A law that required first-time DUI offenders to install interlock devices on their steering wheels started in 2012, but it looks like young people are still getting loaded and driving. When the law went into affect, there were more than 4700 people in the Virginia Alcohol Safety Program. On January 1st of this year it spiked to almost 9,000. In 2012, there were almost nine-thousand alcohol-related crashes on state roads.
