Bus Dispatcher's Trial in Caroline Delayed
   BOWLING GREEN, Va. (AP) - A North Carolina bus dispatcher will stand trial in Virginia in October on charges stemming from a wreck that killed four passengers.
     The Caroline County Circuit Court clerk's office says the trial of Zhao Jian Chen of Greensboro, N.C., was continued on Wednesday from its original June court date. The two-day trial is now set to begin Oct. 30.
     In March, Chen pleaded not guilty to four involuntary manslaughter counts stemming from the May 31, 2011, crash on Interstate 95 about 30 miles north of Richmond.
     Prosecutor Tony Spencer has said Chen told Sky Express driver Kin Yiu Cheung of New York to continue driving after Cheung told him he was too tired.
     Cheung's bus swerved off the highway, hit an embankment and overturned. He also faces involuntary manslaughter charges.

Midair Collision Handed Over to NTSB in Canada
Investigators of the mid-air collision of two planes registered to federal employees Monday afternoon in Fauquier County is handed over to the Transportation Safety Board of Canada. 
One plane was registered to a Federal Avaiation Administration employee, the other to a National Transportation Safety Board employee.
Two people are dead and State Police report that both planes crashed to the ground about a mile apart from each other in the Union Church Road area. 
One of the planes caught fire upon impact. Two bodies were found inside the wreckage of the Beechcraft BE-35 six seat aircraft. State police are working to identify the pilot and passenger and their remains have been taken to the medical examiner's office.
The FAA employee and pilot of the Piper PA-28, Thomas R. Provin of Broad Run, was taken to Mary Washington Hospital and was conscious.
Due to the nature of the crash and the plane registrations, the NTSB announces Tuesday that its Canadian office will finish the investigation.

Spotsylvania man arrested after allegedly molesting his 11 year-old daughter
A Spotsylvania County man is arres ed after allegedlymolesting his 11 year-old daughter.

An investigation began last week when authorities removed his daughter from his home.

40 year-old Stephen Hale was taken into custody Wednesday without incident and is facing numerous charges.

Bicyclist Killed During Early Morning Ride
A 49-year-old Spotsylvania woman is dead after she was struck while riding a bike early Thursday morning on Courthouse Road.
The Spotsylvania Sheriff’s Office reports that Allison R. Britt was riding in the eastbound lanes about 2:30 a.m. when she was struck by a car.  She was pronounced dead at the scene.  
Britt was not wearing any reflective gear, nor did she have any lights on the bike.
She was known to ride late at night.

Man Shot in Stafford Shopping Center Lot Tuesday Night
The Stafford Sheriff's Office is investigating the shooting death of a man who allegedly attacked another man with a knife.
It happened around 11:00 p.m. Tuesday night in the parking lot of the Earls Shopping Center. A woman called 9-1-1 to say the man she was with in a car had just shot another man that had attacked him with a knife. The individual who shot the man and the woman tell detectives they were in the car talking when two men walked up and one asked them for money. The driver said no and told them to move on. A short time later, one returned and tried to attack the man through the car window. The driver got his handgun from the glove box and fired.
29 year old Chrisopher Rigby died at the scene. The shooter has a concealed weapons license and for now, no charges have been filed.

Stafford Man Dies in I-95 Crash Wednesday
A man from Stafford County dies in a three vehicle crash on I-95 north near Dale City Wednesday morning.
Virginia State Police responded to the scene. They say a 2003 Dodge Ram and a 2012 Kia Spectra where stopped in the left lane due to traffic, when a 2010 Ford Econoline van rear-ended the Dodge Ram. The impact of that crash pushed the Ram into the Spectra.
The driver of the van, Kevin L. Mullins was not wearing a seat belt and died at the scene. Alcohol was not a factor in the crash; though the cause remains under investigation.

Fisher House Dedicated at Fort Belvoir
   FORT BELVOIR, Va. (AP) - Military and civilian leaders are dedicating a new home on Fort Belvoir that will provide free housing to families of military members receiving medical care at the base's new hospital.
 
