Impeachment of Romania's president overturned
    
BUCHAREST, Romania (AP) - A court ruling that overturned the impeachment of Romania's president has been approved by Parliament.
 
    
The lawmakers held a special session Monday to have the Constitutional Court ruling read, and the only requirement for its approval was for a majority of the lawmakers to show up.
 
   
 
Last month, Parliament impeached President Traian Basescu after a majority voted that he had seriously violated the constitution. A national referendum was held on July 29 during which a majority of voters supported Parliament's decision.  But the Constitutional Court later invalidated the referendum because the turnout was too low.
 
    
On Monday, just over 50 percent of Parliament's lawmakers turned up at the special session.
 
    
After the vote, Parliament Speaker Valeriu Zgonea said: "We are a European state and are obliged to respect the law."

Women, Christians named to Egypt president team
     CAIRO (AP) - Egypt's president has named a team of 21 advisers and aides that includes three women and two Christians.
 
     The appointments, announced Monday by President Mohammed Morsi's spokesman, fall short of Morsi's promises during his election campaign to name a woman and a Christian as vice presidents.
 
     Instead, Morsi appointed four senior aides and a 17-member council of advisers that includes writers, economists, legal experts and politicians representing a spectrum from Islamists to liberals.
 
     Among the four aides are one woman and a Christian, along with a member of Morsi's Muslim Brotherhood and a figure from the ultraconservative Islamist Salafi movement.
 
     The 17-member council includes two women and a Christian, who is also a longtime member of the Brotherhood.
 
    Ali didn't elaborate on the role of the aides and the advisers.

Central African Republic frees Briton
BANGUI, Central African Republic (AP) - British safari driver David Simpson was released after five months of incarceration in the Central African Republic on suspicion of killing 13 people.
 
    
Deputy Prosecutor, Magistrate Romaric Martian Kpangba-Kingo said that all charges have been dropped against Simpson. He is still in Bangui awaiting permission to return to Britain.
 
    
In local reports Simpson says that despite his ordeal he hopes to resume work as a safari guide.
 
    
Simpson was arrested on March 26 after he reported the discovery of the bodies of 13 people by a small-scale gold mine in the east. 
 
    
The victims' hands were bound behind their backs and had machete wounds.  Simpson's lawyers claimed he was innocent and charged the the killings may have been committed by the Lord's Resistance Army.

Breivik's regret - he didn't kill more

OSLO, Norway (AP) - The man who carried out last year's massacre in Norway that left 77 people dead says his only apology is to other "militant nationalists" -- saying he's sorry he "wasn't able to execute more."
 
    
His defiant statement marked the end of a legal process that has haunted Norway for 13 months.
 
    
Breivik today was declared sane enough to be held criminally responsible. He was sentenced to "preventive detention," meaning it's unlikely he will ever be released.
 
    
Breivik said he won't be appealing the verdict -- but that he can't accept it, either, because he doesn't recognize the authority of the court. His lawyers had said earlier that he wouldn't appeal any verdict that found him sane.
 
    
Prosecutors also say they won't appeal the ruling, even though they had argued Breivik was insane as he plotted the bombing and shooting attack. Most of the victims were teens at a youth camp.
 
    
Survivors of the attack and relatives of the victims are welcoming the ruling. One survivor said he believes Breivik is mad, but that it's "political madness and not psychiatric madness."
 
    
Some far-right leaders say the verdict gives some "credibility" to Breivik's views that Muslim immigration was destroying European society.

New European banking oversight plan due in Sept
    
BRUSSELS (AP) - A European Union spokesman says proposals for EU-wide banking supervision are likely to be made around Sept. 11.
 
    
The proposal for unified supervision of banks within the European Union is viewed by some as a key step toward ending the continent's financial crisis.
 
    
Olivier Bailly, a spokesman for the European Commission, the EU's executive branch, said Friday that the date for the presentation of the Commission's proposals had not been fixed but was likely to take place around Sept. 11.
 
    
A single authority over EU banks is viewed by some as part of the deeper integration the union needs in order to support a single currency.

New Syria envoy Brahimi meets with Ban at UN
    
UNITED NATIONS (AP) - The new U.N.-Arab League envoy to Syria is meeting with U.N. Secretary-General Ban Ki-moon.
 
    
Ban said Lakhdar Brahimi's extraordinary talent and expertise will be needed for the "crucial task of bringing peace and stability to Syria and promoting human rights there," Ban's spokesman Martin Nesirky said Friday.
 
