"Snap-n-Pops" Injure Elementary School Student
After a student at a Prince William County elementary school is injured by "party snaps," also called "snap-n-pops," the Fire Marshall's Office is sending a warning to parents.
The white twisted papers are popular around the Fourth of July and flash and pop when they are thrown to the ground. They are considered small flammable firecrackers. 
The Prince William student was hurt after another student brought some of them to school and a warning note is being sent home to parents. The "party snaps" are not a toy, are recommended for adult supervision and should never be given to children under the age of ten.

Search for Suspect Locks Down Two Local Schools

Smith Station Elementary and Freedom Middle School were in lockdown Wednesday afternoon for about 45 minutes at the request of the Spotsylvania Sheriff’s Office. Schools spokeswoman Rene Daniels says the children and staff were kept inside the schools while deputies were hunting for a crime suspect in the Salem Fields area.

The lockdown started about 2:40 p.m. and ended at 3:28 p.m., six minutes after deputies took custody of the suspect.

Daniels says some buses were planned to be delayed because of the late release of children from the two schools.

Tractor Trailer Overturns on I-295 Ramp to Interstate
The exit ramp from I-295 south to I-95 north in Henrico periodically closed to traffic Wednesday afternoon. Just after 1:30 p.m., a 2007 Freightliner tractor-trailer ran off the left side of the road and overturned onto the drivers side.
Munib Malokos of Chicago was taken to a hospital with minor injuries. Virginia State Police say he is charged with reckless driving and speed is a factor in the crash.
Unloading the rolls of paper on board at the time of the crash, uprighting the truck and cleanup at the scene went on through rush hour.

Stafford boy drowns in retention pond

 

 

STAFFORD, Va. (AP) - Stafford County authorities say an 11-year-old autistic boy has drowned in a retention pond.

 

The sheriff's office says that the boy left his home in the Somerset Landing neighborhood off U.S. 1 unnoticed. His mother found him in the pond in the neighborhood.

 

A man walking his dog saw the mother and helped her get the boy out of the pond. The boy was pronounced dead at a local hospital.

 

The incident occurred Monday. The boy's name hasn't been released.

Million Dollar Ticket Sold in Spotsylvania
Someone who bought a Mega Millions ticket at the Fas Mart on Leavells Road in Spotsylvania is a millionaire today...and they didn't even have the Mega Ball in Tuesday's drawing. 
John Haggerty says it happened because the person had the first five numbers correct and for an extra buck played the Megaplier winning a million-dollars. After taxes that's $710,000.
Those five numbers are 3, 9, 15, 37 and 38.
The Mega Millions jackpot for Friday is now $88-million.

Rappahannock Electric Cooperative Concerned Over New EPA Regulations
Officials at Rappahannock Electric Cooperative are concerned that new source performance standards instituted by the EPA will have a negative cost impact to customers. 
REC CEO Kent Farmer says they have met with Congressman Eric Cantor to share their concerns. Among the green energy changes, virtually no new coal fired power plants would be permitted in Virginia. REC's coal fired plant in Halifax provides 30 percent of energy to its customers. 
Farmer says they already makes a number of energy conservation programs available to members. They support developing new power options, but wants to strike a balance to keeping costs low for customers.

Fraud Trial of Fredericksburg Couple Underway
 RICHMOND, Va. (AP) - A trial is under way in Richmond for a former FBI agent and his wife, who are charged in a $1.3 million investment fraud scheme.
 
     John Robert Graves and Sara Turberville Graves of Fredericksburg are charged with conspiracy to commit wire and mail fraud, and other fraud counts. John Graves also is charged with lying to investigators.
 
     John Graves founded the Brook Point Management investment and insurance company in 2003. Prosecutors allege the couple misrepresented to clients the safety of their money and how it would be used.
 
     Prosecutor Jamie Mickelson told jurors during opening statements Monday that nearly $1 million of the investors' $1.3 million was improperly spent.
 
