafford was subsequently arrested for malicious
wounding. Garrison was incarcerated at the Rappahannock Regional Jail under no bond.
WEAPONS VIOLATION:
Aladins, 2052 Plank Rd, 11/10 12:10 a.m. An officer patrolling in the area heard 4-5 shots fired,
and security guards pointed out two vehicles that were seen speeding from the scene. Officers
stopped one of the possible suspect vehicles on Interstate 95 and the occupants were checked and
identified, then released without charges. Shell casings were recovered from the parking lot in
front of Aladins. Nobody was injured in this incident. The investigation is ongoing.
LARCENY:
1200 block Littlepage St, 11/9 8:10 p.m. A resident reported that two street signs were stolen
from the intersection of Littlepage and Monroe Streets. The home security surveillance system
belonging to the reporting party captured the images of four subjects involved in removing the
signs. The investigation is ongoing.
900 block Greystone Ct, 11/6 – 11/7 3:30 a.m. A resident reported that a work-issued jacket and
helmet were stolen from his vehicle. No suspects or witnesses at this time.
900 block Jefferson Davis Hwy, 11/10 – 11/11 9:55 a.m. A resident reported that a pumpkin was
stolen from her porch. No suspects or witnesses at this time.
100 block Goodloe Dr, 11/11 – 11/12 8:40 a.m. Two residents reported that the GPS units were
stolen from their unlocked vehicles. No suspects or witnesses at this time.
2500 block Manor Ct, 11/12 6:00 p.m. A delivery driver reported that his cell phone was stolen
from his vehicle while he was dropping off the food order at an apartment. No suspects or
witnesses at this time.
VANDALISM:
300 block Braehead Dr, 11/8 – 11/9 8:45 a.m. A resident reported that his mailbox post was
damaged and knocked over. No suspects or witnesses at this time.
1200 block Saunders Dr, 11/3 – 11/11 5:00 p.m. A resident reported that a front window screen
on her home was removed and damaged. No suspects or witnesses at this time.

breath test in the 500 block of Amelia Street.

Fredericksburg Incident Report
FREDERICKSBURG POLICE INCIDENTS
FRIDAY, NOVEMBER 9, 2012
SHOOTING:
1600 block Dixon St, 11/8 8:00 p.m. Police responded to Mary Washington Hospital for a
shooting victim who had arrived by personal vehicle. The victim, a 25-year-old Richmond
resident, reported that he was on foot in the area of the 7-Eleven on Dixon Street when he heard
what sounded like firecrackers and felt a sudden pain in his leg. When he realized he was
bleeding, he returned to the car where his friends were waiting for him and decided to go to the
hospital. The victim had a single gunshot wound in his right shin and was treated and released
from the emergency department. The victim’s friends, two females and a male subject also from
Richmond, could only provide vague information about where the incident occurred. All parties
denied seeing anyone with a gun. Police did not receive any reports of gunfire from the residents
in the neighborhood. The investigation is ongoing.
UNLAWFUL ENTRY:
Thomas Jefferson Motel, 1901 Augustine Ave, 11/9 1:25 a.m. An officer received a tip about a
male subject who had broken into one of the rooms and was staying in it illegally. Upon
checking the vacant rooms with the manager, a man was discovered sleeping in one room and
there was evidence of damage to the room’s window. Matthew Coleman, 25, of no fixed
address was arrested for unlawful entry and incarcerated at the Rappahannock Regional Jail
under a $1000 bond.
VANDALISM:
800 block Grove Ave, 11/8 6:15 p.m. A resident reported that the windows on her vehicle were
shattered, apparently by BB shot. No suspects or witnesses at this time.
ARRESTS:
Nachelle Smith-Strother, 20, of no fixed address was arrested on a warrant from Stafford
charging her with domestic assault and battery.
Adrianne Prickett, 21, of Spotsylvania was arrested for domestic assault and battery.
Christopher Allen, 68, of Spotsylvania was arrested for stalking and violation of a protective
order.
Christina Hilliard, 22, of Richmond was arrested on a warrant from Stafford charging her with
failure to appear in court.
Caleb Hall, 18, of no fixed address was arrested for fraud.