    
Brahimi is a veteran Algerian diplomat who served as an envoy in Afghanistan and Iraq. He will be based at U.N. headquarters in New York when his new job starts Sept. 1. He plans next to go to Cairo for meetings with the Arab League. 
 
    
The last of the U.N. military observers left Damascus on Thursday. The unarmed observers were part of outgoing envoy Kofi Annan's failed six-point peace plan to end the civil war.
 
    
Syrian officials have said they were looking forward to working with Brahimi.

Sierra Leone cholera death toll rises to 217

 

FREETOWN, Sierra Leone (AP) - Humanitarian officials say the death toll from a cholera outbreak in Sierra Leone has risen to 217 people.

 

Oxfam said Thursday that the death rates in the West African country are almost double emergency thresholds.

 

Nearly 12,000 cases already have been reported and Oxfam said the number of people affected is "likely to increase significantly in the next month."

 

Aid groups say there has been a spike in reported cholera cases since mid-July and the onset of the rainy season.

 

Some 82 deaths have been reported in neighboring Guinea, while other cases have been seen in Mali and Niger.

 

Cholera is an infection of the small intestine, contracted by eating or drinking contaminated food or liquids. It can cause acute diarrhea and vomiting and can kill within hours.

Brazil's biggest city suffering with no rain
SAO PAULO (AP) - Brazil's biggest city is experiencing one of its driest spells in years after more than a month with almost no rain.
 
    
Neide Oliveira of the National Meteorological Institute says in the month through Thursday just one-hundredth of an inch (0.3 millimeters) of rain has fallen on Sao Paulo. The average for this time of year is 1.5 inches (38 millimeters).
 
    
Oliveira says rain isn't expected for at least another week because high pressure hot and dry air is blocking cold fronts that normally bring rain from the ocean.
 
    
The city's humidity index plunged to 10 percent this week, the lowest in three years.
 
    
Officials are urging people to drink extra water and take special care while exercising. Hospitals say they've seen a spike in patients complaining of respiratory ailments.

     QUITO, Ecuador (AP) - Ecuador says it is granting political asylum to WiliLeaks founder Julian Assange two months after he took refuge in its London embassy to avoid extradition to Sweden to face questioning for alleged sexual misconduct.
 
     Foreign Minister Ricardo Patino says Ecuador found that Assange faces a real threat of political persecution including the threat of extradition to the United States, where Patino said the Australian would not get a fair trial and could face the death penalty.

Ecuador Says Britain Threatened to Come Get Assange
 QUITO, Ecuador (AP) - Ecuador's foreign minister is alleging that Britain threatened to storm his country's London embassy to arrest WikiLeaks founder Julian Assange.
 
     Ricardo Patino told a news conference that Ecuador received a written threat Wednesday from Britain that "it could assault our embassy" if Assange was not handed over.
 
     He said the threat was delivered to Ecuador's Foreign Ministry and ambassador in London.
 
     Ecuador has said it hopes to announce a decision this week on Assange's asylum request.
 
     The Australian has been holed up in the embassy since June 19, taking refuge to avoid extradition to Sweden, where he faces questioning for alleged sexual misconduct. Assange's supports say the charges are trumped up and believe the U.S. has secretly indicted him and would extradite him from Sweden.

Quake Struck Iran Will Accept Aid
  TEHRAN, Iran (AP) - In a change of heart, Iran said Tuesday it now welcomes foreign aid for victims of the deadly twin earthquakes that hit the country's northwest over the weekend. 
 
     The remarks indicated authorities were struggling to cope with the quakes' aftermath. Critics charged they failed to react quickly enough to help the region along the borders with Azerbaijan and Armenia, where the 6.4 and 6.3 magnitude quakes Saturday killed 306 people and injured more than 3,000. 
 
     "We would welcome help by any country," said Iran's parliament speaker, Ali Larijani, during his visit to the earthquake-stricken area on Tuesday.
 
     Iran's government said it has provided shelter for about 50,000 people who lost their homes during the quakes, which have been followed by scores of aftershocks. 
 
     A magnitude 5.3 aftershock on Tuesday afternoon jolted the town of Varzaqan again, the semioffical Fars news agency reported. Varzaqan was one of the weekend epicenters.
 
     The Tuesday aftershock quake also rocked Tabriz, the provincial capital, where frightened people poured into streets. No further casualties were reported. Many Tabriz residents have stayed outdoors, some in public parks, since the first tremors. 
 