     The 10,000 square-foot Fisher House will be donated to the U.S. Army during a ceremony Tuesday. The home will consist of 12 suites to serve military family members. It is one of more than 55 Fisher Houses at U.S. military installations.
 
     The Fisher House being dedicated at Belvoir will accompany the base's new community hospital, a $1 billion, 120-bed facility that opened last year.

State Fair Site Sold to Tennessee-Based Company Tuesday
The State Fair of Virginia sells at auction Tuesday for over $550 million.
Mark Lovell of Tennessee-based Universal Fairs bought the State Fair of Virginia's intellectual and physical property, including the 360-acre Meadow Event Park site where Triple Crown winner Secretariat was born. He says the fair will go on this September, in the current site, as planned.
Several groups had expressed interest in buying the property.
State Fair of Virginia Inc. acquired the property in 2003 and moved the annual agricultural event from its longtime home in Richmond in 2009.

Bad Weather Snarls Commute; Two Killed in Crashes
Virginia State Police were kept busy Tuesday morning with a series of crashes, two of them fatal, along I-95.
The first accident happened at about 4:30 a.m. along Southbound I-95 at mile marker 154 in Prince William County. 
The driver of a van traveling south lost control, ran off the left side of the highway. The van then struck a guardrail and overturned at lest two times. 
Two passengers were ejected from the van. Both were taken to Fairfax Inova Hospital, where one later died. The other person is being treated for life threatening injuries. 
The driver was taken to Potomac Hospital.
The names of those involved have not been released.
At about 7:45 a.m. an accident involving a bread truck and a tanker truck near the Dale City Exit is currently being investigated. There is one confirmed fatality and state police are on the scene investigating. Traffic is reportedly getting by in the right two lanes.

Authorities Investigate Two Robberies
Spotsylvania authorities are looking for the suspects in two robberies Monday night. The first happened after 10 p.m. when a pizza delivery person was robbed by three black men. One of them carrying a knife held the victim while the other two took cash. 
It turns out that the home the victim was delivering to is unoccupied.
The second robbery happened at 11p.m. along Slater Street. 
A woman let her dogs out of the house when two black men forced their way inside. The 46-year-old woman was tied up and jewelry and electronics were taken from the home. 
The woman was bale to get free and went to neighbor's house for help.

State Fair Could go on in Caroline
  RICHMOND, Va. (AP) - A deal reached in the State Fair of Virginia bankruptcy case would clear the way for a buyer to purchase the entire fair in an attempt to put on the event in September.
 
     Documents filed Monday in U.S. Bankruptcy Court indicate that the agreement between the lender group and the bankruptcy trustee also would free up funds in several accounts - including more than $356,000 in student scholarships that SFVA previously promised before it liquidated.
 
     A federal judge must approve the agreement. A hearing is set for Wednesday.
 
     A foreclosure auction is scheduled for Tuesday for the 360-acre Meadow Event Park in Caroline County as well as the fair's intellectual property. SFVA filed for bankruptcy after defaulting on nearly $80 million in loans.

Jackson Raises Money for Quake-damaged Louisa County
MINERAL, Va. (AP) - Country singer Alan Jackson has raised more than $150,000 to help a Virginia county rebuild schools damaged by last year's earthquake.
 
A benefit concert by Jackson drew 6,000 people to Louisa County on Sunday night. Jackson performed in the parking lot of Louisa County High School, which was closed after the magnitude-5.8 earthquake on Aug. 23, 2011.
 
Mineral, the town at the quake's epicenter, won the show in an online voting contest.
 
Media outlets report that Jackson told the crowd many of those who voted for Mineral in the contest aren't from the town. He said that shows people in America take care of each other.
 
Capitol Records provided about 3,000 free tickets and sold another 3,000.