Fredericksburg Police Incident Reports
THURSDAY, NOVEMBER 8, 2012
ASSAULT/HIT AND RUN:
Bailey’s Pub, 1861 Carl D Silver Pkwy, 11/7 1:40 a.m. Police responded to reports of a fight
and upon arrival found an employee who had been pepper sprayed during the altercation.
Witnesses described how a disagreement started inside the business between two groups of
males. The fight moved outside to the front of the business and during the incident one male
pepper sprayed another male in the face. The bouncer intervened at this point and was also hit
with the pepper spray, while the other victim of the spray fled to his Jeep in the parking lot.
The male who wielded the pepper spray then left the scene in an Acura driven by another male.
According to witnesses, the first man who had been sprayed then appeared to deliberately crash
his black Jeep into the rear driver side of the Acura while it was stopped at the traffic light at
Carl D Silver Parkway. The Jeep then sped away. Officers located the Acura in the parking lot
of Walmart and identified both occupants, neither of whom was injured from the hit and run
involving the Jeep. The circumstances surrounding the use of the pepper spray are still under
investigation and the driver of the Jeep has not yet been located.
ARRESTS:
Nicole Harr, 28, of Spotsylvania was arrested for conspiracy to commit shoplifting and felony
shoplifting from Lowes.
Alonzo Fox, 28, of Spotsylvania was arrested for conspiracy to commit shoplifting and felony
shoplifting from Lowes.
Anthony Ross, 28, of no fixed address was arrested for public intoxication.
Pierre Lewis, 21, of Fredericksburg was arrested for domestic assault and battery.
Edith Washington, 42, of Fredericksburg was arrested for destruction of property.

Charles County, Maryland, Sheriff's Office Incident Reports
BURGLARY:  On Nov. 5 at 9:25 p.m., officers responded to the 2500 block of Lisa Drive in Waldorf for the report of a burglary. The homeowner indicated an unknown person entered his house through an unlocked window and stole property. A short time later, officers received a call from a resident who lives in the 2700 block of Pinewood Drive who reported he had been asleep in his bedroom when he was awakened by a male suspect who had just walked in his room. The suspect fled after being detected. Investigation revealed the suspect entered the residence through an unlocked kitchen window and stole money. Officers conducted a search and deployed a police K-9 team. The scene was processed and evidence was recovered. Officer C. Collins and Cpl. J Burroughs are investigating.
 
OFFICERS RECOVER DRUGS AND HANDGUN:  On Nov. 4 at 1 p.m., an officer initiated a traffic stop in the 2100 block of Crain Highway in Waldorf after observing a suspicious vehicle leave the parking lot of the Waldorf Motel. A computer check revealed the vehicle owner’s driver’s license was suspended. Upon stopping the car, the officer observed suspected marijuana in the car and an open alcoholic container. The occupants were asked to exit the car at which time the officer also found a plastic smoking device, a scale containing suspected marijuana residue, and a handgun. The driver, Scott Edward Jones, 19, of Silver Spring, and passenger, Zachary Wilbert Swann, 20, of La Plata, were arrested and charged with  possession of a handgun. Officer V. Warker made the arrests.
 
MAN CHARGED WITH FALSE STATEMENT/EXTORTION: On Nov. 4 at 12:30 p.m., officers received a call from a Waldorf man who reported his adult son may have been kidnapped. The man said he received a text message from his son’s cell phone number which indicated his son had been kidnapped and that the kidnappers wanted $2500 in ransom. The message went on to say the son would be harmed if the kidnapper’s demands were not met. The man contacted police who initiated an investigation. Officers contacted the victim’s girlfriend who told officers her boyfriend, Louis Harrod, 18, had been abducted at gunpoint the previous day. She told officers the alleged suspects threatened to harm her if she reported the incident. Officers continued investigating and learned Harrod might be at a residence in St. St. Mary’s County. As they approached the location, investigators saw a male fitting Harrod’s description exit an apartment - alone and unharmed. Detectives stopped the man and identified him as Harrod. Harrod maintained he had been kidnapped but escaped. Further investigation revealed Harrod had been at a relative’s house the entire time and the report of the kidnapping was false. Harrod was arrested and charged with filing a false statement and extortion and remanded to the Charles County Detention Center with a $3,000 bond. Charges are pending against Harrod’s girlfriend. The Criminal Investigations Division is investigating.
 
