Fredericksburg Police Incident Reports
THURSDAY, JANUARY 31, 2013
INDECENT EXPOSURE:
1200 block Caroline St, 1/31 1:10 a.m. A 23-year-old female reported that she was sitting in her vehicle parked on the street in front of the library in order to access the WiFi for schoolwork when a male subject approached her car. The unknown subject walked up and down the sidewalk near her vehicle, and then stopped in front of her passenger side headlight and committed an obscene act while exposing himself. (§ 18.2‐387) The suspect walked away as the victim was on the phone with police. The suspect was described as a black male between 35 and 45 years old, of average height and with acne scars on his face. He was wearing baggy blue jeans, a navy blue hoodie with a front zipper and a dark colored ball cap which he wore turned backwards. The investigation is ongoing.
LARCENY:
Gold’s Gym, 2380 Plank Rd, 1/30 5:15 a.m. – 6:30 a.m. Two patrons reported that an unknown person broke a window out of each of their vehicles and stole the purses that had been left inside the cars. One victim’s credit cards were later used to make purchases at area businesses. The investigation is ongoing.
ARRESTS:
Robin Perkins, 49, of Fredericksburg was arrested on a warrant from Culpeper charging her with making harassing phone calls.

Prince William County Incident Report
Abduction |Residential Burglary – On January 29th at 11:35PM, police responded to the Super 8 Motel located at 17400 Jefferson Davis Highway in Dumfries (22026) for an initial report of a robbery. The victim, a 32 year old female of Woodbridge, reported to police an unknown male, later identified as the accused, forcibly entered her room, locked the door and would not allow her to leave the room or call police.  The victim was ultimately able to call police while the accused was distracted.  The accused fled the motel when he heard the victim talking with police. The victim was able to later identify the accused as an occupant of another room located in the motel and a witness was able to identify the accused as the male who entered the victim’s room. Marijuana and evidence linking the accused to the incident were found by police while attempting to locate the accused.  Warrants were obtained for the accused.

Residential Burglary – On January 29th at 11:45PM, police responded to the 12300 block of Oakwood Dr in Woodbridge (22192) for a burglary. Homeowner reported to police that the burglary occurred between 8:00AM on January 20th and 3:00PM on January 29th. There were no signs of forced entry. Miscellaneous jewelry, valued around $500, was reported missing.
 
Residential Burglary – On January 29th at 10:15PM, police responded to the 12500 block of Oakwood Dr in Woodbridge (22192) for a burglary. Homeowner reported to police that the burglary occurred between 4:00PM and 9:45PM. Entry appeared to be made through a basement window which had been broken out. A pair of shoes and a gaming console, valued around $500, were reported missing.

Residential Burglary – On January 29th at 7:28PM, police responded to the 4500 block of Kingsley Rd in Woodbridge (22193) for a burglary. Homeowner reported to police that the burglary occurred between 8:00AM and 7:28PM. Entry appeared to be made by cutting the screen on a rear window.  A laptop, handgun and other miscellaneous items, valued around $1500, were reported missing.
 
 
Residential Burglary – On January 29th at 8:49AM, police responded to the 14300 Westminister Ln in Woodbridge (22193) for a burglary. Homeowner reported that the burglary occurred between 10:00PM on January 28th and 6:00AM on January 29th. There were no signs of forced entry into the residence. An undisclosed amount of U.S. Currency and credit cards were reported as missing.
 
Residential Burglary – On January 28th at 6:30PM, police responded to the 3500 block of Emory Ln in Woodbridge (22193) for a burglary. Homeowner reported to police that the burglary occurred between 10:35AM and 3:00PM. There were no signs of forced entry into the residence. An iPad, valued around $300, was reported as missing.
 
Residential Burglary – On January 28th at 2:20PM, police responded to the 18400 block of Old Triangle Rd in Triangle (22172) for a burglary. Homeowner reported to police that the burglary occurred between 11:35AM on December 5th and 5:00PM on January 21st. Entry appeared to have been made through an unsecured garage door. A catalytic converter, heat pump, radiator, aluminum and brass chandeliers, valued around $800, were reported as missing.

Fredericksburg Police Incident Reports
WEDNESDAY, JANUARY 30, 2013
LARCENY:
800 block Marye St, 1/30 2:30 a.m. An officer responded to reports of subjects tampering with
vehicles parked on the street and located three males walking in the area. One of the male
subjects immediately ran away when approached by the officer, while one of the remaining
subjects threw some items onto the grass verge next to the sidewalk. These items turned out to
be a baggy full of marijuana and a pair of women’s gloves. The officer detained the two subjects
and recovered a quantity of loose change from each of them as well as an iPod, GPS, and a
number of CDs. All of these articles were seized for evidence. Another item recovered was a
zippered binder containing information that linked it to a vehicle on the street; that item was
returned to its owner.
Edward Washington, 45, of no fixed address was arrested for public intoxication and possession
of marijuana. Michael Washington, 50, of Fredericksburg was arrested for public intoxication
and felony larceny. Both Washington subjects were incarcerated at the Rappahannock Regional
Jail, Edward under a $1000 bond and Michael under no bond.

100 block Charlotte St, 1/29 1:00 p.m. – 4:15 p.m. A Stafford resident reported that an iPod
Nano and power cord were stolen from her unsecured vehicle. No suspects or witnesses at this
time.
500 block Lafayette Blvd, 1/29 7:00 p.m. – 8:50 p.m. A Spotsylvania resident reported that her
purse was stolen from her unlocked vehicle. No suspects or witnesses at this time.
1200 block Princess Anne St, 1/29 8:50 p.m. – 9:45 p.m. A resident reported that her purse was
stolen from her unlocked vehicle. No suspects or witnesses at this time.
2400 block Carriage Ln, 1/30 1:50 a.m. A resident reported that an unknown person damaged
her vehicle with black spray paint and stole her purse and another bag of items from the back
seat. The investigating officer located five additional vehicles in the vicinity that had also been
damaged with spray paint. The investigation is ongoing.
ARRESTS:
Joseph Hooper, 20, of Spotsylvania was arrested for underage possession of alcohol.
Robert Washington, 49, of Fredericksburg was arrested for public intoxication.
Moses Lucas, 19, of Brooklyn, New York was arrested for possession of marijuana.
Uchechukwu Mmadu, 27, of unknown address was arrested for possession with intent to
distribute contraband cigarettes

Charles County Incident Reports
The following is a sample of recent events investigated by the Charles County Sheriff's Office. For information about other events which are not included in this report, visit www.CrimeReports.com and search by county, city, zip code or street address.
 
BURGLARY: On Jan. 28 between 9 a.m. – 3:30 p.m., unknown suspect(s) broke into a house by kicking in a rear door in the 300 block of Rivermont Drive in Waldorf. The suspect(s) stole money, a game system, and food. Det. J. Feldman is investigating.
 
BURGLARY: On Jan. 28 at 1:17 p.m., officers responded to the 15000 block of Truman Manor Lane in La Plata for the report of a suspicious person. The caller said he observed a white male behind a house taking metal from an HVAC unit. The subject left in a work van prior to police arrival, but officers canvassed the area and found the man nearby. Officers initiated a traffic stop and, after further investigation, learned the subject, Joseph Steven Fabien, Jr., 27, of La Plata, had stolen metal from the HVAC and hid it in the woods on Fasser Place. Fabien was arrested and charged with fourth-degree burglary and theft. Officer M. Armstrong is investigating.
 
MAN CHARGED WITH POSSESSION WITH INTENT TO DISTRIBUTE DRUGS: On Jan. 28 at 5:56 a.m., officers responded to the 2300 block of Sly’s Place in Waldorf for a fight in progress. Officers observed a car fleeing the scene and initiated a traffic stop. As officers approached the car, they observed the occupants had a powdery substance on their nose and lips. Cocaine, marijuana, prescription pills, a digital scale and cash were found inside the car.   Daniel Gene Killillay, 22, of Lusby, Brian Cummins Horton, 30, of Bryans Road, and Dayvon Brooks, 20, of Waldorf, were charged with possession of illegal drugs. PFC J.  Morales made the arrest.
 
BARRICADE RESOLVED: On Jan. 27 at 12:50 a.m., officers responded to the 7200 block of Hawthorne Road in La Plata for the report of shots fired. Investigation showed the suspect, Walter Brown, 43, of La Plata, had gone outside his house and fired several rounds from his shotgun and then went back inside his house. Officers attempted to make contact with Brown but to no avail. Members of the CCSO Special Operations Division along with officers from the Calvert County Sheriff's Office Emergency Response Team made entry into the house and took Brown into custody. Inside the house, officers found three shotguns, three rifles and two handguns. Brown was charged as a felon in possession of a gun. PFC D. Harrison is investigating.
 
