Frawley facing DUI charge in Maryland

Former UMW President William Frawley arrested third time for drunken driving

Ousted University of Mary Washington President William Frawley was charged with drunken driving this month in Maryland, exactly a year after the first of two DUI arrests that led to his firing.

According to court records, police stopped Frawley at 10:50 p.m. on April 10 in Montgomery County, and charged him with driving under the influence. He had a Maryland license.

A trial date hasn't been set and Frawley, 54, hasn't retained a lawyer, according to an official with Montgomery County District Court.

He had not responded to an e-mail request for comment as of yesterday evening. No telephone number for him is listed.

In September, judges in Fairfax County and Fredericksburg convicted Frawley on DUI charges. Each suspended his license for a year, but it's not clear whether the suspensions carried over to Maryland.

Frawley was not charged with driving with a suspended license, based on court case information. Frawley's lawyer in Fairfax, Peter Greenspun, told The Free Lance-Star last year that his client's driving restrictions would eventually be enforced in Maryland. Frawley's last known address was in Chevy Chase, Md.

Fairfax County General District Court Judge Mitchell I. Mutnick gave Frawley a 30-day suspended sentence, in addition to a fine and probation. Mutnick warned Frawley not to break the terms of his yearlong probation, saying he would not hesitate to put him in jail for the 30 days he suspended. It's not clear whether the terms of the probation apply to other states.

Prosecutors in Fredericksburg and Fairfax could not be reached yesterday for comment.

On April 10, 2007, Frawley's blood alcohol content was 2 times the legal limit when he flipped his university-owned car in Fairfax, according to court documents.

He was arrested in Fredericksburg the next day, after a motorist called police to report he was swerving into oncoming traffic and driving across the Chatham Bridge with his right front tire missing.

Almost two months after his firing, Frawley was charged in Montgomery with unsafe lane-changing and failure to stop after an accident involving damage to an occupied vehicle, according to court documents. A court official said he received 90 days' probation.

The Free Lance-Star requested a police report on Frawley's most recent arrest yesterday, but had not received it as of press time.

Eleven days before his latest drunken-driving charge, Frawley's wife, Maria, filed a domestic violence complaint against him in civil court, seeking a restraining order.

Frawley has temporarily been ordered to stay away from his wife's home and not contact her, according to online court records. A hearing in that case is scheduled for this morning in Montgomery County District Court.

A court employee would not comment on the case yesterday.

In a first-person account in The Washington Post on Dec. 2, Frawley criticized the Fredericksburg community's lack of support for him in his time of trouble. He wrote, "I regret, now that I'm healthy and my problems are cured or managed, that I can't teach and learn at UMW again."

After Frawley was fired "for cause" last April 30, UMW's board of visitors named Vice President Richard Hurley the acting president.

Judy G. Hample, now the chancellor of the Pennsylvania State System of Higher Education in Harrisburg, will become UMW's eighth president July 1.

This guy is like a rudderless ship. He's like an airplane that ran out of fuel in mid flight. He's like a runaway train. Look out,he's out of control and driving on the roads!

Enough already! Enough with pity and his indignant "everyone kicked me while I was down" attitude. This guy is a drunk with no regard for the safety of others.

With 2 DWI's he should have already been in programs. ASAP or AA or something. With 3 DWI's in a year, he should be in JAIL now under no bond. He is nothing but a DRUNK that drives. The bad part about it is judges have let him do it.

I agree with MOS. Frawley is totally out of control.Even his wife has filed a domestic violence complaint. He may kill someone soon if not put in jail and be required to go for counseling at his own expense. Probation does not work on some people who have a "superior than others" attitude. He's had enough "wake-up" calls.