ATTEMPT BURGLARY: On Nov. 4 at 11:50 p.m., an unknown suspect(s) was attempting to enter a window of a house in the 900 block of Barrington Drive in Waldorf when he was observed by the homeowner. The suspect fled upon being detected. PFC K. Newman is investigating.

WEDNESDAY, NOVEMBER 7, 2012
ATTEMPTED ROBBERY/ASSAULT:
3300 block Fall Hill Ave, 11/6 10:40 a.m. A 72-year-old resident reported that he was walking
on the canal path from Fall Hill Avenue toward the Normandy Village bridge when he was
approached by a male subject who was walking from the opposite direction. When the suspect
got close to the victim, he stood in his way and demanded money. When the victim denied
having anything of value, the suspect assaulted him by throwing him to the ground and
repeatedly punching him in the face. The suspect then ran from the scene in the direction of the
hospital. The victim had injuries to his face, right arm, and ankle; he was evaluated by EMS
personnel but he refused transport to the emergency room. The suspect was described as a clean
shaven black male in his mid-30’s, approximately 6’ and 180 pounds, wearing jeans, a brown
jacket and brown hat with ear covers, and carrying a backpack. The investigation is ongoing.
BURGLARY:
100 block Wellington Lakes Dr, 11/6 – 11/7 5:00 a.m. A resident reported that an unknown
person broke in to her apartment and stole her prescription medications. The investigation is
ongoing.
LARCENY:
3100 block Plank Rd, 10/25 -10/31 11:00 a.m. A representative from a recycling company
reported that a large recycling bin was stolen from the parking lot across from Toys R Us. No
suspects or witnesses at this time.
FRAUD:
2600 block Cowan Blvd, 10/29 – 11/6 1:15 p.m. A resident reported that an unknown person
used her husband’s personal information to obtain utility services in Texas. The investigation is
ongoing.
VANDALISM:
1200 block Stafford Ave, 11/6 11:00 p.m. A resident reported that the pane of glass in his front
door was broken. No suspects or witnesses at this time.
ARRESTS:
David Ruffner, 37, of no fixed address was arrested for public intoxication.

ROBBERY:
400 block William St, 11/3 1:25 a.m. An employee of a downtown restaurant reported that he
was walking through a parking lot when he was suddenly punched in the face by an unknown
subject. The assailant then stole the victim’s cell phone. The victim had minor facial injuries
but denied the need for medical treatment, and he was unable to provide a description of the
offender. The investigation is ongoing.
ASSAULT:
Smokey Bones, 1801 Carl D Silver Pkwy, 11/3 12:30 a.m. A Spotsylvania resident reported that
a fight broke out inside the bar area and he was punched in the face by an unknown male subject
who left the scene prior to police arrival. No known suspects at this time.
INDECENT EXPOSURE:
3300 block Fall Hill Ave, 11/4 5:15 p.m. A resident reported that a male subject exposed
himself to her while she was walking on the canal path across from the Virginia Outdoor Center.
The suspect was described as a tall black male with short hair and wearing a dark colored jacket
and backpack. The investigation is ongoing.
LARCENY:
2600 block Charles St, 11/1 – 11/2 10:20 a.m. A resident reported that the license plates were
stolen from her vehicle. No suspects or witnesses at this time.
ABC Store, 1271 Jefferson Davis Hwy, 10/30 – 11/2 3:00 p.m. The manager reported that a
male subject stole a bottle of gin by concealing it in his clothing. No known suspects at this
time.
Aladin, 2052 Plank Rd, 11/3 1:30 a.m. A patron reported that his cell phone was stolen from his
table. No suspects or witnesses at this time.
700 block Caroline St, 11/3 3:30 p.m. Two downtown employees found a wallet on the bench
near the Visitor Center and turned the wallet over to police. The owner was located, and she
reported that over $500 in cash was missing from the wallet. No suspects or witnesses at this
time.
Dollar General, 1255 Jefferson Davis Hwy, 11/3 4:45 p.m. A manager reported that a male
subject stole a prepaid cell phone from the store. The suspect was described as a black male
wearing a stocking cap, jeans, and a blue jean jacket. The investigation is ongoing.
1000 block Albert Reynolds Dr, 11/4 8:00 a.m. A resident reported that several items from his
Civil War collection were stolen from the home over the past months. No suspects or witnesses
at this time.
7-Eleven, 340 Amaret St, 11/4 6:45 p.m. The clerk reported that two female subjects stole a
carton of cigarettes and other items and left the area in a small black vehicle, possibly a Mazda.
No known suspects at this time.
VANDALISM:
200 block Kings Mill Ct, 11/3 7:00 p.m. – 9:00 p.m. A resident reported that an unknown person
broke the side mirror off her vehicle. No suspects or witnesses at this time.
DUI ARRESTS:
Randall Taylor, 23, of Locust Grove was arrested for DUID and failure to provide proof of
insurance in the 1500 block of Caroline Street.
Christopher Gibson, 35, of Quantico was arrested for DUI in the 2300 block of Plank Road.
Vincent Washington, 59, of Fredericksburg was arrested for DUI and reckless driving on New
Kent Street.
William Purdon, 27, of Fort Myer was arrested for DUI and hit and run in the 400 block of
William Street.
Maria Hernandez, 37, of Spotsylvania was arrested for DUI, refusal to submit to a blood or
breath test, and carrying an open container of alcohol in the 2500 block of Plank Road.