DRUG ARREST: On Jan. 27 at 12:10 a.m., officers attempted to make a traffic stop on Crain Highway near Smallwood Drive but the driver took off and drove over top the median into the north bound lanes of Route 301. The driver continued driving against traffic but then made a u-turn and fled south. The driver eventually pulled over near the 3700 block of Crain Highway. He exited his car and immediately surrendered. A computer check revealed the driver, Brendon Lavon Nash, 25, of North Carolina, was driving with a suspended license and operating an uninsured and unregistered motor vehicle. In addition, officers found marijuana inside the car. Nash was charged with multiple traffic violations. Officer A. Fenlon made the arrest.
 
FIRST-DEGREE ASSAULT: On Jan. 26 at 8:45 p.m., officers responded to the Blue Bay Restaurant in the 9400 block of Berry Road in Waldorf for the report of shots fired. An investigation showed there was a large party - described by patrons as a “teen go-go” - being held at the business and during the event, a group of people were asked to leave. The group left and got into a car but someone inside the car pulled a gun and fired a shot toward the building. The round went through the exterior wall and struck an 18-year-old male who was inside; he was not injured and did not need medical treatment. Officers recovered the bullet and other evidence and are working on leads to identify the suspect(s).  Det. J. Elliott is investigating.
 
THEFTS: On Jan. 26 between 12:01 a.m. - 10:30 p.m., unknown suspects entered several unlocked cars in the area of Teauges Point Road in Hughesville and stole an iPod. The suspects also entered an unlocked garage door and stole a large water cooler filled with coins. Several other vehicles had been tampered with on Swan Harbor Lane but nothing was reported stolen.  Officers canvassed the area and observed two sets of footprints in the snow. One set of prints appeared to be that of a large boot about 15 inches in size. PFC M. Hancock is investigating.
 
RECKLESS ENDANGERMENT: On Jan. 25 at 2 a.m., unknown suspect(s) fired shots at a house in the 11200 block of Robinwood Court in Waldorf. No one inside the house was injured and there is no apparent motive. Evidence was recovered from the scene. PFC P. DeBoe is investigating.

**INCIDENTS**
 
Strong Armed Robbery – On January 28th at 1:12PM, police responded to the 5000 block of Archstone Dr in Woodbridge (22192) for a robbery. The victim, a 29 year old woman of Woodbridge, reported to police that she was at her vehicle, which was parked in her driveway, when she was approached by an unknown, masked man who demanded the victim’s purse. The man took the purse before fleeing on foot. No injuries were reported.

Residential Burglary – On January 28th at 9:31PM, police responded to the 13100 block of Rock Ridge Ln in Woodbridge (22191) for a burglary. Homeowner reported to police that the burglary occurred between 1:30PM and 2:30PM on January 27th. There were no signs of forced entry into the residence. A gaming console, valued around $300, and an undisclosed amount of U.S. Currency were reported missing.
 
Residential Burglary – On January 28th at 4:59PM, police responded to the 3200 block of Bethel Church Dr in Woodbridge (22192) for a burglary. Homeowner reported to police that the burglary occurred between 11:00AM and 12:30PM. There were no signs of forced entry into the residence. Entry is believed to have been made through an unsecured rear sliding glass door. Jewelry, 2 gaming consoles, a laptop and other property, valued around $3,000, were reported missing.
 
 
 
 
                                                                                               
 
 
 
 
 
 
 
**ARRESTS**
 
Aggravated Malicious Wounding | Reckless Handling of a Firearm – On January 28th at 8:02PM, police responded to the 16000 block of Radburn St in Woodbridge (22191) for a domestic related shooting. The investigation revealed that the victim, a 30 year old man of Woodbridge, was involved in a verbal altercation with the accused, a family member, which escalated. During the encounter the victim assaulted the accused causing an injury to his eye. Following the assault, the accused retrieved a handgun and shot the victim multiple times. The victim was taken to an area hospital with life-threatening injuries. The accused left the residence prior to police arrival but was located by officers on Indus Dr where he was arrested after receiving medical treatment for his injury.

                Eric Neil HUMMER, 56, of the 16000 block of Radburn St in Woodbridge
Charged with aggravated malicious wounding, reckless handling of a firearm and using a firearm in commission of a felony

Child Abuse and Neglect – On January 28th, detectives from the Special Victims Bureau and Child Protective Services responded to investigate a child abuse and neglect case which was reported to have occurred in the 14200 block of Ferndale Rd in Woodbridge (22193). Detectives learned that the victim, a 15 year old male of Woodbridge, was having trouble walking and fell while in school. The investigation revealed that the accused, a family member, gave the victim non-prescribed medication over the course of 2 days prior to the incident. A search warrant was executed at the residence where evidence was recovered. Following the investigation, the accused was subsequently arrested. The victim and 2 other children were placed in foster care.

Assault & Battery on Law Enforcement Officer [LEO] – On January 26th at 10:11PM, officers were on foot patrol in the parking lot of 90 Degrees located at 8509 Rixlew Ln in Manassas (20109) when they encounter the accused. The accused was located in a vehicle in the parking lot. As officers were speaking to the accused, they detected a strong odor of marijuana. Drugs, including marijuana and cocaine, could be seen in the vehicle and the accused was subsequently arrested. During the arrest, the accused actively resisted; knocking himself and two officers to the ground. One of the officers sustained minor lacerations to his hand. No other injuries were reported. The accused was eventually arrested and secured without further incident.

Charged with assault & battery on LEO, resisting arrest, possession with intent to distribute marijuana and possession with intent to distribute a schedule I or II narcotic [cocaine]

Aiding Prostitution – On January 28th at 3:43PM, police responded to the 17500 block of Barron Heights Rd in Dumfries (22025) for a suspicious vehicle. Officers located a vehicle and determined the parties involved were engaged in prostitution. A search warrant was executed on the vehicle where evidence was obtained. Following the investigation, the accused men listed below were arrested.

Fredericksburg Police Incident Reports
TUESDAY, JANUARY 29, 2013
BURGLARY:
600 block Denton Cir, 1/28 7:00 p.m. A resident reported that he was on the second floor of his
home when he heard the sound of the back door closing. When the victim went downstairs, he
discovered that his laptop computer and a firearm had been stolen from the living room. The
victim further reported that he saw a male subject running away from the residence with the
items in his hands. The suspect was described as a black male wearing a blue hoodie and jeans.
The investigation is ongoing.
LARCENY:
Hard Times Café, 314 Jefferson Davis Hwy, 1/28 8:00 p.m. A patron reported that he offered a
ride home from the restaurant to two friends of a friend. When the unknown male subjects got
into the victim’s truck, one of them grabbed the victim’s wallet from the dash and then both took
off running up Princess Anne Street. The victim chased the suspects on foot for a few blocks but
was unable to catch up to them. The two males were described as both white, and the one who
stole the wallet was approximately 5’6” and 130 pounds and wearing a white shirt. The
investigating officer also discovered that the victim was wanted on an outstanding warrant from
Caroline County. William Shelton, 39, of Fredericksburg was arrested for failure to obey a court
order and incarcerated at the Rappahannock Regional Jail under a $5000 bond.
VANDALISM:
Kenmore Club, 632 Kenmore Ave, 1/25 – 1/26 8:00 a.m. An employee reported that an
unknown person marked graffiti on an exterior side door. No suspects or witnesses at this time.
Party City, 1280 Carl D Silver Pkwy, 1/27 – 1/28 9:00 a.m. An employee reported that an
unknown person marked graffiti on a portable storage unit at the rear of the building. No
suspects or witnesses at this time.
ARRESTS:
Pedro Garcia-Ortiz, 43, of no fixed address was arrested for public intoxication.
Jalisa Diaz, 20, of Fredericksburg was arrested on a warrant from Stafford County charging her
with disorderly conduct.

