WASHINGTON (AP) - The D-C in Washington could stand for the District of Cannabis. The nation's capital has already legalized medical marijuana. Now, the Washington City Council is considering a measure to decriminalize possession of small amounts of pot. Councilmember Tommy Wells introduced the bill yesterday, with nine of his 12 colleagues signing on as co-sponsors. The measure would make possession of less than one ounce of pot a civil offense punishable by a $100 fine. Mayor Vincent Gray hasn't taken a position on decriminalization. But a spokesman says the mayor welcomes the discussion.