computer was stolen from the communications room. A suspect has been identified and the
investigation is ongoing.
2500 block Manor Dr, 10/31 – 11/1 1:00 p.m. A resident reported that the license plates were
stolen from his vehicle. No suspects or witnesses at this time.
Dunning Mills Inn, 2305 Jefferson Davis Hwy, 10/28 – 11/1 3:00 p.m. A guest reported that his
iPhone was stolen from his room. The phone was later located at a pawn shop in Spotsylvania
County. A suspect has been identified and the investigation is ongoing.
VANDALISM:
Riverfront Park, 701 Sophia St, 11/1 12:00 a.m. – 8:20 a.m. A nearby business owner reported
that an unknown person marked graffiti on a picnic table. No suspects or witnesses at this time.
1100 Forest Village, 11/1 8:10 p.m. A FRED bus driver reported that the rear window of the bus
was shattered, possibly by a pellet from a BB or pellet gun, while he was traveling through the
parking lot. The investigation is ongoing.
ARRESTS:
Michael Keesecker, 39, of Fredericksburg was arrested for assault and battery.
Kenneth Carter, 28, of King George was arrested on a warrant from King George charging him
with failure to comply with a court order.

On 10/28/2012 Deputy Basil arrested Jasmine Wheeler, B/F 25 of Fredericksburg for Possession of Marijuana and Driving Suspended (3rd of subsequent offense).
 
On 10/28/2012 Sr. Deputy R. Wahl arrested Chelsi Huff, W/F 19 of Spotsylvania at Jefferson Davis Hwy and Market St for possession of a schedule I/II narcotic, possession of marijuana, and driving while revoked. Jonathan Fitzgerald, W/M 25 of Spotsylvania was also arrested for possession of marijuana. Donald Huff, W/M 53 of Caroline County was arrested for possession of drug paraphernalia. 
 
On 10/29/2012, Deputy Wine arrested Rachel Hartburg, W/F 26 of Scottsville, VA for possession of Marijuana at the Motel 6.
 
On 10/29/2012, Deputy Greene arrested Miguel Lynch, B/M 23 of Spotsylvania on a summons for possession of Marijuana at the Ramada Inn.
 
DUI
On 10/27/2012 Deputy Perkins arrested Michael Dismukes, W/M 36 of Spotsylvania, in the area of 8200 Robert E. Lee Drive for DUI 3rd in 10 years, Refusal to consent to a breath test, leaving the scene of an accident, and possession open container.
 
On 10/30/2012, Deputy Vasquez arrested Johnny Arellano 20 yo H/M of Spotsylvania for DUI, DUI refusal, underage possession of alcohol, and driving revoked in the 4000 block of Massaponax Church Rd. 
 
Arrests
On 11/01/2012 Deputy R. Lloyd arrested April Jenkins, B/F 32 of Woodford in the area of 5426 Jefferson Davis Hwy (Verizon) arrested for public intoxication. 
 
On 11/01/2012 Deputy Friedman arrested Robert Baker Jr. , W/M 61 of NFA at the Wal-mart, 10001 Southpoint Parkway for drunk in public.

