Fears that Syria Could Descend into Civil War

GENEVA (AP) - World powers share a belief that Syria could descend into civil war and plan to map out possible ways to avoid such a disaster for the region, a deputy to international envoy Kofi Annan said Wednesday.
Jean-Marie Guehenno told reporters after privately briefing the U.N. Security Council, the world body's most powerful unit, that diplomats are deeply troubled by Syria's cycle of violence.
"I believe that in the council there's an understanding that any sliding toward full-scale civil war in Syria would be catastrophic, and the Security Council now needs to have that kind of strategic discussion on how that needs to be avoided," Guehenno said in Geneva after speaking to the New York-based Security Council by videoconference.
Guehenno, the Annan deputy and a former U.N. peacekeeping chief, also warned of the possibility of outside groups and terrorists taking advantage of the violence. "In any situation where there is a risk of civil war you have opportunistic actors, if one can say that, that can try to exploit that," he said.
Guehenno said he told the closed session of the 15-nation council that Annan's six-point peace plan to end the 15-month conflict must be fully implemented and that political process must include talks between the Syrian government and the opposition.
"It's very important that the Security Council be united in pushing for a political process," Guehenno said.
Annan held talks with Syrian President Bashar Assad in Damascus on Tuesday following the weekend massacre in Houla of more than 100 people, many of them women and children.
At the U.N. headquarters in New York, Germany's U.N. Ambassador Peter Wittig said Guehenno told the council that while Annan was in Damascus he appealed to the Assad's government "to take bold steps forward" to end the violence immediately and implement the peace plan.
U.S. Ambassador Susan Rice said the worst but most probable scenario in Syria is a failure of Annan's peace plan and a spreading conflict that creates "a major crisis" not only in Syria but also region-wide.
"And members of this council and members of the international community are left with the option only of considering whether they are prepared to take actions outside of the Annan plan and the authority of this council," she told reporters.
The best scenario would be for the Syrian government to immediately start complying with the plan, she said, but that doesn't seem to be "a high probability."
And if Assad refuses to implement it, Rice added, then the Security Council should set aside its differences and up the pressure on Syria with added sanctions.
Minutes after she spoke, Russia's U.N. Ambassador Vitaly Churkin told reporters that "our attitude to sanctions frankly continues to be negative."
But Rice, Churkin and other council members agree the best scenario is full implementation of the Annan plan, with talks between opposing sides, despite the increasing worry that will never happen.
They also agree on the need for all sides to immediately halt the violence and for Syrian troops and heavy weapons to be withdrawn from towns and cities, with the government also providing access to detainees, journalists and humanitarian workers.
Annan said in Damascus that the situation has reached "a tipping point" and many council ambassadors agreed, including Rice.
"I think we may be beginning to see the wheels coming off this bus," she said.
Britain's U.N. Ambassador Mark Lyall Grant said Guehenno and one of his French successors, the current U.N. peacekeeping chief Herve Ladsous, provided a grim briefing.
Grant said there was a sense of "revulsion" at the weekend massacre and the increase in extremist attacks with a new sectarian element, all of which are throwing up roadblocks to Annan's peace plan.
"The key thing is unity of the council," he said, calling for discussion at the U.N. and in world capitals on how to avoid a civil war in Syria.