     John Graves' attorney, Carolyn Grady, acknowledged investors lost their money but said it was because of the sour economy, not fraud.

Suspended for Former Fredericksburg Cop in Solicitation Case
A 24-year police veteran and former head of the Fredericksburg detective's division is handed two three year suspended sentences on Monday.
Brent Mitchell Taylor was arrested in January when a 17 year old boy found walking on Route 17 said that he locked himself out of the motel room Taylor had rented for the pair.
He was charged with two felonies, using electronic means to solicit a minor and crimes against nature. Taylor was immediately suspended from the Fredericksburg force and later resigned.

Caroline Fire Leaves Three Children and One Adult Without a Home
Three children and one adult are being helped by the American Red Cross after a fire in their Swan Lane home in Caroline County leaves them without somewhere to stay.
It was called in by on of the children Friday evening and was put out within about 17 minutes. Quick reaction by the residents and firefighters kept the damage contained to the room where the accidental fire started. It still can not be occupied until repairs are made, followed by an inspection.
Fire investigators warn all residents have working smoke detectors and to change batteries at least twice a year.

VRE Approves 3% Fare Increase
ALEXANDRIA, Va. (AP) - Virginia Railway Express passengers will soon see a 3 percent fare increase. 
 
The fare hike was approved last week by the railway's operations board and will take effect on July 1. It was discussed during a series of community meetings held from Washington to Stafford.
 
The minimum one-way ticket will go from $2.90 to $3, and the maximum one-way ticket will rise from $10.30 to $10.65.
 
The increase is expected to generate about $900,000 in additional revenue next year. That money will be used to pay for rising fuel costs and increased payments to Keolis, VRE's primary contractor that runs the day-to-day operation of the railway. 
 
The last time VRE raised fares was in 2009.

Spotsylvania Student's Appeal Heads Back to Supreme Court
  RICHMOND, Va. (AP) - A civil liberties group is taking the case of a Virginia student suspended for shooting fellow students with plastic pellets to the U.S. Supreme Court.
 
     The Rutherford Institute said Friday that it has asked the court to hear Andrew Mikel's case.
 
     The Spotsylvania High School student was suspended in December 2010 for the rest of the school year. School officials said he shot small, hollow plastic pellets at other students during lunch, which constituted "violent criminal conduct" and possession of a weapon.
 
     The Supreme Court of Virginia rejected the institute's initial appeal and later refused to rehear the case.
 
     In their latest petition, institute lawyers argue that Mikel's actions weren't criminal. They also say Mikel's due process rights were violated.

Weekend Music Event to Honor Brian Stroebel
A long-time WFLS radio announcer and friend of the community will again be honored and remembered this weekend. 
David Beck of Beck Insurance in Fredericksburg is one of the many helping organize the "Celebration of Life Through Music" event for Brian Stroebel, his wife Jenny and their sons. 
It will be held at the Fredericksburg Fairgrounds this Sunday from 1:00 until 8:00 p.m. Beck says there will be a little something for everyone, from nine bands and food to a silent auction and kids area.
Adult tickets are $10 and proceeds will help the Stroebel family and give many people that knew and loved Brian a final chance to say goodbye.

EZ Pass Fees Could be Increased
More tolls on the way to roads in Virginia will likely mean some changes for EZ Pass customers.
An extra $1 a month fee could be on the way to the accounts of EZ Pass customers in Virginia. More tolls are on the way for Virginia drivers from the planned Midtown tunnel near Newport News, the I-495 express lanes and possibly south of Fredericksburg on I-95. VDOT Spokeswoman Tamara Rollinson says they project the changes will double the EZ Pass business in the coming months and years. The fee will help cover their added administrative costs and purchase of new transponders.