Fredericksburg Police Incident Reports
MONDAY, JANUARY 28, 2013
SHOOTING:
Central Station, 1917 Princess Anne St, 1/27 1:50 a.m. Officers patrolling in the area during a
live music event reported hearing gunshots coming from the building. As officers approached, a
large crowd of people ran out from the side entrance and into the parking lot. One victim, a 29-
year-old male from Montross, was assisted by a security guard and transported by ambulance to
Mary Washington Hospital with a gunshot wound to the leg. Hospital personnel later notified
police that a second victim, a 26-year-old male from Spotsylvania, was brought in to the
emergency department also suffering from a gunshot wound to the leg.
Various witness accounts indicated that a fight broke out inside the club and shots were fired as
patrons exited the building. It is unknown at this time if the victims were intended as targets.
As officers were investigating the incident and attempting to control the crowd in the parking lot,
another security guard reported seeing a male subject with a gun in his waistband. Officers
located a subject matching the description provided and the subject at first attempted to flee, then
aggressively resisted the officers as they detained him and recovered a handgun. A large crowd
of patrons surrounded the officers and tried to intervene during the arrest; security guards again
assisted by keeping the crowd at bay.
The detained subject, Christopher Gyamfi, 23, of Woodbridge was arrested and charged with
carrying a concealed weapon, resisting arrest, and obstruction of justice. Gyamfi was
incarcerated at the Rappahannock Regional Jail under no bond.
Officers and deputies from the Virginia State Police and Stafford and Spotsylvania Sheriff’s
Offices also responded to assist with gaining control of the crowd and dispersing the remaining
event patrons.
The investigation is ongoing and additional suspects are still being sought in connection with the
shooting. Anyone with information about this incident, or anyone who has still or video
images taken at any point during the event, should contact Detective Carlos Reyes at 540-

LARCENY:
Wegmans, 2281 Carl D Silver Pkwy, 1/25 10:00 a.m. A customer reported that her iPad was
stolen from her shopping cart. No suspects or witnesses at this time.
Jays Lounge, 2030 Plank Rd, 1/27 3:00 p.m. A patron reported that her cell phone was stolen
from her purse at the bar. No suspects or witnesses at this time.
DUI ARRESTS:
Ray Hayes, 35, of Spotsylvania was arrested for DUI and felony hit and run in the 2000 block of
Carl D Silver Parkway.
Frederick McCray, 71, of Stafford was arrested for possession of cocaine and DUI in the 300
block of Amaret Street.
Justin Reeser, 23, of Stafford was arrested for DUI in the 500 block of Jefferson Davis Highway.
VANDALISM:
2300 block Cowan Blvd, 1/25 – 1/26 2:15 p.m. A resident reported that two tires on his vehicle
were punctured and flattened. No suspects or witnesses at this time.
ARRESTS:
Leonard Wallace, 40, of no fixed address was arrested on a warrant from Virginia Beach
charging him with failure to appear in court.

Arrests Made Jan 18, 2013 – Jan 27, 2013
 
Theft
On 1/20/13 Deputy Cairns released David Herriott, 18, of Falmouth on a summons for Petit Shoplifting.  David was accused of taking $2.35 worth of candy from the 7-11 on Tidewater Trail. 
 
On 01/21/2013 Deputy Jeffries released Jason Adkins 18 from Stafford on a summons for Petit Larceny at Belk. 
 
On 1/23/13 Deputy Handy arrested David Bailey 48 y/o of Chantilly for Grand Larceny, Conspiracy to commit Larceny, Possession of Burglary Tools, False ID to LE after he was alleged to be Shoplifting from Macy's at the Spotsylvania Towne Center.
 
Assault
On 01/18/13 Deputy Basil obtained a misdemeanor domestic assault warrant on Timothy Breedon, 47, of Spotsylvania.   
 
On 1/19/13 Deputy Friedman arrested William Kidd, 32, of Spotsylvania for domestic assault.

On 1/27/13 Deputy Tavarez arrested Luiz Narvaez 52 y/o of Fredericksburg for Domestic A&B in the 10100 block of Cotter Court.
 
DUI
On 1/19/13, Deputy Setlock arrested Charles D. Forman, 29 of Stafford, for speeding 52/35, DUI, and possession of marijuana in the area of Plank Road and Spotswood Furnace Road.
 
On 1/20/13 Deputy Plunkett arrested Christopher Aversa, 40 of Spotsylvania, for DUI after an accident on Smith Station Road near Cherry Blossom Lane.  He was held on a $2,500 secured bond.
 
Narcotics
On 1/18/13 Sgt. Barber charged Christian Bacote, 20 of Connecticut, with possession of marijuana after a suspicious vehicle call on Heriot Row Court.  Christian was released on a summons at the scene. 
 
On 1/20/13 Deputy Kelley arrested Danen Roh, 30 of Spotsylvania, for possession of marijuana at 9507 Secca Drive.  Deputy Kelley responded for a noise complaint and found a small grow inside the residence.  Detectives Haney and Wright obtained a search warrant for the residence.  One marijuana plant, several smoking devices and paraphernalia were seized.  Danen was released on a summons at the scene.
 
On 1/21/13 Deputy Trippett released Virginia Dotson 51 y/o on a summons for possession of marijuana in the area of 11500 Mchenry Court after Mrs. Dotson was alleged to have attempted to burn down her house.  The Fire Marshal will be continuing his investigation.  Red Cross and Social Services will be assisting Mrs. Dotson due to her house being destroyed.
 
On 1/24/13 Deputy Cairns released Tyler Creekmore, 21, of Spotsylvania on a summons for Possession of Marijuana and Driving Revoked as a result of a traffic stop at Cherry Road and MacNamara Drive.  Tyler's vehicle was towed for a 3 day impound. 
 
On 1/24/13 Deputy Plunkett charged Brandon Beale, 30 of Spotsylvania with possession of marijuana after a traffic stop for defective equipment on Lafayette Blvd.  Brandon was released on a summons at the scene.
 
On 01/25/2013, Deputy Wine arrested Benjamin Lewis 23 of Stafford for possession of Cocaine, possession of Marijuana, driving suspended, contributing to the delinquency of a minor, and expired registration during a traffic stop at 5218 Jefferson Davis Hwy.  Heather Fuller 23 of Manassas was also released on a summons for possession of Marijuana, possession of a Schedule III narcotic and contributing to the delinquency of a minor.
 
On 1/27/13 Deputy Boyd arrested Edwin Ballard 29 y/o of Spotsylvania for Possession of Marijauna, PCP and Drunk in Public in the area of Econo Lodge.

On 01/18/13 Detective Cantrell-Turner obtained a warrant against David H. Maitland, Jr. 42 of Emporia, VA for abduction; a service request was sent to Emporia and Maitland was taken into custody shortly thereafter.    
 
On 1/20/13 Deputy J. Arndt arrested Troy Dennie 53y/o of Nashville TN for public intoxication and disorderly conduct in the area of Plank Rd and Andora Dr.
 
On 1/23/13 Sgt. Assur released Mr. Jerome Foxx 37y/o of Spotsylvania on a summons for driving suspended.  The 2008 Ford Focus was subsequently towed under 46.2-301.1 for a three day impound due to Jerome's  prior convictions for driving suspended.
 
On 01/26/2013, Deputy Wine arrested Richie Bogart age 37 of Spotsylvania for drunk in public at Liberty Lanes Southpoint.
 
On 1/27/13 Deputy Lamont arrested Michael Newton 22 y/o of Spotsylvania for Felony Hit & Run in the area of 11900 block of Falcon Ridge Drive.

Narcotics Investigation –
On January 24th, detectives from the Street Crimes Unit conducted an investigation in the distribution of marijuana with the execution of a search warrant at 3265 John Robinson Ln #21 in Dumfries (22026). As a result of the investigation, marijuana, packaging materials and an undisclosed amount of U.S. Currency were seized. The following arrest was also made without incident.

Fredericksburg Police Incident Reports
ASSAULT:
Buffalo Wild Wings, 1638 Carl D Silver Pkwy, 1/25 12:55 a.m. A waitress reported that she
checked an underage female who was consuming alcohol. The underage female was escorted out
of the restaurant by security personnel. A short time later, while the waitress was cleaning a
table, three friends of the underage patron confronted the waitress and assaulted her by striking
her repeatedly and pulling her hair. A male patron intervened and removed the victim from the
fight. The assailants then left the scene in a white Nissan. The victim was checked by personnel
from the Fredericksburg Rescue Squad but she denied the need to be transported to the hospital.
The three assailants were described as one black female in her early 20s with long hair in a
weave style and wearing a red pea coat; one black female in her early 20s, approximately 5 feet
tall and 145 pounds with long straight hair; and one black female also in her early 20s. The
investigation is ongoing.
LARCENY:
1100 block Brigadier Dr, 1/20 – 1/23 4:30 a.m. A resident reported that the GPS unit was stolen
from his unlocked vehicle. No suspects or witnesses at this time.
300 block Frederick St, 1/23 7:00 a.m. – 6:00 p.m. A property owner reported that the door
knocker was stolen from the front entrance. No suspects or witnesses at this time.
ARRESTS:
Aaron Minor, 25, of Spotsylvania was arrested for contempt of court.

Corona admitted to taking a prescription drug that the arresting officer thought had impaired his ability to operate a motor vehicle safely.  A breath test and a Drug Recognition Expert evaluation was performed on Corona which led to Corona being charged with driving while impaired by drugs and the above other traffic charges.