MONTREAL (AP) - Thousands of students marched through the streets of Montreal on Tuesday to mark 100 days since the movement against higher tuition fees began. The protest comes after Quebec's provincial government passed emergency legislation to end Canada's most sustained student demonstrations ever.
Protesters carrying red banners and signs, the color demonstrations, walked in unison chanting "our streets!"
Since the law was passed Friday, nightly protests have often turned violent, resulting in some 300 arrests Sunday alone. Police have yet to fully enforce the new law, which calls for protests of over 50 people to provide a detailed agenda.á
Student groups have vowed to challenge the legislation in court. Rights groups say the new law limits protesters' ability to express themselves democratically.
áOn the eve of Tuesday's protest, the most militant of three major student groups said it would defy the new law and call for protests and strikes to continue throughout the summer, a busy period of outdoor festivals in Montreal which draws in millions of dollars in tourist revenue.
"Thousands of people have come to demonstrate with us, not only against the rise in tuition rates but with the intention to signal their disapproval of the special law," student leader Gabriel Nadeau-Dubois said. "The gesture made by tens of thousands is one of massive and collective civil disobedience."
Since the protests started in February, unions, separatists and anarchists have joined the movement, as well as some celebrities.
Montreal indie rockers Arcade Fire wore the movement's iconic red squares during an appearance with Mick Jagger on "Saturday Night Live." Activist and filmmaker Michael Moore also gave his support to the students, sending tweets in French and English.áá
Quebec Premier Jean Charest has refused to roll back the tuition hikes of $254 per year over seven years. Quebec has the lowest tuition rates in Canada, and they would remain among the country's lowest after the increases.
The conflict has caused considerable social upheaval in the French-speaking province known for having more contentious protests than elsewhere in Canada.
Retiree Claude Gravel, 61, said she was against the law seeking to calm down tensions after 100 days of protests.
"I'm all for a few months of peace and quiet, but not at this price," he said.
She said the tuition hikes would make educating her college student son hard on the family's limited finances.

SAN JUAN, Puerto Rico (AP) - A military judge is considering whether to hold more than one trial for the five Guantanamo prisoners charged in the Sept. 11 attacks.
A lawyer for one of the men says the judge suggested in an order that it may be better to split the case up because of the difficulty trying to schedule hearings with five defendants and multiple lawyers. Attorney James Connell says the judge also questioned whether evidence against one defendant could help the case of another. The prosecution and defense will respond in writing by the end of the month.
The five men were arraigned together on May 5 at the U.S. base in Cuba. Previously, some defense teams wanted separate trials for the men and the prosecution wanted them tried together.

Three Irish Dissidents Arrested on Terror Offenses

LONDON (AP) - Three senior Irish dissidents were arrested and charged with a range of serious and rarely used terror offenses, Northern Irish police said Friday.
The three men, ages 41, 42 and 42, were charged with offenses such as conspiracy to murder, conspiracy to cause an explosion, preparation of terrorist acts and collecting information of use to terrorism.
Northern Irish police said the men were arrested in Lurgan, County Armagh, Northern Ireland, on Monday as part of a "proactive investigation" into dissident republican terrorist activity.
Police said some of the charges have seldom been used in the past in Northern Ireland.
British intelligence has stepped up efforts in Northern Ireland recently. And law enforcement officials believe Irish dissidents could pose a threat to the Olympic games, which will be held between July 28 and August 7. The Olympic torch is passing through one of the most heavily bombed streets in Northern Ireland in early June.
But a British official said the three men arrested Monday are not believed to have been planning attacks on the Olympics, torch relay, or Queen Elizabeth II's Diamond Jubilee celebrations this year.
The official, who spoke on condition of anonymity because of the sensitivity of his job said the charges were still significant as Irish dissidents were rarely charged with preparation of terrorist acts. He said the operation showed that Britain was using techniques used to fight threats posed by groups such as Al Qaeda to tackle problems in Northern Ireland.
Last fall, a Lithuanian judge found an Irish man guilty of trying to buy weapons and explosives in a six-year sting orchestrated by Britain's domestic spy agency MI5 - a case that drew attention to a hardcore Irish Republican Army splinter group's plans to spread terror to London.
Judge Arunas Kisielus of the Vilnius Regional Court sentenced Michael Campbell - a 39-year-old with alleged links to the Real IRA group - to 12 years in prison for weapons offenses and supporting a terrorist group.
The three recently arrested men will appear in court Saturday. Police said another three men and a woman who were arrested May 12 as part of the same investigation are still in custody.