Avoid Driving in Flip Flops of Sandals
Now that the weather is warmer, the DMV is warning drivers that spring sandals and flip flops can become a driving hazard.
The shoes can slip off and get wedged under the brake or accelerator. Driving without any shoes is also dangerous and high heels can stick in the floormat when people are trying to brake or accelerate.
Spokeswoman Melanie Stokes says people should keep a pair of shoes in the car, just for driving. Something like a tennis shoe or one that laces up with a rubber sole is the best idea. The key to driving safely is to stay in control of the car.

Local Law Firm Launches Hometown Heroes Campaign

Person Shot And Killed in Charles County
LA PLATA, Md. (AP) - The Charles County Sheriff's Office say a 32-year old LaPlata man has been shot and killed on a street in La Plata.
 
Diane Richardson, a police spokeswoman, says sheriff's officers were patrolling an area of Charles Street when they heard gunshots about 8:45 p.m. Wednesday. Officers searched the area and found Martin Hawkins in the road in the 200 block of Kent Avenue. 
 
Hawkins was pronounced dead at the scene.

Louisa Man to be Sentenced on Larceny and Burglary Charges
A 26 year old Bumpass man is convicted on three counts of grand larceny and two counts of burglary. The Louisa Commonwealth's Attorney says several stolen items; a truck, backpack and a bottle of liquor lead to Michael "Adam" Ferrell's arrest by troopers in Ohio, where he fled after a string of Louisa robberies.
Ferrell was apparently on bond and awaiting trial for a possession of a firearm by a convicted felon charge when the robberies took place last summer. He will be sentenced on June 11th and faces decades in prison.

Discovery Passes Over Fredericksburg Headed to Dulles


The strange object flying over the Fredericksburg area this morning was too big to be a helicopter but didn’t seem like an airplane either. Big planes usually aren’t moving that slowly, nor do they fly that low. But when it banked slightly, those who came out of their houses or stopped their cars along Washington Avenue could see the unmistakable silhouette of the space shuttle Discovery.

The Boeing transport plane with shuttle on its back left Florida early this morning, headed to the Smithsonian’s Steven F. Udvar-Hazy Center near Dulles Airport. By 9:30 a.m. it passed directly above the Fredericksburg area, heading northwest, below the cloud cover, on its final journey.

1996 Culpeper slaying case delayed for DNA tests

CULPEPER, Va. (AP) - A case involving the 1996 slaying of a Culpeper County woman is being delayed to allow more time for DNA tests.

 

Special prosecutor Raymond Morrough requested the delay Monday during a status hearing in Culpeper County Circuit Court. Judge Cheryl Higgins continued the case until June 18.

 

Morrough told Higgins that witnesses are being interviewed and the investigation is making progress.

 

Morrough will decide whether Michael Wayne Hash will be retried for the death of 74-year-old Thelma Scroggins.

 

In February, a federal judge overturned Hash's 2001 capital murder conviction and life sentence, citing prosecutorial and police misconduct. Hash was released from prison and remains free on bond.

 

Hash was 15 at the time of Scroggins' death. He will celebrate his 31st birthday on April 23.

2 Motorcyclists Killed in Prince William County
MANASSAS, Va. (AP) - Prince William County police say two motorcyclists were killed in separate crashes on the same road over the weekend.
 
Officer Jonathan Perok, a police spokesman, says the first collision occurred on Joplin Road at Park Headquarters Road in Triangle about 10 a.m. Saturday. Police say the motorcyclist collided with a vehicle and was pronounced dead at the scene. 
 
The second fatal crash occurred on Joplin Road near Arden Road in Manassas about 7 p.m. Sunday. Police say a motorcycle crashed into a vehicle. Authorities say that motorcyclist also was pronounced dead at the scene.
 
The identities of the victims have not been released, pending notification of next of kin.

Best Buy to Close Spotsylvania Store
The Best Buy at Cosner's Corner will close later this year, possibly as early as next month. Best Buy announced plans in March to close 50 U.S. stores. 
Best Buy stores in Alexandria and Richmond are the other two of threestores in Virginia that will close.