Historic Half Marathon in Fredericksburg this Weekend
The fifth annual Marine Corps Historic Half Marathon gets underway at 7:00 a.m. on Sunday morning. It starts and finishes at the Fredericksburg Expo and Conference Center in Celebrate Virginia. The event will cause rolling closures on many local roads, some for more than an hour at a time. Fredericksburg Police will have several dozen officers on patrol and the Marines will assist them with traffic control. They do remind people, especially those heading to several churches along the route, to allow extra time or to take an alternate route and to pack their patience. The race will be completely over by 11:00 a.m., but the 8,000 runners, spectators and other visitors will keep traffic in the area bust throughout much of the weekend.
As part of the Historic Half, the Healthy Lifestyle Expo is also underway at the Expo Center. It runs until 8:00 p.m. Friday night and from 10:00 a.m. until 7:00 p.m. on Saturday. It is there that all of the runners are required to register before the face and pick up their bib and other materials. The event is also open to the public and free to attend. A number of vendors will be on hand with information on running exercise, diet and a healthy lifestyle. Shuttles will run from there into downtown Fredericksburg throughout the day on Saturday, into the early evening hours.

Historic House Gets Funds for Quake Repairs
A foundation working to repair earthquake damage at a historic home in Culpeper County is getting help from the federal government.
 
The Federal Emergency Management Agency has agreed to provide nearly $750,000 to help pay for repairs to Salubria. The Germanna Foundation will have to raise $250,000 for the repairs, which will cost $1 million.
 
Architectural historian Doug Harnsberger tells The Free Lance-Star  that the earthquake damaged two chimneys. Bricks that fell off the chimneys damaged eight rafters in the attic.
 
The foundation also plans to put a new shingled roof on house.
 
The 1757 Georgian-style house was built for the widow of Colonial Gov. Alexander Spotswood.
 
Foundation executive director Karen Quanbeck says the repairs are expected to be completed around June 1.

Military and civilian leaders will dedicate the new Fort Belvoir Community Hospital Fisher House on May 22nd at 10:00 a.m.
The Fisher House is the first to be constructed at Fort Belvoir and is joining a network of more than 55 operating in the United States and Germany. It will be gifted to the United States Army as part of the ceremony.
Fisher House Foundation ensures that there is no fee to stay in its' comfort homes while out of town family visit recovering wounded warriors.

2 shot in Dumfries; expected to survive

 

DUMFRIES. (AP) - Prince William County police say two people have been shot and injured at a home in the Dumfries area.

 

Police say they were called to a shooting at a home in the 2900 block of Weatherburn Court about 8:30 p.m. Wednesday. Authorities say two adults were found wounded at the scene and were taken to a hospital. Their injuries did not appear to be life-threatening.

 

Police said the shooting may have been part of an on-going dispute, but officials declined to release details.

US Slavery museum wins OK for new bankruptcy date

 RICHMOND, Va. (AP) - A judge has rescheduled a confirmation hearing on a bankruptcy reorganization plan for the debt-ridden U.S. National Slavery Museum.
 
 U.S. Bankruptcy Judge Douglas O. Tice Jr. on Wednesday set the hearing for June 27. It had been scheduled for June 6, but an attorney representing former Gov. L. Douglas Wilder and the museum sought the three-week delay.
 
 The museum had been proposed for a site in Fredericksburg but it became mired in debt totaling $7 million.
 
 
The museum's creditors include the city of Fredericksburg, which is seeking more than one-quarter-of-a-million dollars in back taxes.

Waldorf Boy, 3, Killed After Leaving Car
WALDORF, Md. (AP) - The Charles County Sheriff's Office says a 3-year-old boy was killed after he climbed out of his mother's car and walked into the path of another vehicle. 
 
Authorities say the incident occurred in the 10500 block of Sugarberry Street in Waldorf about 2 p.m. Tuesday.
 
Police say the boy had been in a car seat in the back seat of the vehicle when his mother pulled over to give some mail to a postal worker. Police say the boy unbuckled himself, left the car and walked into the roadway where he was struck by an oncoming SUV.
 
The boy was pronounced dead at the scene.

