Interstate 95/130 mm, 8/6 11:25 a.m. The Northern Virginia Cigarette Tax Board received
information about the possible transport from the Richmond area of a large amount of untaxed
cigarettes and notified the Virginia State Police and Fredericksburg Police Department. A VSP
trooper stopped the suspect box truck on I95 and discovered the untaxed cigarettes in the storage
hold. City police took possession of the evidence, 1500 cartons of cigarettes, and charged the
driver Sayed Marhoum, 46, of Lorton under two city code violations: possession of cigarette
packages without the required tax stamps and transportation of cigarette packages without the
required tax stamps. Marhoum was released by the officer on his own recognizance.
1300 block Sophia St, 9:45 p.m. Police, fire, and rescue personnel responded to reports of a
vehicle crash into a building and found a pickup truck that had struck the porch of a residence. A
witness saw a man walking away from the crash scene and provided a description of the suspect
to responding officers. Approximately 20 minutes after the crash, the owner of the pickup called
911 to report that her truck was missing from her home on Stuart Street. Officers arrived on
Stuart Street to speak to the vehicle owner and located a man matching the description of the
suspect. The man was detained and later identified by the witness as the person seen fleeing
from Sophia Street. Mark Edward Payne, 46, of Fredericksburg was arrested for DUI, refusal to
submit to a blood or breath test, driving while revoked, and leaving the scene of an accident.
Payne, pictured below, was incarcerated at the Rappahannock Regional Jail.

Hardee’s, 1700 Princess Anne St, 8/6 10:00 a.m. An employee reported that a male subject was
following behind her on foot as she walked south on Princess Anne Street toward the restaurant.
The complainant briefly went inside the business and then stepped back outside, where she saw
the same man again standing at the end of the fence line bordering Herndon Street. The man
called out to get her attention and the victim saw that he was exposing himself. The offender left
the area on foot prior to police arrival. He was described as a white male in his late 40s or early
50s with a thin build and dirty blond hair, and he was wearing a white T-shirt, jeans, and a black
hat and carrying a backpack. The investigation is ongoing.
1600 block Princess Anne St, 8/5 – 8/6 6:50 a.m. The property owner reported that an unknown
person entered the house and stole a large quantity of tools. The house is undergoing renovation.
The investigation is ongoing.
Elmer Johnson, 47, of Fredericksburg was arrested for possession of cocaine, possession of drug
paraphernalia, providing false identification to avoid arrest, and DUI in the 1200 block of
Jefferson Davis Highway.
Sarah Sullivan, 29, of Spotsylvania was arrested for shoplifting from CVS.
Crystal Brissette, 29, of Fredericksburg was arrested for possession of marijuana.
Preston Coates, 49, of Stafford was arrested for possession of marijuana