DETECTIVES IDENTIFY ROBBERY SUSPECTS: Charles County Sheriff’s detectives
assigned to the Criminal Investigations Division arrested Rachard Marshall,
18, and Kwaune Marshall, 20, both of Fredericksburg, Virginia, in connection with a
strong-armed robbery that occurred on Dec. 10. During the robbery, the suspects
confronted a 17-year-old male as he was walking in the 2000 block of Tanglewood
Drive in Waldorf. The suspects assaulted him and stole his Nike Air Jordan tennis shoes.
Investigators developed information which subsequently led to the suspects’ identity. Both
suspects were arrested on Jan. 23. During the course of the apprehension, detectives found a
key inside Kwaune’s pocket and learned the key belonged to a Camaro. Officers located the
car and a computer check revealed the car had been reported stolen from Washington, D.C.
Inside the car, investigators found a handgun. Both Rashard & Kwaune were charged with
robbery and second-degree assault. Det. A. Celia is investigating.
 
THEFT OF TRUCK: On Jan. 23 at 10:49 a.m., officers responded to the 10000 block of Housely Place in White Plains for the report of a burglary in progress. Upon arrival, the victim reported he had just entered his house when he was confronted by a male who pointed a gun at him and demanded the keys to his truck. The victim complied and the suspect fled. Officers and a police K-9 team responded and canvassed the area. The victim’s truck was located unoccupied on Red Horse Court. Officers continued canvassing and processed the scene for evidence. The suspect is described as a black male with a dark complexion, 6'0”, approx. 185 lbs, wearing a black stocking cap, black North Face jacket, black gloves and blue jeans. Det. B. Hemsley is investigating.
 
BURGLARY: On Jan. 23 between 7:30 a.m. – 7:30 p.m., unknown suspect(s) broke into a house in the 1000 block of Stoddert Avenue in Waldorf and stole money, an XBOX, and two guns. PFC D. Arends is investigating.
 
BURGLARY: On Jan. 23 between 7:45 a.m. – 3:45 p.m., unknown suspect(s) forced open a back door to a house on Riverside Run Drive in Indian Head and stole a PS3, Kindle Fire, jewelry and a pair of boots. PFC M. VanHorn is investigating.
 
BURGLARY: On Jan. 22 between 7 a.m. – 6:45 p.m., unknown suspect(s) kicked in a back door of a house in the 3200 block of High Timber Court in Waldorf and stole jewelry and cash. Officer J. Hatfield is investigating.
 
SUSPECTS CHARGED WITH STEALING RELATIVE’S CAR: On Jan. 22 at 12:51 p.m., officers responded the report of a car crash in the 3000 block of St. Charles Parkway. When officers arrived, they observed the car overturned on the side of the road but no one was inside the vehicle. A witness observed two occupants climb through a window and run to a nearby apartment building. Officers went to the building and subsequently reviewed security footage which showed the suspects entering an apartment. Officers knocked on the apartment door and located the suspects, German Ramos-Rivas, 22, and Dimas Barahona, 19, both of Waldorf. Contact was made with the car owner who indicated one of the suspects was related to him and did not have permission to drive the car. Both suspects were charged with theft. PFC P. McPherson is investigating.

**INCIDENTS**
 
Attempted Armed Robbery | Shooting – On January 23rd at 5:53PM, police responded to the area of Gateshead Ln and Sudley Manor Dr in Manassas (20109) for a shooting. The victims, a 19 year old man and a 21 year old man – both of Manassas, reported to police that they were walking in the area above when they were approached by an unknown masked man. The man displayed a handgun and demanded property. During the encounter, the 19 year old victim attempted to disarm the suspect. In the process, the handgun discharged, striking him in the arm. The suspect fled on foot. The victim was flown to an area hospital with non-life threatening injuries. No property was taken. A police K-9 was utilized in the search. The suspect was not located. This incident does not appear to be random.

Armed Robbery – On January 23rd at 11:16PM, police responded to the Exxon located at 13594 Quate Ln in Woodbridge (22192) for a robbery. Employees reported to police that 3 unknown, masked men the store. One of the men displayed a handgun and demanded money. The men took an undisclosed amount of U.S. Currency before fleeing the area on foot. No injuries were reported. A police K-9 was utilized in the search of the suspects. No one was located.

3 black males, all reported to be between 20 & 22 years of age, 6’2”, 175lbs, with medium builds
All were last seen wearing all black clothing including black masks and black gloves
 
Residential Burglary – On January 23rd at 12:29PM, police responded to the 1800 block of Tiger Lily Cir in Woodbridge (22192) for a burglary. Homeowner reported to police that the burglary occurred between 6:20AM and 12:00PM. Entry appeared to have been made through a rear door which had been forced open. No property was reported missing, however several rooms had been ransacked.

Two unlocked vehicles which were parked in the garage were entered. Two GPS devices and other property, valued around $250, were reported missing.
 
Attempted Residential Burglary – On January 23rd at 8:52PM, police responded to the 1400 block of Ranger Lp in Woodbridge (22191) for an attempted burglary. Homeowner reported to police that between 5:40AM and 6:45PM, an unknown person(s) attempted to enter the residence through the front door which had been damaged. No entry appeared to have been made into the residence and no property was reported missing.
 
**ARRESTS**
 
?Malicious Wounding – On January 23rd at 7:52PM, police responded to the 18400 block of Cabin Rd in Triangle (22172) for a stabbing. The victim, a 59 year old man of Triangle, reported to police that he and the accused, a known acquaintance, were involved in a verbal altercation which escalated. During the encounter, the accused allegedly cut the victim to his face with a knife. Minor injuries were reported. Following the investigation, the accused was subsequently arrested.

?Abduction – On January 23rd at 10:36PM, police responded to the 16600 block of Gault Ct in Woodbridge (22191) for an abduction. The victim, a 22 year old woman of Woodbridge, reported to police that she and the accused, a known acquaintance, were driving in Woodbridge and became involved in a verbal altercation. The victim attempted to get out of the vehicle several times but was unable to. The accused also took the victim’s cell phone. The victim was eventually taken back to her residence in the above area. No injuries were reported. Following the investigation, a warrant was obtained against the accused. The accused turned himself into police without incident.

ASSAULT:
Buffalo Wild Wings, 1638 Carl D Silver Pkwy, 1/24 12:10 a.m. Police responded to reports of a
fight in the parking lot and found that one of the groups involved had already left the scene. A
21-year-old female who was there with three friends told police that an unknown male grabbed
her by the neck and slammed her into a vehicle. The victim reported that there was no exchange
of words or reason behind the assault. The assailant was described as a black male in his 20s
wearing a tan coat; he had a slim build and slight goatee. The suspect left the scene in a white or
silver Chrysler Pacifica. The investigation is ongoing.
BURGLARY:
Ground Keepers, 1515 Olde William St, 1/20 – 1/21 7:50 a.m. The business owner reported that
a toolbox full of miscellaneous tools was stolen from a storage shed. The investigation is
ongoing.
2600 block Caroline St, 1/23 6:00 a.m. – 5:15 p.m. A resident reported that she found evidence
of pry marks and damage to the door frame of her home. No apparent entry was gained to the
interior. The investigation is ongoing.
LARCENY:
Buffalo Wild Wings, 1638 Carl D Silver Pkwy, 1/24 12:30 a.m. A patron reported that her
jacket and wallet were stolen from a booth. No suspects or witnesses at this time.
Walmart, 1800 Carl D Silver Pkwy, 1/23 4:40 a.m. An employee reported that two male subjects
stole pallets of compressed cardboard from the rear of the store. The investigation is ongoing.

unknown person stole a laptop computer from the display shelf and left the empty box behind.

Brief Synopsis of the original Incident:  On June 24, 2012, at approximately 1521 hours, Jackson Tutt was operating his 1995 Chevrolet Tahoe on southbound Maryland Route 210 north of Lewis Place, Bryans Road, Maryland.  His vehicle drifted from the roadway into the median and continued into the northbound lanes of Maryland Route 210.  Mr. Tutt’s Tahoe collided with a 2007 Chevrolet Trailblazer operated William Green Jr.   The Tahoe continued into lane number 2 of northbound Maryland Route 210 where it collided with a 2003 Nissan Altima operated by Marquetta McGee and occupied by Jan-Nae Woodard.  As a result of the collision, McGee and Woodard died from their injuries.
 
On January 18, 2013, the facts of the case were presented to the Grand Jury for Charles County, Maryland by Crash Team investigators.  After a review of the facts, the Grand Jury indicted Jackson Tutt with 2 counts of Negligent Manslaughter and 2 counts of Criminal Manslaughter for the deaths of Marquetta McGee and Jan-nae Woodard.  An arrest warrant was issued.
 
 
On January 23, 2013, at approximately 1230 hours, Jackson Tutt, turned himself into Maryland State Police Crash Team Investigators at the Maryland State Police La Plata Barrack.  Jackson Tutt was taken into custody by Trooper First Class A. Watson of the La Plata Barrack.  Jackson Tutt was taken to the Charles County Detention Center pending a court appearance before a Circuit Court Judge.  Jackson Tutt was held without bail pending the court appearance.

