Fredericksburg Police Incident Reports

INDECENT EXPOSURE:
Hobby Lobby, 1360 Carl D Silver Pkwy, 7/16 3:30 pm. A juvenile reported that a male
subject exposed himself to her while she was getting in to her vehicle in the parking lot. The
suspect was sitting in a car located next to the victim’s vehicle, but he left the scene prior to
police arrival. The suspect was described as a white male in his late 20’s or early 30’s with a
beard and medium length wavy brown hair. The suspect was operating a white 2-door vehicle
with Virginia license plates that was missing a hubcap on the front driver’s side tire. The
investigation is ongoing.
 
 
UNLAWFUL ENTRY:
Relax Inn, 1904 Princess Anne St, 7/16 10:40 pm. The manager reported that he heard glass
breaking and noises coming from a room that was supposed to be unoccupied. Officers found
a male and a female subject inside the room and the female was injured from the broken glass
of the bedroom window. Clifford Ingoglia, 23, of no fixed address was arrested for destruction
of property and unlawful entry. Ingoglia was incarcerated at the Rappahannock Regional Jail
under no bond. Michelle Thompson, 25, of no fixed address has charges pending against her
for destruction of property and unlawful entry. Thompson was transported by rescue squad to
Mary Washington Hospital for treatment of her injuries and she had not been arrested by the
time of this report.
 
 
LARCENY:
Grigsby Company, 2508 Princess Anne St, 7/13 7:30 am. The owner reported that a number of
steel pipes were stolen from the exterior of the business and surveillance video captured some
information regarding the male and female who are seen loading the items into a pickup truck.
The investigation led to Summit Recycling, and the offenders were subsequently identified as
individuals who sell scrap metal to the business. Troy Hancock, 42, of no fixed address was
arrested for petit larceny and released on his own recognizance. Andrea Vrooman, 46, of
Stafford was arrested for felony larceny and incarcerated at the Rappahannock Regional Jail.
John A. Kaila Law Firm, 1901 Plank Rd, 7/14 – 7/16 8:00 am. The office manager reported
that a large planter was stolen from in front of the business. No suspects or witnesses at this
time.
Walmart, 1800 Carl D Silver Pkwy, 7/16 8:15 pm – 8:45 pm. A Baltimore resident reported
that prescription pain medication and other items were stolen from her purse which she had left
inside her vehicle. No suspects or witnesses at this time.
 
 
VANDALISM:
Madonna House, 2600 Cowan Blvd, 7/13 – 7/16 10:40 am. A maintenance supervisor reported
that a gate latch and a fire door operational arm were damaged. No suspects or witnesses at
this time.
 
 
ARRESTS:
William Walden, 28, of Fredericksburg was arrested for domestic assault and battery and child
abuse/neglect.
Eseveo Flores, 48, of no fixed address was arrested for drinking in public.