Fed Ex Makes Strides in Going Green
Fed Ex is ahead of the curb with new federal fuel efficiency standards and ahead of their own goal. 
Its' Vice President of Environmental Affairs, Mitch Jackson says they were shooting for a 2020 timeframe. The vehicle fleet is over 16% more efficient than it was six years ago.
Jackson says they have done it by putting the most efficient vehicles on the longest routes and replacing traditional gas vehicles with all electric. He thinks their plan can work for multiple commercial companies, down the road.

Weighing in on the Health of the Potomac River
Two West Virginia rivers are now listed among the nation's 10 most endangered. 
At number 1 on American Rivers' annual list is the Potomac.
It provides drinking water and recreation for more than 5 million people in Virginia, Maryland, Pennsylvania, West Virginia and Washington, D.C. 
Steve Chaconas with National Bass says the river is far less polluted than it was in the 1960's. He says recycling at home, using lawn fertilizer responsibly and not litering can add to the health of the river.

Additional Inspections Ahead at North Anna
  RICHMOND, Va. (AP) - Dominion Virginia Power is facing additional federal inspections at its North Anna Nuclear Power Station in central Virginia.
 
     The Nuclear Regulatory Commission said Monday that Dominion had a "white" safety violation at the power plant for maintenance procedures related to its emergency diesel generators.
 
     Regulators say inspectors found that a gasket failure prevented one of the diesel generators from performing its function following the August earthquake. While the gasket was replaced the same day, inspectors found the plant did not have adequate procedures for installing the gasket. 
 
     Officials say the violation was of low to moderate safety significance, but will garner additional inspections.
 
     The Richmond-based energy provider discussed the issue with regulators in April. Dominion says the violation didn't pose any public safety risk and procedures have been improved.

Man Wanted for Rape and Abduction of a Local Minor



{Photo} Fredericksburg Police are looking for the man wanted as a suspect for the rape of a child.
Jonathan Rodriguez Arzuaga is charged with rape of a victim under the age of 13 and abduction. The offenses occurred at a home on Airport Avenue.
Arzuaga is a white, 5 feet 8 inches tall and 175 pounds, with pierced ears and a pierced eyebrow. He is known to have relatives in the Woodford area of Caroline County.

Wittman Campaign Kick-off to Visit Stafford
Virginia Congressman Rob Wittman will hold his third and final 2012 campaign kick-off this weekend. He will be at the Holiday Inn Express Hotel and Suites on Warrenton Road at 5:00 p.m.
The series of three events started in Wittman's hometown of Montross and then visited Williamsburg before ending in Stafford. Wittman was first elected to represent the 1st Congressional District in 2007.

Man Charged with Stabbing Girlfriend

A Spotsylvania man is behind bars after stabbing his girlfriend at a local motel.
 
The incident happened Friday night at the Econolodge Motel on Jefferson Davis Highway. Deputies found a 36-year-old woman who had been stabbed in the abdomen. She told authorities that she had caught 32-year-old Roland Thomas Smith cheating on her. 
Witnesses pointed out Smith who was trying to leave the scene. He was taken into custody and the knife that was used was in his possession.
 
Smith is jailed without bond on a charge of aggravated malicious wounding.

No Foul Play in Case of Body Found at Manassas Rest Area
An examination and autopsy by the Office of the Medical Examiner in Manassas rules that the man discovered Wednesday in his car at the I-66 Manassas Rest Area/Welcome Center died of natural causes.
A VDOT attendant notified State Police of the deceased male just after 2:00 p.m. State police immediately responded  to the scene to investigate. The man was 51 years old and a resident of Haymarket.

Law Enforcement United Bike Ride Comes to Stafford
The Stafford County Sheriff's Office announces the route for the Law Enforcement United Bike Ride that is coming through Stafford County Friday.
The Law Enforcement United Bike Ride will be entering Stafford County at the Falmouth Route 1 Bridge, approximately 2:40 p.m. and will stop at the Public Safety Center, at approximately 3:15 p.m. From there the ride will continue on Route 630 Courthouse Road to Austin Ridge Drive and Mine Road. The riders will turn from Mine Road onto Greenspring Drive and then to the hotel on Salisbury Drive.
The Bike Ride will leave the hotel between 8:30 a.m. and 9:00 a.m .on Saturday and travel up Route 1 North to the Prince William County Line.
Expect rolling closures along Route 1 north Friday afternoon and Saturday morning. Once the riders clear each area, the road will be reopened.