Narrative: 
 
     On the above date and time, TFC McCombs stopped a 2003 Honda Accord for a traffic violation. The driver was identified as David Lee Miller.  While conversing with the driver, several indicators of criminal activity were observed which lead to a K9 Scan on the vehicle.  A positive alert was given by the K-9 for the presence of controlled dangerous substances.
 
     A probable cause search of the vehicle was conducted which revealed a quantity of suspected marihuana.  Troopers noticed that rear seat of the vehicle was not fully secure and when lifted, a fully loaded  Desert Eagle  nine millimeter  pistol was recovered .  A wanted check of the serial number was conducted which revealed the pistol was reported stolen through the Prince George’s County Police Department in 2010. 
 
          A search of Miller’s person revealed a large amount of U.S. Currency which was seized as well as additional suspected marihuana.

BURGLARY:
Boys and Girls Club, 200 Gunnery Rd, 1/18 – 1/22 6:30 a.m. An employee reported that the
exterior door and several interior doors were found broken open and game systems were missing
from the rooms. Two juveniles and an adult suspect have been identified and the investigation is
ongoing.
LARCENY:
1400 block Saunders Dr, 1/18 – 1/22 5:40 a.m. A resident reported that the satellite radio was
stolen from his vehicle. There was no sign of forced entry to the car. No suspects or witnesses
at this time.
VANDALISM:
700 block Kenmore Ave, 1/21 – 1/22 7:20 a.m. A foreman reported that all of the windows in
his company truck were shattered. No suspects or witnesses at this time.
500 block Willis St, 1/20 12:00 a.m. – 1:00 a.m. A property owner reported that an unknown
person broke the glass in the front door of his vacant rental residence. No suspects or witnesses
at this time.
ARRESTS:

BURGLARY: On Jan. 20 at 7:24 p.m., officers responded to the 4800 block of Champlain Court in Waldorf for an intrusion alarm. Upon arrival, officers found a back door was open. A police K-9 team responded and checked the house and nothing was reported stolen. Officers processed the scene and recovered a piece of evidence. Officer R. Walls is investigating.
 
THEFT FROM AUTO: On Jan. 18 between 12 a.m. – 7 a.m., unknown suspects shattered the window of a car in the 2500 block of Robinson Place in Waldorf and stole a Boss Flip car radio, Boss 1500 watts amp. and a 12" CVR dual speaker box.  PFC R. Bagley is investigating.
 
BURGLARY: On Jan. 17 between 11 a.m. – 1 p.m., unknown suspect(s) stole a heat pump from the rear of a house in the 4200 block of Sweetmans Road in Marbury. The suspect(s) also broke into the house and stole an iPad and copper wiring. Officer K. Syversten is investigating.
 
ATTEMPTED BURGLARY: On Jan. 17 between 1:30 p.m. – 7 p.m., unknown suspect(s)
placed a ladder up against the rear of a house in the 3100 block of Guilcrest Drive in Waldorf and attempted to remove a screen and pry open the window. The suspects were unsuccessful. Investigators are pursing leads. Anyone with information is asked to call (301) 932-2222.
 
 
BURGLARY: On Jan. 17 at 12:21 p.m., officers responded to the 3200 block of Guilford Drive for the report of a burglary in progress. Witnesses observed a male knock on the front door of the house. When he did not get an answer, the man removed a screen from a front window and entered the house; he fled after a few seconds. Officers and a police K-9 team canvassed the area. The suspect is described as a black male, 6’0”, wearing a black jacket, blue jeans, black gloves and a blue hat with white lettering. Officer B. Kunz is investigating.

FREDERICKSBURG POLICE INCIDENTS
TUESDAY, JANUARY 22, 2013
WEAPON VIOLATION:
IHOP, 2831 Plank Rd, 1/20 5:00 a.m. A manager reported that a group of males and females
were inside the restaurant eating and causing a disturbance by jumping onto tables and over
partitions. An employee confronted one of the male subjects in the group and asked him to settle
down; that subject exchanged words with the employee then walked out to the parking lot and
returned back inside carrying a handgun. After a few minutes, the group left the scene in a
maroon sedan, possibly a Toyota or Nissan. The investigation is ongoing.
LARCENY:
Home Depot, 1201 Gateway Blvd, 1/12 – 1/18 1:40 p.m. A contractor reported that an unknown
person stole his utility trailer from the parking lot. No suspects or witnesses at this time.
Walker Grant School, 1 Learning Ln, 1/18 11:00 a.m. A student reported that his cell phone was
stolen from his gym locker. No suspects or witnesses at this time.
200 block Kings Mill Ct, 1/18 – 1/19 12:45 p.m. A resident reported that a compartment
containing loose change was stolen from her unlocked vehicle. No suspects or witnesses at this
time.
500 block Greystone Ct, 1/18 – 1/19 12:00 p.m. A resident reported that prescription medication
was stolen from the glove box of his unlocked vehicle. No suspects or witnesses at this time.
1000 block East Kensington Cir, 1/18 – 1/19 5:30 p.m. A resident reported that a laptop
computer was stolen from his unlocked vehicle. Two other vehicles on the street also showed
evidence of tampering. No suspects or witnesses at this time.
1500 block Graham Dr, 1/20 – 1/21 8:30 a.m. A resident reported that a GPS unit and ID badge
were stolen from his unlocked vehicle. No suspects or witnesses at this time.
1400 block Saunders Dr, 1/20 – 1/21 9:00 a.m. A resident reported that a GPS unit was stolen
from his unlocked vehicle. No suspects or witnesses at this time.
1100 block Farrish Pl, 1/20 – 1/21 2:30 p.m. A resident reported that a gold lighter and other
small items of value were stolen from his unlocked vehicle. No suspects or witnesses at this

VANDALISM:
Carrabas, 1951 Carl D Silver Pkwy, 1/19 10:45 p.m. A manager reported that an unknown
person shattered the windshield on his vehicle. No suspects or witnesses at this time.
Commonwealth Building, 2601 Princess Anne St, 1/18 – 1/20 3:15 a.m. An officer patrolling in
the area found a glass entrance door that had been shattered. The interior of the building was
checked for intruders but nobody was located inside. No suspects or witnesses at this time.
1000 block Princess Anne St, 1/20 3:00 p.m. – 4:00 p.m. A resident reported that an unknown
person damaged the driver’s side door of his vehicle, apparently using a table leg that was found
lying on the ground nearby. No suspects or witnesses at this time.

Craig Fortney, 55, of Fredericksburg was arrested for DUI in the 1100 block of Washington
Avenue.
Sarah Tighe, 25, of Spotsylvania was arrested for DUI, refusal to submit to a blood or breath test,
and resisting arrest in the 500 block of Jefferson Davis Highway.
Jeffrey Hunt, 37, of Virginia Beach was arrested for DUI in the 700 block of Kenmore Avenue.

Date/Time: 1/20/2013 @ 0123hrs.
 
Location:  Rt. 925 @ VFW, Waldorf, Charles County, MD.
 
Summary:  On the above date and time Tpr Davis observed a suspicious vehicle sitting behind several businesses that were closed with the headlights off.  Tpr Davis contacted the driver who was identified by his Florida Driver’s License as James Edward Norris.   Tpr Davis detected a strong odor of an alcoholic beverage upon Norris’ breath. Norris submitted to and performed poorly on a battery of field sobriety tests.  Norris was placed under arrest for DUI and transported to the barrack for processing.  A search incident to arrest of the suspects person revealed a quantity of prescription narcotic Hydrocodone pills.  Norris did not have a valid prescription for the pills.  Norris was advised of his DR-15 Rights and he elected to take the chemical test by breath.  His breath test results were double the legal limit in Maryland  Norris was transported to the District Court Commissioner office for a bond hearing. 
   
 
Charges: 1.  Driving under the influence and other related traffic charges.
              2.  Possession of a Controlled Dangerous Substance.

BREAKING AND ENTERING:
1200 block Caroline St, 1/16- 1/17 9:00 p.m. A resident reported that he found the linens on a
bed disturbed and an item of property inside the apartment that did not belong. Entry was
apparently made to the residence through an unsecured window. The investigation is ongoing.
LARCENY:
1400 block Kenmore Ave, 1/17 1:40 p.m. A resident reported that he heard two loud bangs and
saw a male subject running away from his vehicle. The victim then discovered a window on his
vehicle broken and his girlfriend’s purse and cell phone missing from inside the car. The victim
described the suspicious running male as white or Hispanic, approximately 25 years old, and
wearing a dark blue hoodie with the hood pulled up. The investigation is ongoing.
VANDALISM:
400 block Maple Ct, 1/17 – 1/18 4:45 p.m. A resident reported that a tire on her vehicle was
slashed. No suspects or witnesses at this time.