Three Charged Following Chase
Three men are arrested following a chase in Culpeper County early Sunday. 
A deputy had stopped to check on a suspicious vehicle at Revercomb Rd. and Germanna Highway. As he walked toward the vehicle the driver put it into reverse striking the deputy's arm with the side mirror. The vehicle moved forward and then in reverse hitting the cruiser. 
After a chase, 23-year old David Lee Story Jr was arrested and faces multiple felony charges. 
Two passengers in the vehicle are charged with being drunk in public.

Elderly Orange Resident Murdered
Orange County authorities are looking for a Louisa man for questioning in the murder of an elderly county resident.
The sheriff's office reports that 84-year-old James Oliver Weaver was found dead at his Monrovia Road home on Thursday. Autopsy results indicate that the victim died of blunt force trauma to the head.
Deputies are looking for 43-year-old James Melvin Smith in connection with the case. Smith is wanted on felony fraud and forgery charges and is known to be driving a white, 1995 Chevy SUV.
Anyone with information is asked to contact Orange County authorities at 672-1200.

More than 28,000 Distracted Driving Crashes on Virginia Roads
During National Distracted Driver Awareness month, people are being reminded that more than 28,000 people were involved in crashes on Virginia roads last year alone. 
Martha Meade with Triple-A Mid-Atlantic says fatigue, in-car distractions, cell phone use and looking at accidents or distressed motorists top the driver distraction list. 
Always carry a charged cellphone, in case of an emergency, but avoid talking or texting while driving. If you do have a car problem, try to get to the nearest exit and if possible, leave the car and go up onto the bank of the road while you wait for help.
Last year alone, there were more than 16,000 injuries and over 130 fatalities attributed to distracted drivers.

Nuclear Plant Violations to be Topic of Discussion Next Week
 RICHMOND, Va. (AP) - Federal regulators have scheduled meetings with Dominion Virginia Power to discuss apparent violations at its two nuclear power stations.
 
     The Nuclear Regulatory Commission says it has scheduled meetings in Atlanta with company officials next week to discuss the issues at the energy provider's North Anna and Surry nuclear power stations. 
 
     Regulators say inspectors found that a gasket failure prevented one of the diesel generators at North Anna from performing its function following the August earthquake. While the gasket was replaced the same day, inspectors found the plant did not have adequate procedures for installing the gasket.
 
     The NRC also says inspectors found the company failed to provide appropriate maintenance procedures for a standpipe that indicates coolant levels in one of the reactors at its Surry plant during maintenance activities.

National Slavery Museum's Reorganization Plan Gets a Hearing
  RICHMOND, Va. (AP) - A reorganization plan for the debt-ridden U.S. National Slavery Museum is heading to creditors.
 
     U.S. Bankruptcy Judge Douglas O. Tice Jr. on Wednesday scheduled a June 6 hearing on the plan, which will be voted on by creditors before the hearing.
 
     The museum envisioned by former Gov. L. Douglas Wilder was sunk by more than $7 million in debt after fundraising for the proposed Fredericksburg attraction dried up.
 
     Under a plan submitted by the museum's attorney, Sandra R. Robinson, the museum would launch an ambitious fundraising effort to repay creditors and get the museum back on track.
 
     The museum's Chapter 11 bankruptcy filing lets museum's backers to develop a plan to emerge from bankruptcy while staving off creditors' lawsuits. 
 
     Tice complimented Robinson on her efforts to revive the museum.

Local Jobless Numbers Rise but Still Better than Last Year
RICHMOND, Va. (AP) - The city of Martinsville's jobless rate remained the highest in Virginia in February.           
 
The Virginia Employment Commission says the city's seasonally unadjusted unemployment rate was 16.7 percent, down from 18.1 percent in January and down from 17.7 percent a year ago. The statewide rate for February was 6.1 percent.       
 
Nationally, the seasonally unadjusted unemployment rate for February was 8.7 percent. Rates dropped from last year in 344 metropolitan areas, increased in 19 and were flat in nine.  
 
