Fredericksburg Police Incidents Monday, July 13, 2015

Discharge of a Firearm: 500 block Caroline Street, 7/10, 2:00 a.m. A city resident reported hearing three shots fired that seemed to come from the area of Nader’s Grocery. Officers searched the area and found one shell casing along Lafayette Boulevard. No suspects or witnesses at this time.
Vandalism: 100 block Ridgeway, 7/10, 7:00 p.m. The owner of the property reported that an unknown person kicked in the side door of his house. It appears no entry was made. No suspects or witnesses at this time. Franklin, Williams, & Cowan Attorney at Law, 321 William Street, 7/12, 7:00 a.m. A patrol officer discovered that an unknown person broke a window of the law building. It appears no entry was made. No suspects or witnesses at this time.
Crestview Apartments, 7/12, 9:30 a.m. A city resident reported that an unknown person used spray paint and permanent marker to mark graffiti on the side of the apartment building, a banner, and an electrical box. The graffiti appears to be a tag. No suspects or witnesses at this time.
200 block Kings Mill Court, 7/12, 8:00 p.m. A city resident reported that an unknown person shattered the glass pane of his sliding back door. No suspects or witnesses at this time.
Larceny: IHOP, 2831 Plank Road, 7/12, 2:00 a.m. A Spotsylvania resident reported that he left his wallet on the table and an unknown person stole it. No suspects or witnesses at this time.
1700 block Lafayette Boulevard, 7/12, 10:00 a.m. A city resident reported that an unknown person stole boxing gloves from his vehicle. No suspects or witnesses at this time.
Mary Washington House, 1200 Charles Street, 7/12, 12:00 p.m. An employee reported that an unknown person stole the Mary Washington House sign from the front yard along with the 12-foot sign post. No suspects or witnesses at this time.
Arrests:
Devin Bates, 26, of Fredericksburg was arrested on charges of possession with intent to distribute and contributing to the delinquency of a minor.
Stacie Passley, 23, of Spotsylvania was arrested on charges of possession of a schedule II drug and distribution of a schedule II drug.
Reginald Wester, 23, of Fredericksburg was arrested on a felony charge of making a threat to bomb, burn, or destroy a building.
Serena Carneal, 24, of Stafford was arrested on a charge of shoplifting.
Gina Garnett, 23, of Stafford was arrested on a charge of shoplifting. Garnett was released on a summons.
Judy Martin, 24, of Fredericksburg was arrested on a charge of assault. Martin was released on a summons.
Laquan Pegues, 24, of Milford was arrested on a charge of possession of marijuana. Pegues was released on a summons.
Natasha Cook, 31, of Manassas was arrested on charges of public intoxication and pedestrian in the roadway.
Singh Surinder, 41, of Brooklyn was arrested on a charge of public intoxication.
Anthony Rigg, 32, of Fredericksburg was arrested on a charge of public intoxication.
Rasheen Green, 22, of King George was arrested on a felony charge of hit and run.
Christen Willoughby, 34, of Stafford was arrested on a felony charge of shoplifting and public intoxication.