Green Building Unveiled at Germanna
Germanna Community College unveils its new, high-tech Science & Engineering Building and Information Commons at 1:00 p.m. Friday at its Fredericksburg Campus at Massaponax. A ribbon cutting and tours will be open to the public.
The green building will be used as a teaching tool and features a windmill, a green roof with grass and plants for insulation, a glass exterior that reflects heat and provides natural lighting and other innovative approaches to conserving energy.

Governor McDonnell in Fredericksburg and Caroline
Governor Bob McDonnell visits the region Tuesday as part of his "Virginia: Growing Strong" statewide tour. Following the General Assembly session, he is taking time to visit with residents and businesses. 
Earlier in the day he visited the new McKesson Corporation in Caroline County and is highlighting some recent success of lowering the unemployment rate, balancing the budget without raising taxes and getting bonds and other funding for transportation needs, being finalized now.
Later in the day the McDonnell signed 13 pieces of legislation in northern Virginia to support and protect victims of crime, specifically of human trafficking and domestic violence.
On its' third day on Wednesday, McDonell will meet with more employees and business leaders from Middleburg to Charlottesville. His focus will stay on solving problems and creating new jobs.

"Green Ribbon" Campaign Reminds Teens About Safe Driving
The "Green Ribbon Campaign" is being sponsored by members of the Youth of Virginia Speak Out About Traffic Safety at Culpeper County and Eastern View high schools. 
Corey Beyers with the Culpeper Sheriff's Office says it designed to remind teens that summer can be a dangerous time for young drivers. Area teens are asked to tie a green ribbon to their antenna. The ribbon acts as a way to remind young people to adhere to state nighttime driving curfews, to not text and drive and to avoiding drinking and driving.
The campaign is part of the ongoing National Youth Traffic Safety Month, which runs through May 18th.

Train Hits Car in Caroline County
Police say no one was injured Tuesday morning when a train collided with a tractor-trailer in Caroline County.
The incident occurred at about 9:00 a.m. near the Woodford Post Office. Caroline Sheriff Tony Lippa says train traffic was delayed while they worked to remove the truck and ensure the tracks were safe.
The driver was attempting to go over the tracks along a private dirt road when it was struck by the train. The Amtrak was carrying 82 passengers headed to Newport News. The incident remains under investigation and it is unclear whether there will be any charges.

I-66 Traffic Shut Down for Man Throwing Himself into Oncoming Cars
A 21 year old man from Oakton is charged with reckless driving; destruction of property under $1,000; pedestrian on the interstate and interfering with passing vehicles on a highway.
It stems from a reported two vehicle crash on I-66 west Monday night. A witness tells State Police that Corbin Shannon jumped out of his wrecked car, ran into lanes of traffic and threw himslef onto four vehicles. One windshield was smashed and the others were not damaged. Tests at Fairfax Inova Hospital ruled out alcohol or illegal drugs as a factor in Shannon's crash or following incident. Lanes of westboung I-66 were closed for about 30 minutes.

Man Arrested in Culpeper Macbook Theft

A Culpeper man is arrested Monday in connection with a well-publicized larceny case from last month.
Authorities say Francis D. Jackson is charged with grand larceny and suspected of taking a laptop computer from a Rent-A-Center in Culpeper on April 17th. The suspect allegedly took a silver-colored Apple Macbook from the store, an item valued at more than $1,000.
Jackson was released on a $2,500 unsecured bond.

Accident in King George Injures Driver
An accident along Indiantown Road at McDaniel Road in King George County injured one person this morning. 
Virginia State Police report the accident happened shortly after 8 a.m. when the driver of a car northbound on Indiantown Rd ran off the right side of the roadway, over corrected going off the left side of the road, striking a concrete wall.
The 21-year-old driver suffered serious, non-life threatening injuries and was flown by med-flight to Mary Washington Hospital.
Speed is considered a factor in the crash, which remains under investigation.