Al-Qaida Releases New Tape

SANAA (AP) - Al-Qaida's leader has released a 17-minute audio address aimed at swaying public opinion against Yemen's new president, calling him a U.S. agent and a traitor.
Ayman al-Zawahri attacked President Abed Rabbo Mansour Hadi for serving as vice president during the "corrupt rule" of deposed leader Ali Abdullah Saleh.
Hadi took over from Saleh earlier this year in a U.S.-backed power transfer deal that Washington hoped would allow Yemen to increase operations against al-Qaida, which seized control of much of the country's south.
"Out went a (U.S.) agent and in came an agent," al-Zawahri says.
The audio was put online Tuesday, the same day that Yemen's military announced that U.S. troops were working directly with them in a major offensive against the militant network.

BERLIN (AP) - German Chancellor Angela Merkel and French President Francois Hollande say they've agreed to discuss ways to generate economic growth in Europe.
Hollande, a Socialist who took office on Tuesday, has criticized Merkel's austerity-led approach to the eurozone debt crisis and called for more growth-based efforts. He called during his election campaign for a renegotiation of a budget-discipline pact which Merkel pushed for the continent.
Hollande said after his first meeting with Merkel on Tuesday that "everything must be put on the table by everyone" that could promote growth.
Asked whether he is still demanding a renegotiation of the fiscal compact, he said he would be able to answer the question "at the end of this work."

KAMPALA, Uganda (AP) - Al-Qaida leader Ayman al-Zawahiri has released a new video in which he encourages Somali militants to fight on despite the challenges.
In the video, reported Friday by the Site Intelligence Group which monitors militant activities, al-Zawahiri urges al-Shabab militants not to be deterred by U.S. drone attacks.
It is al-Zawahiri's second video address to al-Shabab, which formally joined al-Qaida in February.
Al-Shabab has increasingly come under pressure in recent times from regional armies and government forces who are pushing it from three sides inside Somalia.
Somalia's prime minister said last month that al-Shabab militants were fleeing up north, into the semiautonomous region of Puntland.
Somalia has lacked a stable government since 1991.

Protests in Macedonia after arrests for 5 slayings

SKOPJE, Macedonia (AP) - Several thousand people, mainly ethnic Albanians, have protested in Macedonia's capital of Skopje and other cities to demand a fair trial for five people suspected in the slayings of five fishermen.
The slayings have raised tensions in the Balkan country because the suspects are all Muslims.
The five have been charged with terrorism-related offenses over last month's killings. The government has described the suspects, two of whom remain at large, as radical Islamists.
Protesters at Friday's rally in Skopje chanted "Muslims are not terrorists!" Several stone-throwing youths smashed windows in government offices and court buildings, but no arrests were reported. A policeman and a cameraman were reportedly slightly injured.
Hundreds of people also joined protests in the cities of Tetovo, Kumanovo and Gostivar.

ATHENS, Greece (AP) - Greece's socialist leader and former finance minister says efforts to form a coalition government have failed.
Evangelos Venizelos, who was the last of three party leaders to try to reach an agreement, said Friday he would hand the mandate back to the country's president Saturday.
He made the comments after meeting with Radical Left Coalition leader Alexis Tsipras, whose party came second in Sunday's election. Tsipras said he would not join any government that intended to continue implementing the terms of Greece's international bailout agreement, which he says is too harsh.

HAVANA (AP) - Cuba appears close to a momentous decision to end a half-century of travel restrictions that have made it difficult to leave the Communist-run island, with one senior official saying a "radical and profound" change is weeks away.
That comment, by Parliament Chief Ricardo Alarcon, has residents, exiles and policymakers abuzz with speculation that the much hated exit visa that Cubans must obtain to leave their own country could be a thing of the past, even if Raul Castro's government still carefully limits the travel of doctors, scientists, and military personnel.

<VIDEO> GAUHATI, India (AP) - An official says 103 bodies have been fished out of a river after a packed ferry boat capsized in remote northeast India.
Pritam Saikia says at least 100 people are still missing after the boat carrying about 350 passengers broke into two pieces late Monday.
Saikia said Tuesday that deep sea divers and disaster rescue soldiers were helping to pull out bodies from the Brahmaputra River near Fakiragram in Assam state.
