On May 13 2012, at approximately 1756 hours, Trooper K. Burroughs was on routine patrol in the area of Route 925 and Holly Lane., when he observed a silver Eclipse cross over the solid white line by half a car width. Trooper Burroughs initiated a traffic stop and made contact with the driver, Tony Oshea Hicks, 43 years of Annapolis, MD. A check through MVA revealed that Hicks’ license was suspended for child support non compliance. Hicks’ was arrested, and TFC W. Posey arrived on the scene to assist. Hicks was charged with possession of marijuana, phencyclidine and paraphernalia