Spotsylvania Selects New School Superintendent
The search for a new school superintendent in Spotsylvania County has ended almost as fast as it started. 
The school board on Monday named Assistant Superintendent Scott Baker to the post succeeding Shelly Redinger who leaves at the end of the school year. 
According to this morning's Free Lance-Star, Baker was one of two top hires Redinger made after taking the superintendent's post last year. 
Baker, a Virginia native, most recently worked in the Hanover County school system.

Preservation group: Secretariat's home threatened
    
RICHMOND, Va. (AP) - A preservation group says Secretariat's birthplace is among the most endangered historic sites in Virginia.
 
    
Meadow Farm in Doswell one of 11 places and properties contained in Preservation Virginia's annual list of endangered sites, which was released Monday in Richmond.
 
    
Among the other entries are an historic overlook of the James River in Richmond, a train depot in Franklin County and the rural landscape of Pittsylvania County. According to the preservation group, the latter is threatened by the possibility of uranium mining and milling.
 
    
For many Virginians and fans of horse racing, the story of Secretariat still resonates nearly 40 years after the chestnut stallion's stirring, record-shattering run for the Triple Crown.
 
    
Meadow Farm is the former home of the State Fair of Virginia. It's up for auction this month.

Fatal Pedestrian Collision
WOODBRIDGE, Va. (AP) - Police in Prince William County are investigating a fatal collision between a driver and a pedestrian.
 
It happed Thursday night in the area of Dale Boulevard and Forestdale Avenue in Woodbridge.
 
Police say the pedestrian, an unidentified man, was fatally injured. The driver was not injured and remained at the scene.
 
Police are still investigating. They say the pedestrian's name won't be released until his family can be notified.

June trial set for bus driver in fatal I-95 crash

 

 

BOWLING GREEN, Va. (AP) - A June trial has been set for the driver of an interstate bus that crashed in Virginia last May, killing four passengers and injuring dozens more.

 

The Caroline County clerk's office says a trial is set for June 25 for Kin Yiu Cheung of New York. Cheung is facing four felony counts of involuntary manslaughter.

 

The trial previously had been continued.

 

Court records show Cheung admitted to police that he fell asleep at the wheel when the low-fare Sky Express bus from Greensboro, N.C., to New York City swerved off Interstate 95 about 30 miles north of Richmond, hit an embankment and overturned with 60 people aboard May 31, 2011.

 

He faces up to 10 years in prison for each count if convicted.

 

Cheung has pleaded not guilty.

In the 2 at large council races Kerry Devine is reelected and former councilman Matt Kelly wins the other seat and  will return to council.

Greenlaw Wins Mayor Race
 
 
Fredericksburg's next mayor is Mary Catharine Greenlaw.

Voter turnout was light, but Greenlaw easily defeated two other candidates in Tuesday’s election. Greenlaw won with over 51% of the vote.

City Councilman Fred Howe comes in second with over 34% of the vote.

Matt Paxson is third with about 14% of the vote.  

Greenlaw carried five of the city's districts. 

 
Howe took District 3, Precinct 1 with 44.97% to Greenlaw’s 44.32%

Middle school evacuated due to bomb threat


 

At 11:08 am Tuesday Stafford County Fire and Rescue Department responded to a bomb threat at Rodney Thompson Middle School.

Upon arrival Fire and Rescue personnel met with school officials to ensure the students and faculty were evacuated. K-9 units from the Stafford Sheriff’s Office, Quantico Military Police and the Manassas Park Police Department entered the school and alerted on a student’s locker.

The Quantico Explosive Ordinance Disposal team  entered the school, removed the contents of the locker and several others in the area but did not locate an explosive device.

The Stafford County Fire Marshal’s Office and the Stafford County Sheriff’s Office are continuing to investigate the incident.