Special Notice: The Sheriff’s Office recently responded to several reports of thefts from autos. In almost every case, the cars were left unlocked and valuables were left inside the vehicles overnight. THEFT FROM AUTO: Between Jan. 14 – Jan. 15, unknown suspect(s) entered an unlocked car in the 12300 block of Riverside Road in Nanjemoy and stole a GPS, silver IPod Mini with the spin click function and a pair of Ray-Ban sunglasses. The suspect(s) also found a spare key to another car parked in the driveway. They opened the car and stole a headlight bulb, IPod car charger, Wilson tennis bag and a Wilson tennis racket. PFC B. BURGLARY: On Jan. 16 between 8 a.m. – 3:15 p.m., unknown suspect(s) broke into a house in the 11900 block of Montgomery Lane in Waldorf and stole a knife made out of a deer antler and a game system. Cpl. J.A. Burroughs is investigating.
 
THEFT: Between Dec. 15 – Jan. 16, unknown suspect(s) entered an unlocked window of a boat in the 7600 block of Shirley Blvd. in Port Tobacco and stole a TV, DVD player and fishing poles. The boat is out of the water for the season.  PFC. D. Raby is investigating.
 
BURGLARY: Between Dec. 18 – Jan. 16, unknown suspect(s) stole an HVAC from a vacant house in the 2700 block of Red Lion Place in Waldorf. Officer B. Clark is investigating.
 
PATROL OFFICER APPREHENDS BURGLARY SUSPECT: On Jan. 16 at 7 a.m., Officer B. Kunz was conducting a patrol check of vacant apartments in the 12100 block of Ell Lane in Waldorf when he observed the door to one of the apartments was unsecure and had clear signs of forced entry. Officer Kunz was unable to immediately make entry because a chain link lock was engaged from the inside. Several announcements were made for anyone inside to answer but no one responded. Officers established a perimeter and waited for a police K-9 team and property manager to arrive. Prior to their arrival, officers on the perimeter observed a male trying to escape through a side window; he was apprehended without further incident. Justin Sedgewick Crawford, 25, of Accokeek, was arrested and charged with burglary, destruction of property and trespassing. Officer B. Kunz made the arrest.
 
BURGLARY ARREST: On Jan. 16 at 12:22 a.m., officers responded to the 3000 block of Dick Simmons Place in Indian Head for the report of a burglary. Investigation showed a woman arrived home and saw her front door had been pried open. When she looked inside, she saw an unknown male sitting on her couch, playing with a TV remote. She called police and when officers arrived, they spoke with the man and searched the house. Officers found evidence the man had ransacked a room, stolen a few items, eaten a portion of a cake and used the victim’s electric razor. A computer check revealed the suspect had an open warrant for failing to appear in court for a prior disorderly charge. The suspect, a 48-year-old male from Indian Head, was arrested and charged with burglary. The investigation is on-going.
 
PATROL OFFICER MAKES DRUG ARREST: On Jan. 15 at 9:49 p.m., officers responded to a gas station in the 2000 block of Crain Highway in Waldorf for the report of a suspicious person who was possibly intoxicated. Officer J. Morales arrived on the scene and made contact with the individual who was sitting inside a parked car. Officer Morales detected the odor of raw marijuana coming from the car and subsequently found marijuana on the driver. Jerome Mundell Williams, 20, of Indian Head, was arrested and charged with possession of marijuana and possession of drug paraphernalia.
 
FIRST-DEGREE ASSAULT: On Jan. 15 at 3:52 p.m., officers responded to Bannister Circle near Boarman Court in Waldorf after someone called to report the sound of gunshots. When officers arrived, they discovered shell casings but no victim. At 4:20 p.m., officers received a call from a man who said he had been driving in the Bannister area when a bullet shattered his window and grazed his arm. His injury was superficial and did not require treatment. Investigators are pursuing additional information and at this time it does not appear this was a random act. Det. G. Higgs is investigating.
 
THEFT FROM AUTO: On Jan. 15 between 7 a.m. – 5 p.m., unknown suspect(s) broke out a driver’s side window of a Honda Civic at the Mattawoman Park and Ride and stole an airbag. Officers canvassed the area and did not observe any other damaged cars. Detectives are pursuing leads and anyone with information is asked to call the Charles County Sheriff’s Office at (301) 932-2222. PFC S. Chandler is investigating.
 
THEFT FROM AUTO: On Jan. 15 at 8:15 a.m., unknown suspect(s) entered an unlocked car parked in the 2600 block of Butterfly Place in Indian Head and stole a DVD player, a play station, a Gucci purse, cash and other miscellaneous items. Cpl. R. Heishman is investigating.
 
DESTRUCTION OF PROPERTY: Between Jan. 12 – Jan. 13, during the overnight hours, unknown suspect(s) kicked the doors of several parked cars in the Clark’s Run neighborhood in La Plata. Another car was reported damaged in the King’s Grant area. Anyone with information is asked to call (301) 932-2222. Charles County Crime Solvers is offering a cash reward for the tip that leads to the arrest of the suspects. PFC W. Halt is investigating.
 
PATROL OFFICERS APPREHEND BURGLARY SUSPECTS: On Jn. 15 at 2:20 a.m., officers responded to an intrusion alarm at a liquor store in the 12500 block of 
Mattawoman Drive in Waldorf. Upon arrival, officers confirmed a burglary had occurred. Officer R. Forbes, who was responding to the area, observed a white van traveling south on Crain Highway which suddenly pulled in the parking lot of another liquor store. There, the three occupants of the van jumped out and fled. Officer Forbes apprehended one suspect; a Maryland State Trooper caught a second suspect and the third suspect escaped. The van’s ignition had been tampered with and officers are investigating to see if the van was stolen. Clifton Lee Jenkins, 33, of West Virginia was charged with burglary. Jamell Antonio Shields, 27, of Washington, D.C. was charged with attempted burglary. The investigation is continuing.
 
BURGLARY: On Jan. 14 between 7:45 a.m. – 5 p.m., unknown suspect(s) broke into a house in the 1700 block of Temi Drive in Waldorf and stole game systems and money. PFC J. Foster is investigating.
 
THEFT FROM AUTO: On Jan. 14 at 11:30 a.m., unknown suspect(s) entered an unlocked truck in the 8900 block of Riverside Road in Nanjemoy and stole a muzzleloader, a tree stand, miscellaneous hunting gear and a bowling ball. Cpl. R. Heishman is investigating.

Buckner Streets, and one on College Avenue, reported that an unknown person entered their
unlocked vehicles and rummaged through their belongings. Items of value were stolen from two
of them. The investigation is ongoing.
1000 block Jills Pl, 1/15 – 1/16 9:20 a.m. A resident reported that an unknown person stole an
iPod and some cash from her unlocked vehicle. A neighbor on Preserve Lane also reported that
someone had rummaged through his vehicle, although nothing was stolen in that case. No
suspects or witnesses at this time.
Flowers Bakery, 1013 Spotsylvania Ave, 1/5 – 1/16 5:30 p.m. A driver reported that a handheld
scanning device was stolen from the business. No suspects or witnesses at this time.
1300 block Kenmore Ave, 1/16 5:30 a.m. – 10:15 p.m. A resident reported that a remote control
helicopter and a quantity of cash were stolen from his apartment. A suspect has been identified
and the investigation is ongoing.

Dovetail Cultural Resources, 300 Central Rd, 1/15 – 1/16 9:00 a.m. A manager reported that the
windshield and passenger window were broken out of a company owned vehicle. No suspects or

Crime/Incident: Felony CDS Arrest / Search and Seizure warrant

Date/Time: January 15, 2013 @ 1323 Hours.
 
Location: Dakota Street, Bryans Road, Charles County, Maryland 20616
 
Summary:  On Tuesday, January 15, 2013 @ approximately 1300 hours, TFC Scarlett and Trooper Robinson responded to a residence on Dakota Street, Bryans Road, Charles County, Maryland in an attempt to serve an open arrest warrant.  Upon arrival at the residence, the Troopers made contact with two occupants inside.  The occupants were identified as  Darnell Andre Holman,  and Amaris Ann Hartshorne.  Upon contact with Holman and Hartshorne, The troopers detected a strong odor of burnt marijuana emitting from the residence.  Both suspects were immediately detained and a search and seizure warrant was obtained. 
 
The search and seizure warrant was executed with the assistance of the Maryland State Police Narcotics Unit.  The search revealed a felonious amount of suspected marijuana, CDS Smoking Devices,  electronic digital scales ,a metal CDS grinder, several hundred empty new  1 ½ X 1 ½ Inch plastic baggies along with other packaging indicative of CDS distribution.   Both defendants were transported to the Charles County Detention Center and charged with Possession of CDS Marijuana with the intent to distribute, Possession of CDS Marijuana and Possession of Paraphernalia.  Additional arrests are pending a review with the Charles County States Attorney’s Office.