The local jobless rate rose slightly in February but remains well below the level from a year ago. 
The Fredericksburg-area unemployment rate was at 5.8 percent, up from 5.6 percent in January but down from 6.4 percent the year prior. For Kim Weber at Taskforce Staffing in Fredericksburg, there has been little change in the amount of people looking for work or the amount of employers willing to hire. She says most of them are looking for temporary workers to complete special projects.
Stafford fares best in the region with a 5 percent jobless rate in February. At 8.8 percent, the City of Fredericksburg had the region's highest jobless rate, but it was down from the month and year prior.
   
Arlington County had Virginia's lowest jobless rate with 3.9 percent in February, followed by 4.3 percent in Loudoun and Fairfax counties.
 
     The Danville region had the highest unemployment rate among Virginia's metropolitan regions at 8.7 percent. The Washington metropolitan region that includes Arlington and Alexandria had the lowest jobless rate of 4.7 percent.

Olympic Gold Medalist Diver Mark Lenzi Dies at 43
Olympic diving champion Mark Lenzi has died at 43 in Greenville, N.C.
 
According to The Free Lance-Star Lenzi had been hospitalized for two weeks after suffering fainting spells. His mother, Ellie, told the newspaper her son's blood pressure was too low.
 
Lenzi won the 3-meter springboard at the 1992 Barcelona Olympics. Four years later, he came out of a brief retirement and won the bronze medal at the 1996 Atlanta Olympics.
 
Lenzi won two NCAA diving championships, 18 international competitions and was twice named America's diver of the year. He spent 2009-11 as the diving coach at East Carolina.
 
His funeral is Tuesday in Greenville.

Prince William County Lawmaker to Run for Lieutenant Governor
 RICHMOND, Va. (AP) - Republican Corey Stewart is making his widely reported intent to run for lieutenant governor next year official this week.
 
     Stewart, the chairman of the Prince William County Board of Supervisors, plans to make his formal announcement on Wednesday.
 
     He said in a January interview with Charlottesville radio station WINA that he would run for lieutenant governor in 2013, and his comments were also reported in the News & Messenger newspaper of Manassas.
 
     Stewart announced his intent to run in 2009 for lieutenant governor, but withdrew in 2008 after incumbent Republican Bill Bolling said he would seek re-election and defer his run for governor to 2013. That cleared the way for Republican Gov. Bob McDonnell's uncontested nomination.
 
     Bolling and Attorney General Ken Cuccinelli are competing for the 2013 GOP gubernatorial nomination.

Fredericksburg Police Investigate Early Saturday Morning Homicide
The Fredericksburg Police Department has made an arrest in the homicide that  that occurred in the early morning hours on Saturday. Police say that 35-year-old Tyrone Tomek Johnson was apprehended on Wicklow Drive without incident.
Twelve hours earlier officers responded to the scene at the 300 block of Brock Square in the Central Park Townhomes just after 3:30 a.m. The victim's friend, who lives in the neighborhood, called 911 when he discovered  Nathaniel Dywayne Henderson  bleeding and apparently deceased, in a nearby townhouse. Authorities say the man suffered an apparent gunshot to the head.

Nobody else was inside the townhome when police arrived. However, they have since learned there was a dispute between the victim and Johnson. Johnson is charged with first degree murder and the use of a firearm in the commission of a felony. He remains jailed.

Driver Charged in Death of Radio Personality
A 42-year-old Spotsylvania man has been charged in the death of longtime WFLS Radio personality Brian Strobel.
Ralph Thomas Parillo faces a charge of reckless driving.
Spotsylvania Sheriff's Captain Mike Harvey says the Sheriff's Office Traffic Unit conducted a thorough investigation. He says record and documents were looked at as well as the vehicle. In addition the accident was reconstructed with video taken at the scene that will be used in court.
There's no word on a court date.

More Free Tickets for Jackson Show
MINERAL, Va. (AP) - Capitol Records Nashville is increasing the number of free tickets for an Alan Jackson fundraising concert in a Virginia town hit hard by last year's earthquake.
 