     The weekend quakes hit the towns of Ahar, Haris and Varzaqan in the Iranian province of East Azerbaijan. At least 12 villages were destroyed, and 425 others sustained damage ranging from 50 to 80 percent of their buildings, state TV and news agencies reported. The stricken region has a population of about 300,000. 
 
     Many roads and other infrastructure were heavily damaged. State TV showed relief workers distributing tents and helping survivors, mainly in rural areas.  Authorities said the quake caused some $600 million in damage. 
 
     In Tehran and other major cities, people stood in long lines to donate blood for the injured.
 
     For two days after the quakes, Tehran insisted it needed no foreign assistance to handle the situation, but on Tuesday, Vice-President Mohammad Reza Rahimi said Iran is now welcoming assistance from abroad for the quake victims. 
 
     On Monday, Iran's Red Crescent sent back a rescue team from Turkey that arrived without advance coordination. The head of Red Crescent Society of in the quake-stricken province also said international aid was not needed.
 
     Spokesman Pouya Hajian told the semiofficial ISNA news agency that the International Federation of the Red Cross and Red Crescent, UNICEF, Turkey, Taiwan, Singapore, Germany and many embassies in Tehran had offered help, but that the Iranian Red Crescent was able to handle the quake-stricken areas.
 
     U.S. State Department spokeswoman Victoria Nuland said Monday that the U.S. had not had "any pickup" from Iran on Washington's offer of assistance, and noted Iranian public statements that it did not need outside aid. "Nonetheless, our offer stands on the table," she said.
 
     Nuland said despite U.S. economic sanctions on Iran, Americans wishing to provide food and medicine to victims of the disaster could do so without obtaining a special license, and certain noncommercial financial transactions were also possible.
 
     The Tehran turnaround came Tuesday.
 
     "Now and under the current circumstances, we are ready to receive help from various countries," Rahimi was quoted as saying by state IRNA news agency. 
 
     His about face followed scathing criticism at home. 
 
     Lawmakers lashed out at the government over what they called its "slow reaction," Iranian newspapers reported Tuesday. The independent Sharq daily quoted legislator Allahvedi Dehqani from Varzaqan as saying initial aid arrived three hours after the quake jolted his constituency. 
 
     Lawmaker Masoud Pezeshkian said that when a 6.4 quake causes "such a big loss, the main problem is mismanagement."
 
     Over the past few years, the Iranian government has offered low-interest loans for projects to reinforce buildings in rural areas. The campaign has been ineffective, mostly due to lack of supervision. Official statistics indicate only 20 percent of the buildings in rural areas have metal or concrete frames.
 
     On Monday, the government announced it would grant about $3,500 to each family whose property was damaged in the quakes, and would offer a $10,000 low-interest loan for reconstruction of family homes. 
 
     Iran is located on seismic fault lines and is prone to earthquakes. In 2003, some 26,000 people were killed by a 6.6 magnitude quake that flattened the historic southeastern city of Bam.

 COTONOU, Benin (AP) - On an epic diplomatic mission through Africa, U.S. Secretary of State Hillary Rodham Clinton braved an outbreak of the deadly Ebola virus in Uganda, escaped a swarm of angry bees in Malawi and shimmied on a dance floor in South Africa, earning the nickname "Secretary of Shake."
 
     Circumnavigating the continent from Senegal to Kenya and back around to Benin, she also engineered an oil deal between Sudan and South Sudan, read the riot act to bickering politicians in Kenya, visited South African freedom icon Nelson Mandela and pushed Nigeria's leaders to improve intelligence cooperation.
 
     With her arrival on Friday in Benin, Clinton shattered her own travel record as secretary of state, logging 108 countries visited in office.

Jamaican Independence Day Celebrated
  KINGSTON, Jamaica (AP) - Thousands of Jamaicans gathered outside the island's national stadium to celebrate the Caribbean country's 50th anniversary of independence from Britain.
 
     Many of Monday's revelers wore the national colors of gold, black and green as they walked around a "golden jubilee village" showcasing Jamaica's history, food and culture. 
 
     Some displays paid tribute to prominent islanders like black nationalist leader Marcus Garvey and reggae icon Bob Marley.
 
     The celebration comes a day after Jamaican sprinters Usain Bolt and Yohan Blake thrilled their homeland by winning the gold and silver medals in the 100- meter dash at the London Olympics. 
 
     But the anniversary was not a reason for everyone to cheer. Some islanders argue that Jamaica has fallen behind in the five decades since it achieved independence, largely due to political mismanagement.