TUESDAY, JANUARY 15, 2013
ASSAULT:
Wawa, 2390 Plank Rd, 1/15 1:15 a.m. Three Spotsylvania residents, ages 18-21, reported that
they were walking out of the Wawa when they were assaulted by a group made up of
approximately five males and three females. The three victims were all forced to the ground and
punched and kicked until the assailants broke up and left in various vehicles. One of the victims
had his cell phone and Raiders ball cap stolen during the fight.
The victims were able to provide descriptions of three of the suspects: one white male in his
early 20s with a shaved head and wearing a white T-shirt and jeans; one white male in his early
20s, over 6 feet tall with black curly hair and a goatee; and a white female in her early 20s with
long curly brown hair and wearing a Rastafarian style hat.
The three victims had injuries consistent with the described assault, but all three denied the need
for a rescue squad. The victims and assailants were reportedly first involved in an altercation at
the nearby Aladins Restaurant before the fight erupted at Wawa. The investigation is ongoing.
LARCENY:
Sammy T’s, 801 Caroline St, 1/11 6:30 p.m. – 7:00 p.m. A patron reported that her coat was
stolen from a bar stool inside the restaurant. No suspects or witnesses at this time.
1900 block Princess Anne St, 1/6 – 1/14 11:00 a.m. A property owner reported that a large metal
window frame was stolen from outside the building. The investigation is ongoing.
VEHICLE TAMPERING:
800 block Marye St, 1/14 – 1/15 7:00 a.m. A resident reported that an unknown person entered
her unlocked vehicle and rummaged through her belongings. No suspects or witnesses at this
time.
ARRESTS:
Danny Lindquist, 48, of Fredericksburg was arrested for domestic assault and battery,
strangulation, violation of a protective order, and committing assault while under a protective
order.
Dwayne Nicholson, 32, of Fredericksburg was arrested for domestic assault and battery and
malicious wounding, and on outstanding warrants charging him with domestic assault and
battery and strangulation.

Charles County, Maryland, Sheriff's Office Incident Reports
SUSPICIOUS ACTIVITY: On Jan. 13 at 10:49 p.m., officers responded to Beth Court in Indian Head for the report of a suspicious person. The caller said a male in his teens had been riding his bicycle up and down her driveway and then rang her doorbell for about 30 minutes. When she called police, the male fled but he left his bicycle on the side of her house. Officers checked the house and it did not appear anything was tampered with or stolen. Pfc. C. Collins is investigating.
 
BURGLARY OF VACANT HOUSE: Between Jan. 6- Jan. 13, unknown suspect(s) broke into a vacant house on Brookside Place in Waldorf and stole copper piping. Officer V. Warker is investigating.
 
THEFT: Between Jan. 11 – Jan. 12, unknown suspect(s) stole four wheels and a car battery from a vehicle parked in the 2700 block of Old Washington Road in Waldorf.  The suspects also shattered the windows of two other cars parked in the lot. Officer R. Walls is investigating.
 
PATROL OFFICERS CHARGE THREE WITH ILLEGAL POSSESSION OF A CONTROLLED SUBSTANCE: On Jan. 11 at 8:44 p.m., officers observed two suspicious cars in the 10400 block of O’Donnell Place in Waldorf. As officers investigated further, they found unauthorized Xanax prescription pills inside both vehicles and learned the occupants of the cars were making an illegal drug transaction. Amanda Rachel Glorius, 26, and Whitney Ann Arnold, 26, both of Mechanicsville, were charged with possession with intent to distribute a controlled dangerous substance. David Lee Norris, 29, of Waldorf was charged with illegal possession of a controlled dangerous substance. Officers V. Warker, J. Morales, and R. Kimble made the arrests.

Fredericksburg Police Incident Reports
MONDAY, JANUARY 14, 2013
SHOOTING:
800 block Wolfe St, 1/13 1:15 a.m. Police responded to reports of shots fired outside a residence
and found evidence that the house had been struck by gunfire multiple times. There were four
adult occupants inside the home at the time of the shooting, but none of them were injured. The
investigation is ongoing.
LARCENY:
500 block Hawke St, 1/12 4:15 pm. A resident reported that her iPhone was stolen from her
unlocked vehicle. No suspects or witnesses at this time.
7-Eleven, 3333 Fall Hill Ave, 1/13 8:00 p.m. A resident reported that he accidentally left his cell
phone on the counter at the cash register and when he returned to retrieve it, the phone was gone.
No suspects or witnesses at this time.
DUI ARRESTS:
Christopher Uncle, 27, of Stafford was arrested for DUI in the 1300 block of Central Park
Boulevard.
Eusebio Lopez, 29, of Spotsylvania was arrested for DUI in the 1900 block of Jefferson Davis
Highway.

Juvenile female, 17, was arrested for shoplifting from Walmart.
Jesse Wright, 32, of no fixed address was arrested on a warrant from Ohio charging him with
failure to appear in court.

THEFT FROM MOTOR VEHICLE: On Jan. 9 between 7 a.m. – 5:15 p.m., unknown suspect(s) stole catalytic converters from two Hondas parked at the Mattawoman Park and Ride in the 3200 block of Mattawoman Beantown Road in Waldorf. Officers processed the scene for evidence.  Officer B. Kunz is investigating.
 
BURGLARY: On Jan. 9 between 8:30 a.m. – 7 p.m., unknown suspect(s) broke into a house in the 6800 block of Carrico Mill Road in Hughesville and stole a television and a speaker. PFC R. Bagley is investigating.
 
THEFT: Between Jan. 8 – Jan. 9, unknown suspect(s) stole a white box trailer containing tools and other equipment from a construction site in the 2500 block of Archway Lane in Bryans Road. PFC B. Moore is investigating.
 
BURGLARY OF SHED: Between Jan. 8 – Jan. 9, unknown suspects pried open a door to a shed in the 5000 block of Marbury Run Road in Marbury and stole a broken generator and a set of tires. Cpl. J. Timko is investigating.
 
PATROL OFFICERS ARREST BURGLARY SUSPECT: On Jan. 8 at 4 p.m., officers received a call for a burglary in progress in the 7100 block of Bucktown Road in Hughesville. When officers arrived, they found Larry Edward Sams Jr., 41, of Hughesville, inside a building on the property. Sams was in possession of a hacksaw and other tools and was near a pile of copper piping that had just been cut from the building. Insides Sams’ car, officers observed numerous copper pipes and other tools. Sams was arrested and charged with burglary. PFC R. Bagley and Det. J. McKenzie are investigating.

LARCENY: 
100 block Wellington Lakes Dr, 1/6 – 1/7 10:15 a.m.  A resident reported that her vehicle 
registration was stolen from her glove box.  No suspects or witnesses at this time. 
Home Depot, 1201 Gateway Blvd, 1/6 1:00 p.m.  An employee reported that two male subjects 
stole a snow blower from the store.  The investigation is ongoing.  
DUI ARRESTS: 
Peachie Riley, 35, of Montross was arrested for DUI in the 3000 block of Plank Road.

Kyle Mey, 26, of Fredericksburg was arrested for public intoxication and inhaling a noxious 
substance.

Charles County, Maryland, Sheriff's Office Incident Reports
BURGLARY: On Jan. 7 between 10 a.m. - 11:30 a.m., a homeowner reported someone broke into his house in the 1000 block of St. Paul’s Drive in Waldorf and stole an iPad, jewelry and clothing. PFC S. Chandler is investigating.
 
RECKLESS ENDANGERMENT: On Jan. 6 at 8:59 p.m., officers responded to the 11300 block of Golden Eagle Place in Waldorf after a resident observed bullet holes in his house. Officers collected evidence and were told by a witness that gunshots were heard in the area at about 2 a.m. but no one called police. The case does not appear to be random and officers are continuing their investigation. PFC S. Chandler is investigating.
 
BURGLARY: On Jan. 4 between 9 a.m. – 6:30 p.m., unknown suspect(s) entered a house through an unlocked window in the 11900 block of Montgomery Lane in Waldorf and stole electronics and cash. Cpl. F. Tona is investigating.
 
BURGLARY: Between Jan. 2- Jan. 4, unknown suspect(s) broke into a house in the 3200 block of Guilford Drive in Waldorf and stole a Kindle and a jacket. Officer N. Garner is investigating.
 
BURGLARIES: On Jan. 4 between 1:30 p.m. – 8:30 p.m., unknown suspect(s) broke into a house in the 3500 block of Sugar Maple Court and the 3500 block of Pine Cone Circle in Waldorf and stole electronics and game systems. It appears the cases are related because the houses back up to each other and are separated by a path. Officers J. Hatfield and N. Garner are investigating.
 