Charles County, Maryland, Sheriff's Office Incident Reports
NOTE: Recently, officers have responded to reports of day-time burglaries throughout the county. While officers have made arrests in many of these cases and they continue to develop suspects in others, the CCSO is reminding residents there are precautions they should take. For instance:     
 
·        Lock doors and windows - in many cases, the suspects entered the dwelling through unlocked doors or open windows. 
·        Consider an alarm system - in some cases, the suspects actually broke out a window or pried open a door and an alarm would alert police.
·        Look for unusual activity in your neighborhood – in some cases suspects have actually disguised themselves as utility workers and were able to break in because it appeared they belonged at the house. If you know your neighbors are not at home and you see suspicious activity, call the sheriff’s office right away. We will respond to investigate. Do not approach the person. Rather, get a good description of the person and their car if they have one.

BURGLARY: On Oct. 31 between 6:45 a.m., - 10 a.m., unknown suspect(s) broke into a house in the 11700 block of Lancelot Drive in Waldorf and stole a large, flat screen TV. Officers canvassed the area and located a witness who observed a tall man dressed in blue clothing with a green safety vest walking toward the back of the house during the time the house was burglarized. In addition, a dark blue SUV was seen leaving the area, near the house. It is unclear if that subject is responsible for the break-in. The CCSO is reminding residents to call police immediately if they see or hear something suspicious. Officer D. Chandler is investigating.
 
BURGLARY: On Oct. 31 between 6:40 a.m. – 5 p.m., unknown suspect(s) broke into a house in the 2700 block of Moran Drive in Waldorf and stole computers and a television. POI J. Hornickel is investigating.
 
THEFT OF FUEL OIL: Between Oct. 10 – Oct. 31, unknown suspect(s) stole heating fuel oil from a tank behind a house in the 4500 block of Pickeral Street in White Plains.
The victim’s fuel oil tank is to the rear of her residence and is not contained within a fence. Officer R. Snyder is investigating.
 
RECKLESS ENDANGERMENT:  On Oct. 30 at 8:18 p.m., officers responded to the 9100 block of Crain Highway in Bel Alton for the report of the sound of a gunshot. Officers arrived and located a man who was in possession of a shotgun. The man, Daniel Steve Berry, 24, of Indian Head, was arrested and charged with reckless endangerment after officers found a spent shell casing. In addition, Berry had an open warrant. PFC S. Weedon is investigating.
 
PIZZA DELIVERY MAN ROBBED:  On Oct. 30 at 9 p.m., a pizza deliveryman was making a delivery in the 4200 block of Drake Court in Waldorf.  As he knocked on the door, three suspects approached from the side of the building. One of the suspects pulled a gun and demanded money. The victim complied and the suspects fled. Officers determined the house was vacant. One suspect is described as a black male with light skin, teenaged, about 5’10” with a thin build and shoulder length brown braids. At the time, he was wearing a green and white striped hoodie with blue skinny jeans. A second suspect is described as a white male in his teens, approx 5'10", thin build, faint dark colored mustasche, wearing a black North Face jacket. A third suspect is described as a black male in his teens wearing black jacket. Detectives from the Criminal Investigations Division are investigating.
 
BURGLARY: Between Oct. 29 – Oct. 30, unknown suspect(s) broke into a house in the 14600 block of Bar Harbor Court in Issue and stole game systems, a computer and other items. PFC J. Walter is investigating.
 
WINE STORE BURGLARIZED: On Oct. 30 at 1:50 a.m., two males wearing camouflage clothing broke into a wine store in the 12000 block of Jefferson Farm Place in Waldorf and stole cash. PFC W. Halt is investigating.

Fredericksburg Police Incident Reports
THURSDAY, NOVEMBER 1, 2012
LARCENY:
1600 block Stafford Ave, 10/27/-10/28 8:00 p.m. A Fairfax resident reported that his backpack
was stolen from his vehicle. No suspects or witnesses at this time.
DUI ARRESTS:
Richard Hayden, 37, of Woodford was arrested for DUI and refusal to submit to a blood or
breath test in the 300 block of Jefferson Davis Highway.
ARRESTS:
Walter Embrey, 20, of Stafford was arrested for underage possession of alcohol.
Jermain Epperson, 28, of Spotsylvania was arrested for carrying a concealed weapon without a
permit.
