Kaine will seek tax increases

Governor Kaine is asking legislators to raise taxes by about $1 billion a year to improve roads. He is proposing increasing the sales tax on cars from 3 percent to 4 percent and boosting the yearly registration fee from $39 to $49. He also wants an increase in the tax assessed on home sellers statewide.

However House Republican leaders are unequivocal in rejecting the package.