ATTEMPTED BURGLARY: On Jan. 4 at 2:11 p.m., officers responded to the 2200 block of Old Bailey Court in Waldorf for an intrusion alarm. Investigation showed unknown suspect(s) removed a screen from a back window and also forced open a rear door. The homeowner, who was not home, said it did not appear anyone gained entry and nothing was reported stolen. Officers canvassed the neighborhood and found a witness who saw several males walking toward the house just prior to the activation of the alarm. Cpl C. Campbell is investigating.

MONDAY, JANUARY 7, 2013
BURGLARY:
100 block Wellington Lakes Dr, 1/3 – 1/6 2:20 p.m. A resident reported that he returned to the
apartment and found a male subject sleeping inside. The unknown subject fled the scene prior to
police arrival. The victim also discovered that loose change and a quantity of CDs had been
stolen. There was no sign of forced entry to the residence. The suspect was described as a clean
shaven black male in his 20s wearing jeans. The investigation is ongoing.
LARCENY:
900 block Cornell St, 1/3 – 1/04 7:30 a.m. A resident reported that an unknown person
rummaged through her two unlocked vehicles and stole a laptop computer from one of them. No
suspects or witnesses at this time.
800 block Sylvania Ave, 1/3 – 1/04 7:50 a.m. A resident reported that an unknown person stole
her purse from her unlocked vehicle. The purse was later found inside a storm drain in the 1000
block of Littlepage Street, but the cash was missing from it. No suspects or witnesses at this
time.
900 block Cornell St, 1/04 12:05 a.m. – 6:00 a.m. A resident reported that an unknown person
rummaged through his two unlocked vehicles and stole an iPod from one of them. No suspects
or witnesses at this time.
Marstel Day, 2217 Princess Anne St, 12/27 – 1/02 8:00 a.m. A manager reported that an
unknown person entered the unlocked office and stole a computer and other electronic
equipment. No suspects or witnesses at this time.
Walmart, 1800 Carl D Silver Pkwy, 1/04 4:40 a.m. – 1:00 p.m. An employee reported that two
individuals in a white box truck stole a pallet of compacted cardboard from the back of the store.
No suspects or witnesses at this time.
James Monroe High School, 2300 Washington Ave, 1/04 12:30 p.m. A student reported that her
cell phone was stolen from her backpack in the lunch room. No suspects or witnesses at this
time.
Sprint Store, 1750 Carl D silver Pkwy, 1/04 7:30 p.m. An employee reported that a male subject
stole an iPhone from a display area and ran from the store when the alarm activated. The
investigation is ongoing.
Walker Grant Middle School, 1 Learning Ln, 1/04 2:00 p.m. A student reported that her iPod
was stolen from her backpack in class. The investigation is ongoing.
1100 block Prince Edward St, 1/3 – 1/5 11:00 a.m. A resident reported that an unknown person
stole loose change and other small items from both of his unlocked vehicles. No suspects or
witnesses at this time.
Smokey Bones, 1801 Carl D Silver Pkwy, 1/5 2:00 p.m. A patron reported that his wallet was
stolen from his jacket. No suspects or witnesses at this time.
800 block Cornell St, 1/3 – 1/04 6:30 p.m. A resident reported that an unknown person
rummaged through his unlocked vehicle and stole a camera. No suspects or witnesses at this
time.
VANDALISM:
HH Gregg, 1731 Carl D Silver Pkwy, 1/5 7:00 p.m. A manager reported that a male subject cut
the security cable securing an iPhone to a display board. The phone was not stolen. The
investigation is ongoing.
DUI ARRESTS:
Scott Rollins, 21, of King George was arrested for DUI in the 1900 block of Plank Road.
Joeralyn White, 34, of Stafford was arrested for DUI and child endangerment in the 400 block of
Hanson Avenue.
Santos Rodas, 53, of Spotsylvania was arrested for DUI in the 100 block of Longstreet Avenue.

Charles County Incident Reports
BURGLARY: On Jan. 2 between 8:45 a.m. – 4 p.m., unknown suspects broke into a house through an unlocked window in the 2200 block of Reverdy Farm Road in Indian Head and stole electronics, jewelry, tools and a generator. Officers are working on leads in this case. PFC B. Moore is investigating.
 
BURGLARY: On Jan. 2 between 9:30 a.m. – 11 a.m., unknown suspect(s) threw a rock through a back door window of a house in the 8900 block of Dove Drive in Bel Alton. Entry was gained; however, nothing was reported stolen. Cpl. C. Long is investigating.
 
ROBBERY: On Jan 1 at 4:37 p.m., three teenage males entered the Crown Royal Barbers in the 2900 block of Shasho Place in Waldorf, displayed a gun and announced a robbery. The victims – a customer and employee- complied and the suspects fled in a dark colored minivan. Detectives are working leads and are asking two witnesses - who were inside the business during the robbery but left prior to police arrival - to contact them. Anyone with information is asked to call Det. A. Celia of the Criminal Investigations Division at (301) 609-6518.
 
OFFICERS APPREHEND BURGLARY SUSPECTS: On Dec. 31 at 1:33 p.m., a witness called police after noticing a neighbor’s house being broken into on Keepsake Place in Waldorf.  Officer D. Proctor, who was the first to arrive on the scene, quickly spotted two suspects on the rear second-floor deck of the townhouse and saw another suspect coming out of the residence. Officer Proctor apprehended all three suspects without incident. Jorden Anthony Ruth, 18, of Waldorf; Traveon Lashay Hood, 19, of Waldorf; and a 17-year-old male were charged with theft. In addition, the juvenile was in possession of suspected marijuana and was charged with possession of a controlled dangerous substance.  Detectives J. Long and J. Feldman of the Criminal Investigations Division are continuing the investigation.
 
ROBBERY: On Dec. 31 at 6:50 p.m., three male suspects approached two teenage males who were walking in the 11100 block of Mall Circle Drive in Waldorf.  The suspects threatened the teens and then asked for their iPods and money. The victims complied and the suspects fled in a green BMW. One suspect was described as a black male, 18, dark complexion, wearing a red coat and retro Jordan jeans. Another suspect was described as a black male in his teens, light complexion, medium build wearing a jean jacket, cargo pants and Adidas tennis shoes. The third suspect was described as a white or Hispanic male in his teens, 6’1”, wearing a jean jacket, black hooded shirt, and Polo pants. Officer D. Gehrman is investigating.
 
DETECTIVES IDENTIFY AND ARREST ROBBERY SUSPECT: On Dec. 26 at 9:30 a.m.,  detectives assigned to the Criminal Investigations Division, along with officers from patrol, warrants, and a police K-9 team, arrested Brandon Leach, 26, in connection with an armed robbery that occurred at the Cricket Wireless store on Dec. 17. Leach was developed as a suspect and an arrest warrant was obtained. Evidence linking Leach to the robbery was recovered from his house in Waldorf. Det. A. Celia investigated.
 
BURGLARY: On Dec. 31 between 11:45 a.m. – 10:30 p.m., unknown suspects broke into a house in the 2300 block of Love Place in Waldorf and stole televisions and jewelry. Officer E. Baker is investigating.
 
BURGLARY: Between Dec. 25 – Dec. 29, unknown suspect(s) broke into a house in the 2500 block of Wakefield Circle in Waldorf and stole coins. Officers processed the scene for evidence. PFC D. Chandler is investigating. 
 
PATROL OFFICERS APPREHEND BURGLARY SUSPECTS: On Dec. 27 at 1:15 p.m., officers responded to the 11600 block of Kipling Drive in Waldorf for the report of a theft in progress. A witness told police a male was outside a vacant house and stealing an air conditioning unit. When officers arrived, the male was not outside the house. Officers entered the residence and found one suspect in the kitchen area; he was in the process of stealing wiring. Officers continued to search the house and located another suspect hiding in a back bedroom. Elmer William Pessagno, 21, of no fixed address, and Michael Jonathan Bennett, 25, of no fixed address, were arrested and charged with theft. PFC J. Kelly is investigating.
 
BURGLARY: Between Dec. 22 – Dec. 29, unknown suspect(s) broke into a house in the 3000 block of Huntington Circle in Waldorf and stole several items. The victim said he noticed a dark colored car parked near his house but as he went to check on it, the driver fled. PFC J. Foster is investigating.
 
BURGLARY: On Dec. 27, unknown suspect(s) stole numerous car parts from a garage in the 5900 block of Race Car Place in La Plata. PFC. J. Walter is investigating.
 
PATROL OFFICERS FIND DRUGS IN CAR: On Dec. 26 at 10:45 p.m., officers J. Morales and R. Kimble checked on a suspicious car parked in the parking lot of a motel in the 3500 block of Crain Highway in Waldorf. Upon approaching the car, officers detected the smell of marijuana. A quantity of drugs was located and the occupant, Brandon Malcolm Robbs, 20, of Waldorf, was arrested and charged with possession of a controlled dangerous substance.