Capitol says in a news release that 3,000 free tickets will be available on April 18 on a first-come, first served basis. The concert will be held May 20 in Mineral, the epicenter of the 5.8-magnitude earthquake.
 
Initially, Capitol planned to provide free tickets only to Mineral's roughly 490 residents. That prompted complaints from Louisa County residents that the concert had been promoted as free.
 
Tickets are still being sold for the concert. Proceeds will help the county rebuild schools damaged by the earthquake.
 
But Capitol says anyone who has bought tickets can get a refund through April 13 at www.ticketfly.com .

Suspects Sought in Stafford School Bus Fire
The Stafford Fire Marshal's Office is asking for help finding two potential suspects in a school bus fire that occurred March 31st at Ferry Farm Elementary School.
The fire was reported at 1:09 a.m. Fire officials have now obtained video of two men running from the scene at 12:55 a.m.

Schieber Wins Stafford Special Election
Ty Schieber will remain as the Garrisonville Supervisor until the end of 2013. 
He wins 65 percent of the vote in Tuesday's special election to beat opponent Jac Starkey, a retired Air Force colonel running as a Democrat. Schieber served two years as the Garrisonville District School Board member before being selected by the board in January to be the interim supervisor. He filled the post vacated by Mark Dudenhefer who went on to serve the Virginia House of Delegates.

Document Belongings for Insurance Claims Before a Disaster
Ahead of tornado and hurricane season in Virginia, homeowners are being encouraged to know the ins and outs of their homeowner's insurance police. 
George Lyle with the State Corporation Commission says it is the policy holder's responsibility to file a claim and list everything they lost.
It is easier to be prepared now before a stressful disaster happens.
Most policies reimburse up to the policy limit for the item's cash value, not replacement cost, so good documentation is important. Write down everything that is owned, along with its date and age and value. Pictures are also a good idea and several phone apps are also available to help with the process. Once everything is documented, make sure it is kept in a safe and secure place.

Fredericksburg Man Jailed in His Own Stabbing
A Fredericksburg man is arrested after reporting that he was stabbed near the Central Park Townhomes Tuesday morning. 
Fredericksburg Police Spokeswoman Natatia Bledsoe says emergency crews treated Dante Rojas for his wound and took him to the hospital. Police launch a massive search for the alleged stabbing suspect, but then the investigation brings new information. The 23 year old apparently stabbed himself. They believe he may have done so to avoid going back to jail immediately. Rojas faced an outstanding warrant for domestic assault and battery and a pending probation violation.
Rojas now also faces a charge for filing a false police report and is back in the Rappahannock Regional Jail.

Man Killed in Caroline Crash
A Hanover County man was killed Monday afternoon in a Caroline County crash. 
State Police report that 60-year-old Wayne N. Cole of Beaverdam was traveling south on Countyline Church Road when a car traveling on Gatewood Road lost control and entered the intersection, hitting Cole's pick-up truck. The truck ran off the road and up an embankment, ejecting Cole, who was not wearing a safety belt. He died at the scene.
 
The driver of the car, 57-year-old Mary Erickson of Ruther Glen suffered minor injuries. She is charged with reckless driving and failure to maintain proper control.

Police: Spotsylvania Man Uses Vacant Homes to Rob, Rape Women

Spotsylvania authorities have nabbed a man who was using vacant homes in a subdivision to rape and rob two women. 
According to authorities, 20-year-old Thomas Xavier Stone allegedly called for the massage services of an 18-year-old woman. When she arrived at the house on Roslyn Road she was forced at gunpoint to have sex and robbed. 
The next day the same thing happened to a 20-year-old woman at a home on Reground Road. 
Stone is reported to have attempted to run from the scene and a K-9 gave pursuit and apprehended the suspect.
Stone faces numerous charges including abduction, rape, robbery, and use of a firearm in the commission of a felony. He is jailed without bond.
